The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, November 3, 1975 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilman Kramer, Novak, Latch, Schnirring,
Elliott, Hallberg, Fischer and ~~yor
Petersen.
Members absent: Councilman Erickson.
The ~~yor asked if there were any corrections or additions to
the Minutes of the meeting of October 20, 1975, hearing none the ~~yor
declared the minutes approved as read.
Moved by Councilman Fischer, seconded by Councilman
Schnirring to approve the Third and final Reading of the Amend-
ment to the Ordinance concerning the "Renaming of Streets".
Ayes, 6; Nayes, Elliott.
The Mayor asked that the Staff make an addition to the
Minutes of the August 4, 1975 meeting in which the Veto state-
ment the ~yor made at that time be included in these Minutes.
Moved by Councilman Latch, seconded by Councilman Novak
to approve the Preliminary Plat of Al Sieben for the Fairview
Addition at 18th Street and ~fumor Lane with the understanding
the conditions set forth by the Planning Commission, as listed
would apply. Ayes, 7; Nayes, none.
1. A 15 foot easement for walkway purposes should be
indicated along the south side of Lots 9 through 13.
2. The west 33 feet should be dedicated to the City
to meet the requirement of a 5% Park dedication.
3. There should be a 20 foot easement between Lots 4
and 5, rather than the 10 foot easement which is indicated.
4. The petitioner should post a bond in the amount
necessary to cover the cost for preparing a feasibility study
for 1976 improvements.
Dewey Kasma from TKDA presented a summarization of a
report on the Water System of the southern part of the City of
11astings. After a general discussion the Council directed the
Staff to put this item on the November 17th Council Agenda for
consideration. No further action was taken.
Moved by Councilman Hallberg, seconded by Councilman
Latch to approve the proposed Union contract between the City of
Hastings and the 49's Union, for a three year contract covering
the years 1976, 1977 and 1978 as presented before the Council
this evening. Copy of contract on file in Finance Department.

The City Attorney gave a report to the Council con-
cerning his discussions with ~k. Willis Olson's attorney re-
garding the Mobile Home Park Ordinance. TIle City Attorney
is still in discussions with the Attorney and will get back to
the Council as soon as possible with a report which would cover
the full legal implications involved with enforcement of the
City's ordinance as it now stands.

ISSUE
Randy Wilhite from the YAC gave a report to the Council YAC REPORT
concerning the latest status of YAC and the various projects that
they have been involved with. Mr. Wilhite also mentioned to the
Council that on the November 17th meeting he would be coming back
again requesting the Council to pass another resolution of support
for the year of 1976 for YAC and its operations. The purpose of
this resolution would be to forward it to the Federal government
for the second year's funding allocation and this resolution would
let the Federal government know that the Ci ty is still willing to
act as the sponsor for YAC.

Councilman Fischer introduced the following resolution
and moved its adoption:
RESOLUTION AWARDING BID FOR PARKING LOT
IMPROVEMENTS AT ICE ARENA
WHEREAS, pursuant to an advertisement for bids for Parking Lot
Improvements at the Ice Arena in and for the City of Hastings,
the following bids were received complying with the advertisement.

WHEREAS, it appears that Pine Bend Paving is the lowest responsible
bidder in providing the Parking Lot Improvements for the Ice Arena
in the City of Hastings,
NOW, THEREFORE BE IT RESOLVED by the City Council of the City of
Hastings, ~linnesota:
The Mayor and City Clerk are hereby authorized and directed to
enter in a contract with Pine Bend Paving for Parking Lot Improve-
ments at the Ice Arena according to the specifications therefore
approved by the City Council and on file in the office of the City
Engine
The Cit Cle k is hereby directed and authorized to return forth-
with to 1 idders the deposits made with their bids, after a
contract H been signed.

Councilman Novak seconded the motion to adopt said reso-
lution and the same was passed by the following vote: Ayes, 6;
Nayes, Kramer.
ATTEST:
The Administrator presented to the Council his list of
potential items for referendum that the Council may wish to pro-
ceed with. After a general discussion of the various items it
was felt by the Council that at this time the number one priority
for referendum should be the Park system itself in conjunction with
the possible considerations of the Flood Control Project which the
City and the Corps of Engineers are currently negotiating. The
Council felt that the second priority would be to analyze the need
for new city garages and further examination of the Ice Arena but
that the issues concerning the Airport Study and the raising of
levy limitation for the City would not be considered as referendum
items .

