HomeMy WebLinkAbout09-03-74 September 3, 1974 1560 The City Council of the City of Hastings, Minnesota met in a regular meeting on Tuesday, September 3, 1974 at 8:00 P.M. in the Council Chambers of City Hall. Members present: Councilmen Driscoll, Kramer, O'Connor, Novak, Schnirring, Hallberg, Fischer and Mayor Petersen. r- Members absent: Councilman Collins. The Mayor and Council reviewed the minutes of the meeting of August 19, 1974 and the minutes were approved as read. Councilman O'Connor moved, Councilman Driscoll seconded that a Public Hearing be held on September 16, 1974 at 8:00 P.M. inthe City Council Chambers, on the request of Alfred P. Helton far a Special Use Permit at 1005 W. 15th St. Ayes, 7; Nayes, 0 Councilman Novak moved, Councilman Driscoll seconded to approve the second reading of the Ordinance Modification of R-A Zoning District and to schedule a Public Hearing for September 16, 1974 at 8:00 P.M. in the City Council Chambers. Ayes, 7; Nayes, o. Councilman O'Connor moved, Councilman Driscoll seconded that a Public Hearing be held on September 16, 1974 at 8:00 P.M. in the Council Chambers on the request of Paul Meiers for a Special Use Permit. Ayes, 7; Nayes, 0 I Councilman O'Connor moved, Councilman Driscoll seconded that a Public Hearing be held on September 16, 1974 following the Public Hearing of Paul Meiers, in the Council Chambers, on the request of Louis Hoffman for a Special Use Permit. Ayes, 7; Nayes, none. Councilman Driscoll moved, Councilman Fischer seconded to approve the resolution entitled: RESOLUTION TO SHARE THE COST OF TENNIS COURTS AT ROADSIDE PARK. Ayes, 7; Nayes, none. Councilman O'Connor moved, Councilman Hallberg seconded, that in consideration of the letter from Independent School District No. 200, dated August 23, 1974, that the fee be waived for their school building with the exception that all State fees would have to be paid, plus an hourly charge will be paid for number of exact hours that the Building In- spector performs, on the job at the school site itself, but that his total hourly charge will not exceed in money the total amount of the fees, had the original fee been collected. Councilman Novak moved, Councilman Driscoll seconded to amend the motion to read that the City of Hastings will waive all inspection fees if the school hires a building inspector of its own, but that the City is not waiving any of the permit fees required to be paid to the State. The motion on the amendment was: Ayes, 6; Nayes, Councilman Schnirring. r The Mayor then called for a vote on the original motion as amended. Ayes, 7; Nayes, none. At this time, the Mayor asked if there were any comments from the audience. Mr. Al French and Mr. Poppelton discussed with the Council the redevelopment district concept for the downtown area. Councilman Kramer moved, Councilman O'Connor seconded the motion that the City authorize the expenditure of $11,000 to study the downtown redevelopment concept and to explore a final development design for the downtown area. GIFT FOR PLAY- GROUND EQUIPMENT VERMILLION RIVER FLOOD CONTROL RESOLUTION AMEND- MENT NO. ~ ~ Councilman Kramer moved, Councilman Schnirring seconded to formally adjourn this portion of the Council meeting until September 12, 1974 at 7:30 P.M. in the Council Chambers where the Council will have the opportunity to discuss in more detail the redevelopment district with businessmen in the downtown area. Ayes, 7; Nayes, O. Councilman O'Connor moved, Councilman Kramer seconded to take Item No. 6 on the agenda, which is a variance request by Russell Priewert, and put it on the agenda for the next regular Council meeting of September 16th and have Mr. Priewert invited to attend the meeting for any comments that he may wish to make at that time. Ayes, 6; Nayes, Councilman Novak. ~i l--1 Councilman Hallberg moved, Councilman Driscoll seconded to take the fire zone request off of the table. Ayes, 5; Nayes, Councilmen Kramer and Novak. Motion carried. Councilman Hallberg moved, Councilman Driscoll seconded to change the fire zone designation in the Hastings Industrial Park from fire zone 1 to fire zone 3. Ayes, 4; Nayes, Councilmen Kramer, Driscoll and Novak. Councilman Driscoll moved, Councilman Novak seconded the motion to approve the second reading of the Re2bning Ordinance of Dakota Hills 4th Addition. Ayes, 7; Nayes, O. Councilman Hallberg moved, Councilman Driscoll seconded to approve the second reading of the Ordinance concerning Signs and to schedule a Public Hearing for September 16, 1974 at 8:00 P.M. in the City Council Chambers. Ayes, 