The City Council of the City of Hastings, Minnesota met in a
regular meeting on Tuesday, August 7, 1973 at 8:00 o'clock P.M. in the Council
Chambers of the City Hall.
Members present: Councilmen Schnirring, Kramer, Hallberg, O'Connor,
Fischer, Driscoll, Novak, and Mayor Petersen.

Members absent: Councilman Collins.
M~nutes of the last meeting were read and approved.
The first item on the Agenda was the Hearing on the City Zoning
Ordinance as incorporated in the City Ordinance Codification (City Code)
which has previously received its first reading on May 21, 1973 and its second
reading on June 4, 1973.
It was reported by the Clerk that a published notice of the time,
place, and purpose of this hearing had been given as required by law.
The purpose of this hearing was to allow persons to be heard on
the Zoning Ordinance as it is included in the City Code which will become
effective September 1, 1973, which City Code, including the Zoning Ordinance
is on file in the City Clerk's office.
After all persons present were given an opportunity to be heard,
the Mayor declared the hearing closed.
Moved by Councilman Driscoll, seconded by Councilman Novak to
approve the partial payments to George W. Olson Construction Company for work
performed on the Public Works and Public Safety Buildings, and to Robert W.
Moore Construction for work on the 1973 Construction Program. Ayes, all;
Nays, none.

Councilman Driscoll introduced the following resolution and
moved its adoption:
RESOLUTION ACCEPTING WORK & ORDERING FINAL PAYMENT
WHEREAS, pursuant to a written contract signed with the City
of Hastings on the 1st day of May, 1972, Riverside Sand & Gravel having
satisfactorily completed the 1972 Construction Program, Commission No. 5781.
NOW THEREFORE BE IT RESOLVED by the City Council of the City
of Hastings, Minnesota:
The work completed under said contract is hereby accepted and
approved subject to lein waivers and final check lists, and

Councilman Hallberg introduced the following resolution and
moved its adoption:
RESOLUTION
APPLICATION FOR FEDERAL AND STATE FUNDS
FOR PARK LAND ACQUISITION
WHEREAS the Hastings Natural Resources Commission does recommend
the acquisition of lands along and adjacent to the Vermillion River through
the City of Hastings; and
WHEREAS the City Comprehensive Plan dated March 19, 1971 does
so recommend expansion of City Regional Park facilities to include said
Vermillion River Parkway; and
WHEREAS the 1973 - 1975 Capital Improvements Program does pro-
vide for specific Vermillion River Parkway acquisition; and
WHEREAS the Office of Local and Urban Affairs memo dated July
20, 1973, does require preliminary application. by AU8~t 24, 1973 for FY
1974 funding:

Surveyors and Engineers Society to be held in Brainard Minnesota on September

Moved by Councilman O'Connor, seconded by Councilman Kramer to
request a survey of our Municipal Fire Defenses from the Minnesota Insurance
Services Office. Ayes, all; Nays, none.

Councilman Schnirring introduced the following resolution and
moved its adoption:
RESOLUTION
MINNESOTA HIGHWAY SAFETY PROGRAM
PROJECT FOR CORRECTING REGULATORY AND WARNING SIGN DEFICIENCIES
AGREEMENT TO PARTICIPATE

WHEREAS, under the Federal Highway Safety Act of 1966, one of
the objectives set forth by the Department of Transportation is the confor-
mance of all traffic control devices to the National Manual on Uniform Traffic
Control Devices for Streets and Highways; and
WHEREAS, funds are available through the Federal Highway Admin-
istration for the replacement of non-standard devices: and
WHEREAS, the City of Hastings is desirous of bringing the traffic
control devices on streets and roads under its jurisdiction into conformance
with National standards;
NOW, THEREFORE,
(1) It is hereby agreed that the City of Hastings will remove,
replace, or install all regulatory and warning signs necessary to comply
with National standards as determined through an inventory of inplace signs
and a survey of needed additional signs. Such removal, replacement, or
installation to be done by the City of Hastings on all streets and roads
under its jurisdiction and completed by June 30, 1975.

(2) The State of Minnesota, Department of Highways, will review
the work done and certify to the Federal Highway Administration satisfactory
completion for reimbursement from available Federal Highway Safety Funds for
the cost of such work in accordance with conditions set forth in the Project
Description and the attached estimate of costs. Such reimbursement to be
applicable only to the work done on the non-Federal Aid portion of the street
and road system by June 30, 1974.

Councilman Driscoll introduced the following resolution and
moved its adoption:
RESOLUTION
RESTRICT PARKING ALONG T.H. 55
WHEREAS, the Public Safety Committee of the City of Hastings
City Council does recommend Restricted Parking along T.H. 55 between Ashland
Street and Ninth (9th) Street,and

WHEREAS, a serious safety hazard does exist when pedestrians
(small children) do cross T.H. 55 between parked automobiles, and
WHEREAS, adequate off highway parking does exist for persons
using parks and recreation facilities in the area
NOW THEREFORE, the City Council of the City of Hastings does
hereby direct the City Engineer and Police Chief to implement the posting
of "NO PARKING" signs to restrict parking 0 ot sides of T.H. 55 from
Ashland Street to 9th Street.

Councilman O'Connor seconded the motion to adopt said resolution
and the same was passed by the following vote. Ayes, all; Nays, none.
Moved by Councilman Novak, seconded by Councilman Driscoll to
advertise for a Sewer-Water Maintenance II employee with a starting salary
of $758.00 per month ($50. under scale) effective around October 1st, 1973.
Applications must be returned to the City Clerk's office on or before 4:30 P.M.
on August 31st, 1973. Ayes, all; Nays, none.
Moved by Councilman O'Connor seconded by Councilman Hallberg to
approve the expenses for Police Chief Daryl Plath to attend the F.B.I. National
Academy Training Session to be held in Duluth on August 7th, 8th, & 9th. Ayes,
all; Nays, none.

Councilman Hallberg introducedthe.;following resolution and
moved its adoption:
RESOLUTION
T.H. 316 TO HASTINGS INDUSTRIAL PARK
WHEREAS, the City of Hastings has proceeded with an Industrial
Park Development Plan and
WHEREAS, T.H. 316 is a connector for said Industrial Park to
T.H. 61 and truck access routes and
WHEREAS, said T.H. 316 was deficient in structure and the Minne-
sota State Highway Department did upgrade said structure with overlay to pro-
vide for nine (9) ton axel load limits.
NOW THEREFORE BE IT RESOLVED that the District Nine Maintenance
Forces of the Minnesota State Highway Depar and the District Engineers
responsible for said construction be herewi comm ded for their action and
cooperation.
