The City Council of the City of Hastings, Minnesota met in a regular
meeting on Monday, June 19, 1978 at 7:30 P.M. in the Council Chambers of the
City Hall.
Members present: Councilmen Shannon, Trautmann, Fischer, Erickson,
Trutna, Karnick, Collins, and Mayor Petersen.

Members absent:
Councilman Novak.
The Mayor asked if there were any corrections or additions to the
minutes of the meeting of June 5, 1978 and hearing none declared the minutes
approved as read.
Moved by Councilman Karnick, seconded by Councilman
Trutna to pass the third and final reading of the amendments to
the Fire Zone as follows: the property legally described as
Lot 6, Block 12, Town of Hastings and Lots 1 and 2 and the East
18 feet of Lpt 3, Block 32, Town of Hastings, be changed from Fire
Zone I to Fire Zone II. Ayes, 7; Nayes, none.
ORDINANCE #91 SEC. SER.
FINAL READING AMEND
FIRE ZONE.
Moved by Councilman Fischer, seconded by Councilman GRANT PERMISSION FOR
Trautmann to grant special permission for the roof overhang to CANOPy 23rd STREET &
extend approximately 2 feet into the right-of-way on the Bohlken T.H. #61
commercial building located on 23rd Street and west of Vermillion
Street. Ayes, 7; Nayes, none.

Moved by Councilman Erickson, seconded by Councilman
Shannon to approve the final plat of Welch 1st Addition subject
to the following: The formal recording of the access easement,
the payment of the remaining park dedication percentage require-
ment to be paid in cash, the surveyor providing the total plat
area and individual lot areas on the City's copy of the final
plat, and, payment of the interceptor charges. Ayes, 7;
Nayes, none.
Moved by Councilman Fischer, seconded by Councilman
Trautmann to grant a variance for the driveway entrance width
for the north driveway entrance for Gordy's Glass, 2134
Vermillion Street. The Zoning ordinance requires a 22 foot maxi-
murnwidth, the variance allows a 30 foot width entrance. Ayes, 7;
Nayes, none.
Moved by Councilman Trautmann, seconded by Councilman
Trutna to approve the Home Occupation Permit for Mac McGoon to
establish a photography studio in his home on Westview Drive &
12th Street. Ayes, 7; Nayes, none.
Moved by Councilman Erickson, seconded by Councilman
Trutna to approve the refund of the $30.00 application fee to
Robert Gabbert. The variance request was withdrawn. Ayes, 7;
Nayes, none.
Moved by Councilman Fischer, seconded by Councilman
Shannon to approve the third and final reading of the amendments
to the City Charter, Sections 3.02; 7.04; 4.01; and 7.05. Copy
of the ordinance is on file in City Hall. Ayes, 7; Nayes, none.
The City Council decided to hold over to the next
meeting the second reading of Ordinances #75 through #86.
Moved by Councilman Fischer, seconded by Councilman
Shannon to approve the resurfacing and seal coating of four
Tennis Courts at Roadside Park and that it be paid for out of
money in Federal Revenue Sharing Funds from the 1978 Budget.
After some discussion the motion and second were with-
drawn. The Council decided to postpone their decision until two
cost proposals were received by the Engineering Department.

Trutna to adopt Ordinance #92 amending the Service Charge and
amending the Commodity Charge for water provided to customers
of the City of Hastings Water System. Ayes, 7; Nayes, none.
APPROVE TIME EXTENSION Moved by Councilman Erickson, seconded by Councilman
ORFEI & SONS EAST Kamick to approve a time extension from July 1 to July 31, 1978
HASTINGS PROJECT on the East Hastings Project, to allow the installation of
additional private sewer and water services before the street
paving and landscaping work is finished. Ayes, 7; Nayes, none.
