HomeMy WebLinkAbout11-20-78 Hastings, Minnesota November 20, 1978 382 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, November 20, 1978 at 7:30 P.M. in the Council Chambers of the City Hall. Members present: Councilman Shannon, Trautmann, Fischer, Erickson, Trutna, Novak, Karnick, and Mayor Petersen. r I Members absent: Collins. The Mayor called for additions or corrections to the minutes of the meetings of November 6, 1978 and November 9, 1978 and hearing none declared the minutes approved as read. r~ved by Councilman Shannon, seconded by Councilman Trautmann to reschedule the Public Hearing for the Zoning Ordinance Amendment regarding Greater Driveway Entrance Widths for December 4, 1978 at 7:30 P.M. in the Council Chambers. Ayes, 7; Nayes, none. MOved by Councilman Trutna, seconded by Councilman Fischer to approve the Horne Occupation permit request for Mark Swanson, 944 W. 14th St. to conduct a mail order business at his residence. Ayes, 7; Nayes, none. MOved by Councilman Novak, seconded by Councilman Shannon to deny a general land grading permit to fill and compact the site for Whispering Oaks 3rd Addition Phase II, due to issues addressed at the Council meeting of November 6th, and are noted in the minutes of that date. Ayes, 7; Nayes, none. Councilman Collins arrived at the meeting at 8:30 P.M. r- I Mr. Dennis Palmer from Barr Engineering gave an update and explanation in the form of a "Letter Report" on the various Storm Sewer studies they are doing for the City. A copy of this "Letter Report" is on file in the City Administrator's office. Mr. Palmer answered many questions from concerned citizens. The need to extend the MOratorium on building was discussed. Moved by Councilman Shannon, seconded by Councilman Fischer to extend the MOratorium which is now in effect to June 30, 1979. The ~bratorium is to cover the same area as described in the Moratorium which was adopted by tlle City Council on June 26, 1978, and to include the area as described in the motion adopted by the Council August 21, 1978. Ayes, 8; Nayes, none. ~hrjorie Christenson, a representative of the Clean Air Committee, briefed the Council on the Clean Air Act Amend- ments of 1977 and how it effects the City. She suggested that an elected official act as liaison between the Environmental Protection Agency and the City. Councilman Shannon agreed to act in this capacity. HIRE GARY KRAMER FOR 1978 AUDIT Moved by Councilman Karnick, seconded by Councilman Trutna that the Mayor, City Administrator, and City Clerk sign the Agreement between Gary Kramer, Public Accountant, and the City of Hastings for the auditing of the City's financial state- ments and records for the year 1978. The news media were asked to publicize this, urging anyone interested to apply for Commission vacancies at the City offices. VACANCIES ON NRRC & PLANNING COMMISSIONS . . ADVERTISE FOR BIDS Moved by Councllman Trautmann, seconded by Councllman WESTVIEW MALL AREA Shannon to authorize the advertisement for street lighting in the LIGHTS Westview Shopping Center area. MALL AREA The next item on the Agenda was a discussion on the LAKE REBECCA PROJECT acquisition of the property needed for the Lake Rebecca Project. Moved by Councilman Novak, seconded by Councilman Trutna to authorize the City Attorney to contact the property owners advising tlem of the appraised value of their property and determine i they are willing to sell.