7; Nayes, none. Councilman Schnirring moved, Councilman Hallberg seconded to approve the second reading of the Ordinance establishing the City Planner as Administrative Official of the Zoning Code and to schedule a Public Hearing for September 16, 1974 at 8:00 P.M. in the City Council Chambers. Ayes, 7; Nayes, none. o Councilman Schnirring moved, Councilman Hallberg seconded the motion to accept the letter of resignation from Leo Schumacher student representative on the Planning Commission. Ayes, 7; Nayes, none. Councilman Novak moved, Councilman Driscoll seconded to accept the lowest informal quotation made by the John O'Brien Chevrolet-Cadillac Inc. 18th and Vermillion Street, Hastings, Minnesota, the quote being $4,077 for a Chevrolet vehicle to be used as a police car to replace the one damaged in an accident earlier-this summer. Ayes, 7; Nayes, none. The City Council accepted the report from the University of Minnesota, dated August 27, 1974 concerning the Dutch elm disease inventory and identification within the City of Hastings, and requested that letters be sent to notify the individuals involved. Councilman Driscoll moved, Councilman Novak seconded to take the sum of $268, which was given as a gift to the City from H.D. Hudson M~g. Co. and to present it to the Natural Resources Committee with instructions that this money be spent on play- ground equ'pment as the Committee would so designate. Ayes, 7 Nayes, none. o . Councilman Novak moved, Councilman Fischer seconded to adopt A RESOLUTION TO AMEND THE RESOLUTION OF SEPTEMBER 4, 1973 ENTITLED: RESOLUTION REGARDING AGREEMENT BETWEEN THE UNITED STATES OF AMERICA AND THE CITY OF HASTINGS, MINNESOTA FOR LOCAL COOPERATION AT THE VERMILLION RIVER FLOOD CONTROL PROJECT. Councilman Hallberg moved, Councilman Kramer seconded to adopt the resolution calling for a Public Hearing on October 1974 for the purpose of reviewing the proposed assessments and the supplemental assessments from 1973. The Hearing to be held at 8:00 P.M. in the Council Chambers of City Hall. Ayes, 7 Nayes, none. ~ , Councilman Schnirring moved, Councilman Hallberg seconded that the City of Hastings formally adopt the Sewer Availability Charge of the Metropolitan Council and have that charge collected when the City of Hastings issues a Building Permit or issues a Sewer Hook-up Permit; the present $300 sewer hook-up fee shall continue to be collected. Ayes, 7; Nayes, none. Councilman Driscoll moved, Councilman Kramer seconded to approve the second reading of the 1973 Building Code Ordin- ance. Ayes, 7; Nayes, none. Councilman Novak moved, Councilman Driscoll seconded to grant approval for the necessary upgrading of the septic system which exists at 545 W. 2nd. St. and that the Welfare Agencies be notified so that proper action on their behalf may be undertaken to repay the cost of installation. Ayes, 7; Nayes, none. Councilman Driscoll moved, Councilman Novak seconded to approve the partial payment for Husting-Engstrom Const. for 1974 State Aid Project in the amount of $16,035.32 Ayes, 7; Nayes, none. Councilman Driscoll moved, Councilman Kramer seconded to deny the request for parking restrictions to be allowed on 6th Street east of Sibley St. Ayes, 7; Nayes, none. ,,--. The Council and Mayor, at this time, instructed the City Administrator that the issue concerning the street right of way acquisition from Ramsey street to Tyler street was an item that was to be postponed indefinit1y. Councilman Kramer moved, Councilman Schnirring seconded the motion to authorize the Engineer to perform the necessary feasibility study for the Pleasant Drive bridge over the Vermillion River. Ayes, 7; Nayes, none. Councilman Kramer moved, Councilman Schnirring seconded to authorize a contract for repainting signals at Hwy. #61 and 4th Street. The contract should be awarded to A. She1gren & Son, Inc. 620 Sims St. St. Paul, Mn. for the sum of $146. Ayes, 5; Nayes, Councilmen Schnirring and Driscoll. Councilman Kramer moved, Councilman O'Connor seconded to approve the time extension request for the Bob Moore contract concerning the 19~; construction program. Ayes, 6; Councilman Novak abstained. The Council received, read, and accepted the MHD report on Hwy. (55 speed limits and ordered the report filed. -- f Councilman Driscoll moved, Councilman Novak seconded that the City of Hastings hire John Lightbourn of 501 Westview Drive, Apt. 312, Hastings, Minnesota to be the Hastings Ice Arena Manager. Date of employment to be September 16, 1974 at a salary of $12,000. Ayes, 5; Nayes, Councilmen Kramer and Schnirring.
