The City Council of the City of Hastings, ~linnesota met ln a
regular meeting on ~bnday, December 15, 1975 at 8:00 o'clock P.M. in the
Council Chambers of the City Hall.
Members present: Councilmen Erickson, Novak, Fischer, Elliott,
Latch, Schnirring, Hallberg and ~~yor
Petersen.
Members absent: Councilman Kramer.
The ~~yor asked if there were any additions or corrections to
the ~linutes of the meeting of December 1, 1975, hearing none, the ~~yor
declared the ~linutes approved as read.
Moved by Councilman Novak, seconded by Councilman
Schnirring that the City of Hastings accept the Comprehensive
Plan and order final payment to be made to the Consultant Firm,
Amenity One, for the work done on the Plan in the amount of
$3,000.00. Ayes, 7; Nayes, none.
The Council had a general discussion in regard to the
Comprehensive Park Plan and tentatively set aside January 20,
1976 at 7:30 P.M. to meet with the Natural Resources Commission
concerning the Park Plan and discuss the implications of the Plan
as such. It was requested that this item be put on the Agenda of
the January 5th meeting so that the final date and time could be
verified.

Elliott to approve the Horne Occupation Permit for Thomas Reuter,
1434 Brittany Road, subject to the sign limitations as specified
in the Planning Commission ~linutes. Ayes, 7; Nayes, none.
Moved by Councilman Erickson, seconded by Councilman
Hallberg to have the City Council indicate that the City has no
immediate plans to develop the Erickson property for a parking
lot, and the City will allow development to occur on the site
in accordance with the regulations stated in the Zoning Ordinance
and the limitations stipulated in the Planning Commission ~linutes.
Be it further recognized that issues of the alleyway and the storm
sewer problems in the area are future concerns, which will have to
be ironed out at such time when specific expansion and construction
of the ~aster Industries Plant comes before the Council for con-
sideration. Ayes, 7; Nayes, none.
~ved by Councilman Fischer, seconded by Councilman
Schnirring to approve the First Reading of the Amendment to
Section 10.08, Subd. 2 (B) General Parking Provisions, by adding
an additional sentence as follows: Off street parking spaces
and loading spaces established subsequent to the effective date
of this Chapter shall not be reduced in number or eliminated
unless the number thereafter remaining exceeds the requirements
set forth herein for a similar new use. Ayes, 7; Nayes, none.
~bved by Councilman Novak, seconded by Councilman
Hallberg to approve and accept for payment, the Phase I Study
done by Kirkharn-~chaels and Associates on the Airport Study in
the amount of $8,150.00. Payment may be made for the cost
occurred of Phase I to tile Consultants on the conditions of the
contract the City has with the respective Firms. Be it further
moved that no action is authorized by the Council for the Con-
sultants to continue with Phase II. Any work to be done on
Phase II will corne later as a result of Council action so direct-
ing when the work shall begin. Be it further resolved that the
City of Hastings should attempt to set up a joint meeting with
the ~~rshan Town Board sometime in January in order to review the
Phase I Report. Ayes, 7; Nayes, none.

The City Attorney made a report to the City Council
stating that just before the meeting he had received some infor-
mation from Mr. Willis Olson regarding the Mobile Home Park. In
view of the fact that the Staff has not had an opportunity to
review the information which has been received, it was requested
that this item be put on the Agenda of the January 5th meeting
for further discussion. The Mayor hearing no dissent from the
Council, instructed the Administrator to put this on the Agenda
for January 5th.

