HomeMy WebLinkAbout06-05-78 Hastings, Minnesota June 5, 1978 297 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, June 5, 1978 at 7:30 P.M. in the Council Chambers of the City Hall. Members present: Councilmen Shannon, Trautmann, Fischer, Erickson, Trutna, Novak, Karnick, Collins and Mayor Petersen. r-- \ I Members absent: None. The Mayor called for additions or corrections to the minutes of the meeting of May 15, 1978. The minutes were approved as read with the following correction: The motion to pass the second reading of Ordinances Numbers 75 through 86, Second Series, and to call for a public hearing on Ordinance #77 is to be corrected to read: Call for a public hearing on Ordinance #77 for June 5, 1978. The second reading of the Ordinances was not included in the motion. The minutes of the Board of Equalization meeting held on May 22, 1978 were approved as presented. The Mayor opened the public hearing on the amendments to the Fire Zone changing the following two parcels of property from Fire Zone I to Fire Zone II at 7:30 P.M. Lot 3, Block 12, Town of Hastings and Lots 1, 2, and the East 18' of Lot 3, Block 32, Town of Hastings. The City Administrator read the legal notices of the call for a public hearing into the record. No one appeared in opposition to the proposed changes. The hearing was closed at 7:35 P.M. PUBLIC HEARING AMEND- MENTS TO FIRE ZONE Moved by Councilman Erickson, seconded by Councilman SECOND READING AMEND- Trautmann to pass the second reading of the amendments to the MENT TO FIRE ZONE Fire Zone on the above described properties. Ayes, 8; Nayes, none. r-- I Moved by Councilman Fischer, seconded by Councilman RESOLUTION #170 AWARD Erickson to pass the resolution awarding the bid for the 1978 BID 1978 UTILITY Utility Construction to Orfei & Sons in the amount of $274,439.65 CONSTRUCTION Resolution on file in office of City Clerk. Ayes, 8; Nayes, none. Moved by Councilman Trutna, seconded by Councilman Fischer to pass the resolution awarding the bid for the 1978 Street Construction to Pine Bend Paving in the amount of $256,782.51. Resolution on file in office of City Clerk. Ayes, 8; Nayes, none. The City Planner informed the Council that the National Guard has withdrawn their request for a Special Use Permit for a small arms range at the Old City Landfill. RESOLUTION #171 AWARD BID 1978 STREET CONSTRUCTION NATIONAL ,GUARD WITHDRAW SPECIAL USE PERMIT REQUEST The Mayor opened the public hearing on the amendments PUBLIC HEARING rnARTER to the City Charter at 7:40 P.M. The City Administrator read AMENDMENTS the legal notices of the hearing into the record. There were no objections to the amendments. After everyone had been given an opportunity to speak on the matter the Mayor closed the hearing at 7:45 P.M. r-- Moved by Councilman Shannon, seconded by Councilman Trautmann to pass the second reading of the amendments to the Ci ty Charter. Ayes, 8; Nayes, none. The Mayor opened the public hearing on ordinance #77 Second Series at 7:45 P.M. (entitled Administration and General Government) The City Administrator read the legal notices of the hearing into the record. After everyone had been given an opportunity to speak on the subject the Mayor closed the hearing at 7:50 P.M. SECOND READING AMEND CI1Y rnARTER PUBLIC HEARING ORD. #77 ADMINISTRATION & GENERAl GOV'T. 298 SECOND READING NEW WATER RATE SCHEDULES APPOINT PLANNING COMMISSION MEMBERS HIRE PARKS DEPARTMENT EMPLOYEE HIRE FIRE DEPARTMENT EMPLOYEE APPOINT TREE INSPECTOR CETA POSITION Moved by Councilman Novak, seconded by Councilman Shannon to pass the second reading of the Ordinance amending the service charge and connnodity charge for water provided to customers of the City of Hastings water system. The new rates will be effective for the billing period connnencing October 1, 1978. Ayes, 8; Nayes, none. Moved by Councilman Erickson, seconded by Councilman Collins to approve the appointment of the following to the Planning Connnission: Eleanor Liska to fill the vacancy of Dale Johnson, term to expire December 31, 1978; Eugene Murphy to fill the vacancy of Otto Murry, term to expire December 31, 1979. Moved by Councilman Novak, seconded by Councilman Trautmann to appoint Paul Mahoney as the Tree Inspector for the City of Hastings, CETA position, effective June 7, 1978 at a salary of $9,500.00 per year. Erickson that the City Council is in favor of the concept of the RECREATION DIRECTOR Recreation Director for the Joint Powers Recreation Program to be an employee of the City and this position would continue to be cost shared in the Joint Powers Agreement. Moved by Councilman Fischer, seconded by Councilman AUTHORIZE BIDS FOR Shannon to authorize the City Administrator to advertise for bids PARATRANSIT VEHICLES for two Paratransit vehicles, bids to be opened June 16, 1978, the vehicles to be purchased when the final application for our Paratransit System is approved, Ayes, 8; Nayes, none. Moved by Councilman Erickson, seconded by Councilman Karnick to approve the relocation of the Basketball Court from Dakota Hills Park to East Side Park. A State Grant had been approved for construction of a basketball court at Dakota Hills Park but residents of the area opposed it being there. The State Planning Agency approved the relocation of the court. Ayes, 8; Nayes, none. RELOCATE BASKETBALL COURT-EAST SIDE PARK A discussion was held regard~ng possible traffic restrictions for Pleasant Drive. The fesidents stated a concern that Pleasant Drive should not be turned into a truck route or a street with heavy truck traffic. Moved by Councilman Fischer, seconded by Councilman Shannon that the Engineer pursue the matter of truck routing and report back to the Council with his recommen- dation. Ayes, 8; Nayes, none. Ayes, 8; Mr. James Bluemendal from the Department of Natural Resources gave a presentation to the Council on a trail proposal which would establish a trail along an abandoned Milwaukee Road railroad right-of-way from Hwy 61 in Hastings to Point Douglas and on up the west side of the St. Croix River.
