HomeMy WebLinkAbout04-16-73 l I' n l I 1195 April 16, 1973 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday April 16, 1973 at 8:00 o'clock P.M. in the Council Chambers of City Hall. Members present: Councilmen Collins, Schnirring, Kramer, Hallberg, O'Connor, Wilson, Driscoll, Novak and Mayor Peters~n. Members absent: None.... Minutes of the last meeting were read and approved. The Mayor declared open the Public Hearing on the "REQUEST FOR VARIANCE" by Hudson Manufacturing Company for parking in accordance with Section 8 of the City Zoning Ordinance. Mr. R.D. Beihl, representative from Hudson Manufacturing pre- sented the Council with their proposed development plan. All persons present were afforded an opportunity to express views and objections. Moved by Councilman Novak, seconded by Councilman Driscoll to continue the Hearing at the next regular meeting on May 21, 1973. Ayes, all; Nays, none. Moved by Councilman Hallberg, seconded by Councilman Schnirring to pass the second reading of "AN AMENDMENT TO THE CITY ZONING ORDINANCE" dated December 7, 1970 in accordance with Section 17 for the purpose of rezoning from Residential 3 to Residential 4, the undeveloped portion of Valley Manor Addition consisting of 15.2 acres. (Legal description to be included in the 3rd reading) Ayes, Councilmen Collins, Schnirring, Kramer, Hallberg, Driscoll, and Novak. Nays, Councilmen Wilson and O'Connor. Councilman Driscoll introduced the following resolution and moved its adoption: BIDS ON 1/'1. 'I $~:2, 762.80 $21,573.00 Councilman O'Connor introduced the following resolution and moved its adoption~ MORATORIUM ON HIGHWAY CONSTRUCTION o WHEREAS, House File 837 has been introduced to the 1973 State Legislature and is being discussed by the House Committee of Metropolitan and Urban Affairs, and WHEREAS, said House File 837 calls for a two year moratorium on all freeway construction in the seven county metropolitan area, and WHEREAS, passage of said House File 837 would have a regressive affect on the transportation needs of the entire metropolitan area and especially those areas lying beyond the densely populated areas of the central business districts of Minneapolis and St. Paul, and WHEREAS, practically all metropolitan communities have given their approval to completion of the freeway network identified in the Metropolitan Development Guide as "System 16", and WHEREAS, numerous public meetings have been held over a period of twelve to fifteen years in which both the freeway system and county and local planning were jointly discussed, evaluated, revised and approved, and WHEREAS, State, County, and Community parks have been established 0 according to said comprehensive plans and freeway completion, and WHEREAS, other public use facilities such as schools, govern- mental buildings, commercial centers, industrial parks, golf courses and residential developments have been located in accordance with said comprehensive plans, and WHEREAS, many miles of State, County and Local government streets and highwa" have been built to supplement the approved freeway system, and WHEREAS, many miles of water mains, sanitary sewers, stu~ sewers, gas mains, telephone conduit, electrical transmission distribution lines have had to be installed in advance by local communities to service the in- evitable urban deve~opment generated by population growth along the freeway networks, and WHEREAS, local communities have had to bond heavily to finance said munidipal services, and WHEREAS, said communities do not possess the population or the assessed valuations to repay said bonds, and have had to rely on antici- pated development for future bond retirement, and WHEREAS, House File 837 will postpone anticip~~ed development, thus not only disrupting local planning programs, but also destroying the fiscal ability of local communities to retire outstanding bonds, and o WHEREAS, it is highly improbable that any communities except the central business districts of St. Paul, and Minneapolis will receive transit service other than bussing over a highway network, and WHEREAS, in the absence of transit facilities, the failure to construct freeways will inevitably result in more auto accidents along with the attendant fatalitie~, bodily injury and e~o~ous property damage that WQuld otherwise be avoidable, and ~_.~ _,~.,___._.1 .-...-.""... -..- 1197 WHEREAS, freeways are the most efficient means of moving autos, the failure to complete the freeway system will actually lead to more auto exhaust generated air pollution and more noise pollution. NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of Hastings urges the defeat of House File #837 and furthermore urges citizens, local governments and other organizations in Dakota County to contact their legislators to urge the defeat of this bill. Ii BE IT FURTHER RESOLVED, that copies of this resolution be transmitted to the Dakota County Delegation, the House & Senate Committees considering highway construction legislat ,the Metropolitan Inter County Council, the Association of Minnesota Count es, oard Chairman of the seven metropolitan counties, newspapers covering D kota County, and all appropriate elected officials in Dakota County. Councilman Collins introduced the following resolution and moved its adoption: WHEREAS, over environmental RESOLUTION ON NON-RETURNABLE CONTAINERS this municipal governing body is deeply concerned problems affecting our community, and I: I WHEREAS, we recognize a concerted effort toward solving these problems is essential from government, industry, labor and community service groups, and decrease tax revenue and add to unemployment and re- lief roles, and WHEREAS, bans, and outlawing taxes and deposits which result in banning non-returnable containers do not work, therefore be it RESOLVED that this body is on record in opposition to ill- concetved "solutions" to the problems of litter and solid waste which would only eliminate jobs and increase prices, such solutions often calling for a ban or outlawing tax on non-returnable containers and be it further RESOLVED that we call on sister communities of this state to join us in this resolution, so that constructive, long range efforts toward solving this problem can proceed effectively, without the impair- ment of illusionary "quick solutions" to difficult problems. In our judgement, those efforts will produce realistic answers to the problems 1198 judgement, those efforts will produce re also in our judgement, eventual solutions legislation or Eegulation which would actua development to the desired end. Councilman Hallberg introduced the following res~~ution and moved its adoption: RESOLUTION ON HIGHWAY 61/55 BY-PASS BE IT RESOLVED, that the City Council of the City of Hastings, Minn. urges the State Highway Department: 1. To immediately proceed to determine the corridor location of Highway 61/55 system from Goodhue - Dakota County line, around the South and East side of Hastings at a location designated in the Hastings Comprehensive Plan to Highway 52 at Pine Bend, and 2. Final plans as to the parade route were approved by Police Chief Daryl Plath. The parade scheduled for May 5th will start at the Junior High School, continue South on Pine Street, then West on 15th Street to the corporate limits.