Moved by Councilman Latch, seconded by Councilman
Fischer to approve the extension of the contract with the
Minnesota Department of Employment Services for the current
CETA position which the City had contracted to them earlier
this year. It is the understanding that this position has
been extended until June 30, 1976 and that the salary and
fringe benefit costs will not be charged to the City in any
amount whatsoever. Ayes, 7; Nayes, none.
Moved by Councilman Schnirring, seconded by Councilman
Elliott to set a Special Council meeting for December 30, 1975
at 5:00 P.M. for the purpose of completing end of year
business. Ayes, 7; Nayes, none.
Moved by Councilman Elliott, seconded by Councilman
Latch to approve to move the Second Reading of the Amendment
to the Ordinance concerning Dogs. Ayes, 7; Nayes, none.
Moved by Councilman Elliott, seconded by Councilman
Hallberg to table the Second Reading of amending the Ordinance
concerning Snomobiles. Ayes, 7; Nayes, none.
Moved by Councilman Novak, seconded by Councilman
Erickson to approve the appointments of Paul Seleski, Jay Burke,
Lawrence Kaeder and Allen Kieffer to be members of the Hastings
Volunteer Firefighters Department. Ayes, 7; Nayes, none.
Moved by Councilman Novak, seconded by Councilman
Erickson to accept the letter of resignation from LeRoy Finke as
a member of the Hastings Volunteer Fire Department. The Council
wishes to express its appreciation for the dedicated service of
:Mr. Finke while he was in the employment of the City. Ayes, 7;
Nayes, None.
~bved by Councilman Novak, seconded by Councilman Latch
to approve the expenditure of Federal Revenue Funds in the
amount of $970 for the Civil Defense-Police Reserve Contingent
of the City of Hastings to pay for the necessary primers and
turning targets which the Force needs for its annual weapons,
qualification and training program. Ayes, 7; Nayes, none.

At this time Councilman Novak requested that the Admin-
istrative Committee meet at 7:00 o'clock on January 19th, 1976
to discuss the City's Street assessment policies.
The City Administrator had a general discussion with the
Council concerning the William C. Hirchert property, which is
commonly referred to as the Prano Property, in regard to what the
final disposition of the property should be. The Mayor and the
Council, after general discussion, did not take any action to
favorably consider Mr. Hirchert's request in his letter, which was
addressed to the City, and instructed the City Attorney to proceed
as planned in regard to the final disposition of that property.
After a general discussion concerning the status of the
Peck Property, the Council and Mayor instructed the Administrator
to put this item on the January 5th Council meeting.
Moved by Cmmcilman Schnirring, seconded by Councilman
Hallberg to authorize the City Attorney to pay up to $1,000 to
hire a land Surveyor to do the necessary work in surveying the
property which the City needs to purchase in regard to the Ver-
million Flood Control Project which is currently being proposed
by the U.S. Corps of Engineers. The monies for the Surveyors
should be taken from the EPA refund money which the City Attorney
is also using to purchase the land. Ayes, 7; Nayes, none.

RESOLUTION NO. 56-75
MHD ANNUAL AGENCY
AGREEMENT RENEWAL
Moved by Councilman Novak, seconded by Councilman STORM SEWER PROJECT
Schnirring to authorize the City of Hastings to buy the necessary SOUTHVIEW DRIVE TO
pipe toextend the storm sewer project on Southview Drive as JAN. 19th MEETING
discussed here this evening. This item is further to be put on
the January 19th Agenda for the Council to consider as to how
the project should be paid for and to consider alternatives
involved. Ayes, 7; Nayes, none.
Moved by Councilman Novak, seconded by Councilman
Latch that the City of Hastings would be interested in parti-
cipating to the amount of 50% of the cost of installing over-
head stop lights at the intersection of Highway 61 and Fourth
Street in the City of Hastings. It is further requested that
the State Highway Department convey to the City of Hastings what
its plans and future proposals are for the possible installation
of such a light. Ayes, 7; Nayes, none.
Moved by Councilman Erickson, seconded by Councilman
Elliott to approve the City putting up Time Designated No
Parking signs in the Senior High School Area. The time to be
reflected on the signs are to be based on the bus schedules and
further, the Olief of Police is hereby directed to determine
what those hours are and the signs ordered and installed as soon
as possible. The designated times and areas are as follows:
Both sides of Pine Street from 9th Street to 14th St.
Both sides of 10th and 11th Streets, one Block East
of Pine Street only.
Hours: 7:30 A.M. to 9:00 A.M. and 2:00 P.M. to
3:30 P.M. just on school days. Complete
prohibition on parking during these hours.
