The City Council of the City of Hastings, Minnesota met in
a regular meeting on Monday, March 20, 1978 at 7:30 P.M. in the
Council Chambers of the City Hall.
Councilmen Shannon, Trautmann, Fischer,
Erickson, Trutna, Novak, Karnick, and
Mayor Petersen.
Councilman Collins.
Members present:
Members absent:
There were no corrections or additions to the minutes of
the meeting of March 6, 1978. The Mayor declared the minutes
approved as read.
The Mayor opened the public hearing on the PUBLIC HEARING
vacation of a one foot utility easement located at VACATE UTILITY
941 Manor Court, which is part of a utility easement EASEMENT LANGENFELD
lying within Lot 5, Block 1, Franzemeier's 1st Addition.
The City Administrator read into the record the legal
notices of the hearing. No one appeared in opposition
to the vacation of the utility easement. The Mayor
closed the hearing at 7:35 P.M.
Moved by Councilman Trautmann, seconded by
Councilman Fischer to approve the Resolution and Order
Vacating Portion of Utility Easement in Lot 5, Block 1
Franzemeier's 1st Addition. Ayes, 7; Nayes, none.
RESOLUTION #157-78
APPROVE UTILITY
EASEMENT DAVID
LANGENFELD
The Dakota County HRA reviewed for the CouncilSCATTERED SITE
the five sites they are recommending for the Scattered HOUSING PROPOSAL
Site Housing Proposal. After the discussion Council-
man Novak moved, seconded by Councilman Trutna that
their proposal be forwarded to the Hastings HRA for
review, further that any site selection needing a
Special Use Permit be forwarded to the Planning Comm-
ission. Ayes, 7; Nayes, none.
Moved by Councilman Trautmann, seconded by
Councilman Shannon to approve the preliminary plat of
Welch 1st. Addition. Park dedication requirements to
be resolved in the following manner: Mr. Welch is to
dedicate to the City a 10 foot wide easement for City
equipment access to the City property north of Mr.
Welch's property. This easement to be located on the
east 10 feet of Mr. Welch's existing driveway and to
extend to the north ;roperty line where the driveway
curves to the west. This easement to be considered as
meeting partial fulfillment of the park dedication
requirements with the remainder to be paid in cash.
Moved by Councilman Trautmann, seconded by
Councilman Fischer to approve the Special Use Permit
for Al Sieben to construct a Duplex in an R-2 Zone.
(701 W. 7th St.) Ayes, 7; Nayes, none.
Moved by Councilman Trutna, seconded by
Councilman Novak to approve a variance from the total
lot size for the duplex to be constructed by Al Sieben
at 701 W. 7th Street. The Zoning Ordinance requires
a lot size of 9,700 sq. ft. for a duplex with two or
more bedroom units, Mr. Sieben's lot is 9,000 sq. ft.
The variance of 700 sq. ft under the minimum lot size
is approve. Ayes, 7; Nayes, none.
Moved by Councilman Novak, seconded by APPROVE FINAL PLAT
Councilman Trutna to approve the final plat of Profile lUi6PfLtinADDITION
Addition subject to the Surveyor indicating individual
lot areas and total area on the City's copy of the
final plat. Ayes, 7; Nayes, none.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
HASTINGS AUTHORIZING .THE EXCHANGE OF QUIT CLAIM
DEEDS .BETWEEN.. THE CITY OF HASTINGS AND THE
HASTINGS INDUSTRIAL DEVELOPMENT CORPORATION TO
CORRECT AN ERRONEOUS LEGAL DESCRIPTION OF CITY
OWNED PROPERTY.

Fischer to call for a public hearing on May 1, 1978 at 7:30 P.M.
in the Council Chambers of the City Hall to consider the
adoption of uniform water rates. Ayes, 7; Nayes, none.
Moved by Councilman Trautmann, seconded by Councilman
Novak to pass the first reading of the Amendment to the Sign
Ordinance (Section 10.07 Subdivision 3) as follows:
1. The last sentence of sub-paragraph U shall be amended
to read as follows: Billboards shall be permitted only in C-2
and C-3 districts and in accordanceiwith the following regulations.
2. Under sub-paragraph U"No. 1, the last sentence shall
be amended to read: No billboards shall exceed 300 square feet
in area.
3. No. 2 under subparagraph U shall be amended to read:
Billboards shall be at least 300 linear feet apart.
4. No. 3 under sub-paragraph U shall be amended to read
as follows: Billboards shall be subject to all yard and height
requirements of the district in which the billboard is located.
Billboards shall not prc.>trude above the highest outside wall
parapet of the highest building located on the same lot.
Billboards, when installed on a vacant lot, will not exceed
20 feet in height. No billboards will be permitted on roof
tops of any structure.
Be it further moved to call for a public hearing on
said amendments for April 3, 1978 at 7:30 P.M. in the Council
Chambers of the City Hall. Ayes, 7; Nayes, none.

Trautmann to pass the third and final reading of the amendments
to Chapter III, Sections 3.02; 4.01; 7.04; and 7.05 of the
