HomeMy WebLinkAbout02-21-78 Hastings, Minnesota February 21, 1978 220 The City Council of the City of Hastings, Minnesota met in a regular meeting on Tuesday, February 21, 1978 at 7:30 P.M. in the Council Olambers of the City Hall. ".- Members present: Councilmen Trautmann, Erickson, Trutna, Novak, Karnick, Collins, and Mayor Petersen. Members absent: Councilmen Shannon and Fischer. The ~ayor asked for any corrections or additions to the minutes of the meeting of February 6, 1978 and hearing none declared the minutes approved as read. Moved by Councilman Novak, seconded by Councilman ORDINANCE #87-SEC.. SER. Karnick to pass the third and final reading of the Amendment to REZONE HAROLD WELCH & the Zoning Ordinance to rezone from A and A-Flood Fringe to R-I RUSSELL WELCH PROPERlY and R-I Flood Fringe the property legally described as tiollows: FINAL READING That part of the Sill! of the SW1~ of Section 33, Twp. 115, Range 17, lying north and west of County State Aid Hwy #47, as existing on June 26, 1967, except that part thereof lying east of the Vermillion River;and the West 90.00ft of that part of the ~ of the SW1~ lying south of the Vermillion River in Section 33, Twp. 115 Range 17, except that part of the above which lies in the Floodway Zoning District. CALL FOR PUBLI'c HEARING Ca.f.1UNIlY BLOCK GRANT APPLICATION 3/9/78 Tom Loucks, Planning Consultant, gave an update on the Comprehensive Plan and an explanation of the Community Develop- ment Block Grant Application. Moved by Councilman Novak, seconded by Councilman Trautmann that a Public Hearing be called for March 9, 1978 at 7:30 P.M. in the Council Olambers on the Connmmi ty Development Block Grant Application. Ayes, 6; Nayes, none. .~ ~k>ved by Councilman Erickson, seconded by Councilman APPROVE PRELIMINARY Trautmann to approve the preliminary plat for Profile Extrusions PLAT-PROFILE EXTRUSIONS at 10th 8.treet and Progress Drive. Moved by Councilman Trautmann, seconded by Councilman APPROVE VARIANCE FOR Erickson to approve a variance for Profile Extrusions on the PROFILE EX1RUSIONS length of the cul-de-sac on Progress Drive. The Zoning Ordinance states that the maximum length of permanent cul-de-sacs streets shall be 500 feet...Progress Drive is 835.58 feet, so requires a variance. Ayes, 6; Nayes, none. Moved by Councilman Novak, seconded by Councilman Trutna to approve the final Plat of Country Club 4th Addition subject to Surveyor indicating items mentioned in Staff memo. Ayes, 6; Nayes, none. The Council reviewed the zoning violations and variance requests for Lot 10, Blk. 1, Franzemeier's 1st Addn. and Lot 5, Blk. 1, Franzemeier's 1st Addn. The house on each of the above lots is in violation of the Zoning Ordinance set- back requirements. Ivbved by Councilman Novak, seconded by Councilman Collins that the variance requested for Lot 10, Blk. 1, Franzemeier's 1st Addn. (1800 ~anor Lane) be denied and the contractor, David Langenfeld, move the house to a point that would conform to the Zoning Ordinance. Ayes, 6; Nayes, none. COl.U1cilman Novak moved to adopt Resolution #144-78 urging passage by the Mirmesota State Legislature of S.F. NO. 1577, A Bill establishing a Veterans Horne on the Hastings State Hospital property. Copy of resolution on file in office of City Administrator. Councilman Trutna seconded the motion to adopt said resolution. Ayes, 6; Nayes, none. PROPERTY POSTED-4l2 E. The next item on the Agenda was the matter of the 4TIf ST. condition of the structure located at 412 E. 4th St, Hastings, Mirmesota, legally described as the North 63 ft. of Lot 1, Block 32, Town of Hastings. Reports received from the Health Officer, Fire Marshal and Building Inspector were reviewed and discussed. The condition of the structure is hazardous and dilapidated and not cppable of htunan habitation. Councilman Trautmann moved, seconded by Col.U1cilrnan Erickson, that the property be posted for · 'No Occupancy". Ayes, 6; Nayes, none.
