The City Council of the City of Hastings, Minnesota met in a
regular meeting on Monday, July 1, 1974 at 8:00 o'clock P.M. in the
Council Chambers of City Hall.
Members present: Councilmen Collins, Schnirring, Hallberg,
O'Connor, Fischer, Driscoll, Novak and
Mayor Petersen.

Members absent: Councilman Kramer.
The Mayor declared open the Public Hearing at
8:05 P.M. on the request for a Special Use Permit by Paul
Swanstrom to convert his home at 505 McNamara Ave. (Lot 1
Blk. 1, LeDuc's 6th. Addition) into a two family dwelling.
Councilman Hallberg stated that the Planning
Commission recommended approval of the Permit, that the
property met all Zoning and Building Ordinance require-
ments. Moved by Councilman Hallberg, seconded by Council-
man Fischer to approve the granting of the Special Use
Permit. Motion withdrawn.
The Mayor then asked if there was anyone in the
audience who wished to be heard.
Several residents on McNamara Avenue voiced their
objections to having a two family dwelling in the area.
Moved by Councilman O'Connor, seconded by Councilman Hallberg
to continue the Public Hearing until the next Council meeting,
July 16" 1974. Ayes, 7; Nayes, none.

One Bid was received, when opened, contained a
letter from Local Oil Company, which was read. The City
Attorney was directed by the Mayor to contact the Local
Oil Company to clarify his offer.
Moved by Councilman Driscoll, seconded by Council-
man Schnirring to approve the abatement on Part of NW~ of NE~
of Sec. 29-115-17, A strip of land 25ft wide Parr to and
adjacent to South line of NW~ of N~, 76/100 Acres, formerly
RR property. (Recorded Book 225, Page 503) Reduce valuation
to nil. Ayes, 7; Nayes, none.
No action taken on the 3.2 Temporary Beer License,
the Mayor directed it to be tabled until the next regular
Council meeting of July 16, 1974.

Moved by Councilman Fischer, seconded by Council-
man Schnirring to officially change the Second Ward Polling
place from the Fire Station on West 5th. Street to Tilden
Elementary School on 4th. & River Streets, to be effective
immediately. Ayes, 7; Nayes, none.
There was a general discussion on the Hastings
Landfill and on Mr. James Peters proposal of a temporary
Transfer Station.
Moved by Councilman O'Connor, seconded by
Councilman Fischer that the next regular meeting of the
City Council be July 16, 1974 at 8:00 P.M. in the Council
Chambers. Ayes, 7; Nayes, none.

Councilman Hallberg to authorize Daryl Plath, Chief of
Police, to attend and expenses to be allowed for him to
go to Chief's of Police President's Association Confer-
ence at Fargo, No. Dakota, July 22nd. through July 25th.

Councilman Collins made the notion, seconded by
Councilman Driscoll that Roger Tonsager be hired as
Building Inspector for the City of Hastings at a salary of
$13,500 per annum, mileage expense for the month of July to
be $75.00, mileage consideration to be studied. Ayes, 7;
Nayes, none.
Moved by Councilman Hallberg, seconded by
Councilman Novak to authorize the installation of a four-
way stop at the intersection of 14th. Street and Lyn Way.

Moved by Councilman O'Connor, seconded by Council-
man Driscoll to pass the first reading of:
ORDINANCE OF THE CITY OF HASTINGS MINNESOTA
REGULATING AND LICENSING PERSONS INVOLVED IN
THE COLLECTION AND DISPOSAL OF GARBAGE AND
RUBBISH

Councilman Hallberg to pass the first reading of an
ORDINANCE PROHIBITING THE THROWING OR DEPOSITING
OF LITTER IN PUBLIC PLACES IN THE CITY OF HASTINGS:
REGULATING THE DISTRIBUTION OF COMMERCIAL AND NON-
COMMERCIAL HANDBILLS: CONTROLLING THE DEPOSITING
OF LITTER ON PRIVATE PERMISES: PROVIDING A LIEN FOR
CITY CLEARANCE: AND PRESCRIBING PENALTIES FOR THE
VIOLATION OF ITS PROVISION.

Councilman Novak to approve the final Plat of Dakota Hills
4th Addition with areas shown on Plat. Following dis-
cussion the motion and second was withdrawn. Moved by
Councilman 0' Connor, 'seconded by Councilman Driscoll to
table approval of said Plat until traffic problems regard-
ing the Shopping Center are resolved. Ayes, Councilmen
Collins, Schnirring, O'Connor, Fischer and Driscoll; Nayes,
Councilmen Hallberg and Novak. Motion carried.
Moved by Councilman Driscoll, seconded by Council-
man Novak that the bills as audited be approved and warrants
issued for same. Ayes, 7; Nayes, none.