ORDINANCE #35
SECOND SERIES
FIRST READING
TAXICAB FEES
AMENDED
Moved by Councilman Schnirring, seconded by Councilman
Fischer to pass the First Reading of the Amendment to the City
Ordinance Section 5.60, Subd. 7, Taxicabs which allows the Hastings
Cab Company to increase its current fee schedule as stated below.
1. The base fare for transportation within a zone shall
be $.85
2. The additional fare for crossing each zone boundary
shall be an additional $.20.
3. The additional fare for each additional adult passenger
shall be $.20.
4. There shall be a minimum delivery charge of $1.50.
5. Ad additional $.40 may be charged for each extra stop.
6. A $10.00 per hour waiting time shall be allowed.
7. The fare for transportation outside the City Limits shall
be $.80 per mile.
The vote was as follows: Ayes, 7; Nayes, none.
Moved by Councilman Latch to pass the Second Reading
of the Ordinance change deleting the $150 sidewalk charge from
the Building Permit Fee, which in the past had been used for
sidewalks. Motion died for lack of a second.
Moved by Councilman Hallberg, seconded by Councilman
Schnirring to approve the Second Reading of the Amendment to the
Ordinance concerning the Platting section of the Ordinance which
would require sidewalks to be put in at the time of the Plat
approval. Ayes, Schnirring, Kramer & Hallberg; Nayes, Fischer,
Elliott, Latch, Novak. Motion defeated.
Moved by Councilman Kramer, seconded by Councilman
Hallberg that due to the fact there were no bids received on
the Hagen lIouse in South Hastings, the house now be turned over
to the Police and Fire Departments for training exercises.
When the training exercises are completed the Fire Department
would have permission to burn the building down as a training
exercise. This approval would also require the Fire Department
to clean the rubbish off of the property after the fire.

Moved by Councilman Novak, seconded b y Councilman
Schnirring that in the matter concerning the assessment on the
Leo Schumacher property which was involved with the access road
to the new County Courthouse, that the Schumacher's be refunded
the necessary amount of overpayment which may have occurred on
their part, for the year 1976. The amount of $1,996.91, which
had erroneously been assumed was the cost of a pile of dirt to
be charged to Mr. Schumacher, now is to be picked up by the City
of Hastings. Ayes, 6; Nayes, Kramer.

The Council conducted a discussion concerning the old DISCUSSION ON OLD
County Courthouse and instructed the Adminis trator to see that COUNTY COURTHOUSE
the County Board got a copy of the resolution which was passed
by the Council, requesting the County Board to give a specific
proposal to the City of Hastings if the old County Courthouse
was up for sa1e~ The Council further instructed the Staff to
attempt to receive, from the County, a study which had been done by
the County concerning the mechanical, electrical and other im-
provements in the building and see that Mr. Acke rman gets a
copy of that study to determine whether or not additional work
would be required and to make an estimate of costs for improv-
ing the building.
Moved by Councilman Elliott, seconded by Councilman
Schnirring to approve Werner Fasbender, 2021 Ashland St. for a
three term on the Hastings Civil Service Commission, effective
November 1, 1975 to November 1, 1978. Ayes, 7; Nayes, none.
At this time the Council instructed the City Adminis-
trator to look into the Dakota County Municipal League and
obtain for the Council copies of its By-Laws or Charter as well
as the list of current members of the organization and the dues
that may be required for membership so that the Council can
discuss the possible membership in the organization. This to
be ready for the Council meeting of November 17th.
Moved by Councilman Schnirring, seconded by Council-
man Fischer to forward to the Hastings HRA, a letter from
~~ster's Inc. requesting the status on the Erickson property.
This letter to be forwarded to the HRA and a request made of
the HRA that they respond to this letter and that a recorrmen-
dation to the Council be made so that an answer can be given
to ~ster, Inc. Ayes, 7; Nayes, none.
Moved by Councilman Fischer, seconded by Councilman
Hallberg to approve the Resolution #51-75 concerning cooperation
with the Highway Department for snow removal. Ayes, 7; Nayes,
none.
