The City COlUlcil of the City of Hastings, Minnesota met in a regular
meeting on Monday, August 21, 1978 at 7: 30 P.M. in the Council Chambers of the
City Hall.
Members present: Councilmen Shannon, Trautmann, Fischer, Erickson,
Trutna, Novak, Collins, and Mayor Petersen.
Members aDsent: Councilman Kamick.

The Mayor called for additions or corrections to the minutes of the
meeting of August 7, 1978 and hearing none declared the minutes approved as read.
Moved by Councilman Collins, seconded by Councilman DECLARE 90 DAY BUILDING
Novak that the City of Hastings declare a ninety day building MORATORIUM PORTION OF
moratouium, effective August 27, 1978 (expiration date of sixty CITY
day moratorium in effect) on the following area: All of Sontag's
1st and 2nd Addition, (Lots 1-10 Block 2, Lots 1-10 Block 3, Lots
1-9 Blo~k 5, Dakota Hills 5th Addition), (Lots 3-9 Block 3, Lots 1-6
Block', Lots 1-9 Block 5, Lots 9-19 Block 6, Highland Hills 1st
Addition), and all unplatted lands within corporate limits lying
south of 17th Street and West of Pleasant Drive. Ayes, 7;

Moved by Councilman Trautmann, seconded by Councilman
Collins to delete the following three projects from Orfei and
Sons 1978 Utility Construction Contract with the City because of
potential overall drainage plans as considered in the Barr

Addition - Sanitary Sewer, Watermain, Storm Sewer, Grading,

Shannon to receive all bids and to hold over to the meeting of
September 5, 1978 the awarding of the bid on the East 10th St.
Project. Ayes, 7; Nayes, none.
Moved by Councilman Collins, seconded by Councilman
Trutna to approve the Special Use Permit for building expansion
requested by Haven Homes, Inc. conditioned on the City receiving
assurance, satisfactory to the City Administrator, that present
building will be sprinkled as planned in 1974, and when the owner
has provided complete plans for any future development. Ayes, 7;

Trutna to approve the Special Use Permit for King's Cove subject
to the conditions as reconmended in the memo dated August 11th
from the City Planner, without requiring a master plan for future
development as recommended by the State Critical Areas review.

Novak to approve the variance request to construct a new
building and replace the east wall of the southernmost green-
housewhich presently extends over the Oak Street right-of-way.
The off-street parking requirement involved in the construction
of the new structure to be provided at the time of future

Mr. & Mrs. Fay Chamberlain appeared before the Council
requesting the Council to reconsider their decision denying a
special use permit for a two-family dwelling at their property
at 1361 Blueberry Court. Based on new evidence presented by the
Chamberlains, Councilman Collins moved, seconded by Councilman
Trutna to approve the special use permit for a two-family
dwelling as reuested conditioned upon an inspection by the~uilding
Inspector. . Ayes 6; Nayes, Shannon.
Moved by Councilman Trautmann, seconded by Councilman
Shannon that the suggested standards for duplexes as Special Use
Permits in single family zoning districts as prepared by the
City Planner be referred to the Planning Commission for their

Trutna to adopt Resolution #186-78 awarding the bid for Group
Life, AD&D, & Hospitalization Insurance contract to Minnesota
Mutual Blue Cross/Blue Shield subject to clarification of
Specification items #8 and #11. and to award the Long Term
Disabili ty Insurance Contract to Mutual Benefit Life Insurance,
the existing carrier. Copy of Resolution on file in City Clerk

Moved by Councilman Trautmann, seconded by Councilman
Novak that since Lots 11 & 12 and the NW 20 feet of Lot 13,
Block 4, Tripps Addition have been used for an extended period
of time as a parking area for adjacent commercial businesses
fronting on Vermillion Street, it is hereby determined that said
Lots may continue to be used as parking area for the new proposed
commercial use on adjacent properties. This resolution does not
in any way elimate or reduce the need for site plan review and
approval purs1J.ant to normal procedures. Ayes, 7; Nayes, none.

for the City of Hastings, effective August 22, 1978, at a salary
of $14,000 per year and a probation period of six months.
