The ~~yor asked if there were any corrections or additions to the minutes of the meeting of March 20, 1978. The motion pertaining to the Easement in Welch 1st Addition, which reads: Mr. Welch is to dedicate to the Ci ty a 10 foot wide easement for City equipment access to the City property north of Mr. Welch's property, is to be corrected to read as follows: Mr . Welch is to dedicate to the City a 10 foot wide easement for City equipment and non-exclusive non-motorized vehicles access to the City property north of Mr. Welch's property. Copy of complete resolution on file in City Hall. The Mayor opened the public hearing on the Amendment to the Sign Ordinance (Section 10.07, Subdivision 3) at 7:35 P.M. The City Administrator read into the record tile legal notices of the hearing. No one appeared to speak against the amendments. After the Mayor had given everyone an opportunity to be heard, closed the Hearing at 7:40 P.M. Ayes, 8; Nayes, none. Ellen Hart from the Dakota COWlty BRA. advised the COWlcil that the Dakota COlIDty HRA has abandoned their proposed sites that were presented at the last Council meeting. They are reviewing the new scattered site housing program and will not pursue any of the sites they had previously reconmended. POLICY ADOPTED FOR RFMJVAL OF DuraI ELM DISEASED TREES ~~ ~-17-1Y ~ The City will continue the policy of reimbursing on a 50% basis for both private and public trees. Private homeowners who contract for removal of trees shall be entitled to 50% reimbursement from the City. The City does not cos t share s ttnnpage , re-sodding, trinnning or treatment on private pro- perty. Cost sharing for the removal of poulevard trees will be 50% as recommended by legislation. Sttnnp removal and re-sodding on boulevards may be ordered by the City and is cost shared at 50%. Private trees and boulevard trees are the respon- sibility of the property owners for removal. Forms have been provided which require the property owner to contract for the removal. The 50% reimbursement would apply on a maximum number of 5 trees per lot . '/ or large property owners, i.e. Cemetel), etc. If a ~ property ownerhas more than five trees to be removed, the first five would be reimbursed on a 50% basis and the next five on a 20% basis. Any number of trees higher than ten would be the sole financial responsibility of the property owner. In order for the City to continue the above policy the Council should be prepared to allocate an additional $25,000 of Federal Revenue-Sharing Funds. The City to hire a CETA individual to serve in the capaci ty of the City's "Tree Inspector". The Council should consider in August, 1978 of budgeting what monies would be necessary in 1979 to establish a reimbursement pGlicy of 100% in public trees and 50% on private. 5. The present secretarial position in the Parks Dept. will be continued on a half-day basis. RESOLUTION #159-78 A'l'llliST: RESOLUTION CANVASSING RETURNS OF ELECT I ON BE IT RESOLVED'by the City Council of the City of Hastings, Minn. of Dakota County, Minnesota, that it is found, determined, and declared that the Special Election held in and for said City on March 21, 1978 was in all respects duly and legally called and held and the returns thereof have been duly canvassed, and the votes cast at said election for and against the following question were as follows: /1 LJ Shall the City of Hastings, Minnesota through its Ci ty Council, be authorized to borrow money by issuing General Obligation Bonds or by otherwise incurring a long term obligation suppgrted by the full faith and credit of the City, in an amount not to exceed $88,000, (in addition to a previously authorized amount to $50,000), for the improvement of Lake Rebecca fund the Lake Rebecca Park area? Votes YES 1,361 Votes NO 714 Total Votes 2,075 and said proposition having received the approval of a majority of the votes cast hereon is hereby declared to have carried.
