The City COllllCil of the Ci ty of Has tings, Minnesota met in a
regular meeting on Monday, September 15, 1975 at 8:00 o'clock P.M. in the
Council Clambers of the City Hall.
~~mbers present: Councilmen Kramer, Erickson, Schnirring, Novak,
Elliott, Latch, Fischer and ~nyor Petersen.
Members absent: Councilman Hallberg.
The Mayor asked for any corrections or additions to the Minutes
of the Council meeting of September 2, 1975 and hearing none approved the
Minutes as read.
Councilman Latch introduced the following Resolution
and moved its adoption:

WHEREAS, pursuant to an advertisement for bids for fur-
nishing the City with one combination Ladder and Pumping Fire
Vehicle for the Fire Department the following bids were received
complying with the advertisement.

The Mayor and City Clerk are hereby authorized and directed to
enter into a contract with General Safety Equipment Corporation for the
purchase of one Combination Ladder and Pumping Fire TnICk according to
the specifications therefore approved by the City Cmillcil and on file in
the office of the City Clerk.

Councilman Novak seconded the motion to adopt said resolution and
the same was passed by the following vote: Ayes, 7; Nayes, none.
ATTEST
The Mayor officially opened the Hearing to consider the
1974 Supplemental Assessments as presented. The Administrator
read into the record that all of the proper legal notifications
and mailings had been complied with and that the Hearing had
been properly called. The Mayor then gave an opportunity to all
those who wished to speak on the issue to do so, after everyone
had an opportunity to make their comments, the Mayor closed the
Hearing at 8:10 P.M.
Councilman Schnirring introduced the following resolution

RESOLUTION ADOPTING 1974 SUPPLEMENTAL ASSESSMENTS
WHEREAS, pursuant to proper notice duly given as required
by law, the Council has met and heard and passed upon all objections
to the proposed assessments for the improvement of the following:
PROPOSAL I
BIWMINOUS SURFACING, CONCRETE CURB AND GUTTER AND SIDEWALK
Downtown Parking Lot Development on Lots 2 3, and 4, Block 3,
Original Town - Bituminous Surfacing, Lighting, Landscaping, etc.
North Frontage Road from Pleasant Drive to T.H. 55 west of Court-
House entrance - Concrete Curb and Gutter and Bit. Surfacing.
Brittany Road and the easterly 880 feet of 14th Street within
Sontag's Second Addition - Concrete Curb and Gutter and Bit.
Surfacing.
Westview Drive from 14th Street to T.H. 55 - Concrete Curb and

DESCRIPTION FOR AREAS BENEFITED BY
PARKING LOT DEVELOPMENT AND STORM
SEWER
Part or all of the following described areas are to be assessed for
Parking Lot Development or Storm Sewer Facilities:
~~ of Blocks 16 and 1; all of Blocks 2,4,5 ,6,12,13,14,15; Lot 1
and part of Lot 2 and all of the S~ of Block 3; and lands between
Lots 3 and 4 in Block 1 and the Mississippi River; all being in
the Plat of the Original Town of Hastings.
Lots 1 thru 6 of Auditor's Subdivision No. 10.
Lots 5 thru 8 of Block 2 and Lots 1 thru 4 of Block 3, Young's Add.
The total amount to be assessed for 1974 Supple mental Assessments is $393,562.81
NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF HASTINGS:
1. Such proposed assessments, a copy of which is attached hereto
and made a part hereof is hereby accepted and shall constitute the special
assessments against the lands therein, and each tract of land therein in-
cluded is hereby found to be benefited by the proposed improvement in the
amount of the assessment levied against it.
2. Such assessment shall be payable in equal installments extending
over a period of 10 years, the first of the installments to be payable on or
before the first Monday of January, 1975. Any deferred installments shall
bear interest at the rate of eight percent (8%) per annum. To the first in-
stallments shall be added interest on the entire assessment, from the date
of this assessment resolution, until December 31, 1974. To each subsequent
installment when due shall be added interest for one year on all unpaid
installments.
3. The owner of any property so assessed may, for 30 days after no-
tification from the City Treasurer, pay to the City Treasurer, the whole of
the assessment without interest, and he may at any time, prior to certifica-
tion of the assessment to the County Auditor, as herein provided, pay the
whole of the assessment against any parcel with interest accrued to the date
of payment to the City Treasurer, and he may at any time thereafter pay the
County Treasurer the entire amount of the assessment remaining unpaid with
interest accrued to December 31st of the year in which such payment is made.
4. The City Clerk shall forthwith transmit a certified duplicate
of this assessment to the County Auditor to be extended on the proper tax
lists of the County and such assessment shall be,' collected and paid over in
the same manner as other municipal taxes.
Be it further resolved that the City Clerk be authorized to refund
any overpayments to the respective property owners and Corporations.

to meet with the City Administrator on September 22nd. at 1:00 P.M.
to begin a review of this ordinance and determine both the strong and

to postpone until June 30th of 1976, the First Reading on re-
zoning tlle Archdiocese's property from R-4 to R-l, assuming that
no funding has been secured for Senior citizen housing on the site

Elliott to approve and accept the report from Cerny Associates
concerning the downtown redevelopment concept. This report to
be forwarded to the !-IRA Authority of the City of Hastings with a

with instructions that the !-IRA begin to establish a specific list
of projects, establish priorities of what is to be done first and
to also make recommendations to the Council as regards to the means

A presentation was given to the City COlUlcil on the old
County Court House. After a general discussion the report was
accepted and ordered placed on file by the Mayor.
Art Baumeister reported to the Council on the sign for the
Industrial Park entrance in Hastings. He informed the Council
that he would be attending the next regularly scheduled Council
meeting of October 6th, at which time he hoped to have prices
lined up and ready for the Council to take action.
Moved by COlUlcilman Novak, seconded by COlUlcilman
Schnirring to allocate $20,000 of Federal Revenue Funds to the
Ice Arena for the purpose of putting in a blacktop surface in
the parking lot, permanent rafters and rails inside, as requested
by John Lightbourn. Be it further moved that the Staff prepare
the necessary costs, figures and specifications for what it would
take to make the current Ice Arena facility become a completed
six month facility. Ayes, 5; Nayes, Fischer and Kramer.
Moved by Councilman Schnirring, seconded by Councilman
Kramer to restrict the downtown parking lot, across from City Hall,
to a two hour limit in the entire park itself. Ayes, 2; Nayes, 5.
The City Planner presented a report on the Ravenna Township
Comprehensive Plan and its possible effects on the City of
Hastings. After a general discussion, the Mayor ordered the re-
port to be accepted and placed on file in City Hall.
The Council accepted the report concerning the Connnuni ty
Development Grant Application and determined that no action would
be taken inregard to receiving funds for Senior housing for citizens
this year. Application will be made again next year.
The City Council accepted the report from the City Planner
concerning the LAWCON Grant and ordered the report put on file.

Erickson to appoint Paul Kranz, 100 Olive Street, to the Hastings
HRA Authority. Ayes, 7; Nayes, none.
Moved by Councilman Fischer, seconded by Councilman Latch
to declare the house on the old Hagen property as excess property
and hereby order the City Clerk to take the necessary actions to
auction the house off and remove from Ci typroperty. Ayes, 7;
Nayes, none.
Moved by COlU1cilman Erickson, seconded by COWlcilman
Fischer to accept the resignation of William Elliott from the

The work completed under said contract is hereby accepted
