The City Council of the City of Hastings, Minnesota met in
a regular meeting on Monday, March 4, 1985 at 7:30 p.m. in the Council
Chambers of City Hall.
Members Present: Councilman Berg, Werner, Kulzer, Bond,
Trautmann, Nesbitt, Plan, and Mayor
Stoffel.
Members Absent: Councilman Nathiowetz

The mayor called for additions or corrections to the minutes
of the meeting on February 19, 1985 and a special meeting of February 21,
1985 and hearing none declared the minutes approved as presented.
The Mayor declared the public hearing open
at 7:32 p.m. to consider a street vacation at 901 E 2nd
Street. All persons were given the opportunity to address
the issue. Jean Buck presented the Council with a petition
of 93 names requesting that the house remain on Franklin
Street and that water and sewer be installed. Lori Moritz spoke in
opposition to the vacation. No one else wished to speak on the matter.
The Mayor closed the public hearing at 7:44 p.m.
Councilman Mathiowetz arrived at 7:38 p.m.
The Mayor declared the public hearing open
at 7:45 p.m. to consider a street vacation of
Commerical Drive in the Hastings Industrial Park No.3.

no one wished to do so. The Mayor closed the public
hearing at 7:47 p.m.

Moved by Councilman Trautmann, seconded by
Councilman Plan to adopt Resolution Number 13-85
approving the street vacation at 901 E 2nd Street from
the alley to second street. Copy of resolution on file.

Moved by Councilman Plan, seconded by Council- f~
man Werner to adopt Resolution Number 14-85 approving
the vacation of Commercial Drive of Hastings Industrial
Park Number 3. Ayes 8; Nayes, None.
Moved by Councilman Werner, seconded by
Councilman Kulzer to approved the final plat for Hastings
Industrial Park No.3. Ayes 8; Nayes, none.
Moved by Councilman Werner, seconded by
Councilman Trautmann to adopt Resolution Number
granting a utilities easement for Lincoln Lane.

man Trautmann to deny the City selling any land or
declaring any land excess properties at 2124 Cannon
Street. Nayes 7, Ayes, Bond, Motion fails.
Moved by Councilman Werner, seconded by Council-
man Berg to table to matter of the excess property of
2124 Cannon Street until the staff has an opportunity to
review and submit a report to council. Ayes 7; Nayes,
Bond.

Councilman Nesbitt to pass the second reading on a
ordinance amending Section 6.06, Subdivision 4 of the
City Code having to do with Tree Trimming and setting
a public hearihg for the March 18, 1985 regular City
Council Meeting. Ayes 6, Nayes, Trautmann and Werner.

amendment prohibit~ng the feeding of waterfowl in Lake
Rebecca Park and setting a public hearing for the
March 18, 1985 regular Council Meeting. Ayes 7,

Moved by Councilman Werner, seconded by
Councilman Plan to approved the appointment of a
NRRC member Gary Odman. This would be Mr. Odman's
first term expiring 12-31-86. Ayes 8; Nayes, none.
Moved by Councilman Kulzer, seconded by
Councilman Berg to authorize the advertisement for the
1985 Dutch Elm Program. Ayes 8; Nayes, none.
Moved by Councilman Werner, seconded by
Councilman Kulzer to blend Industrial Revenue Bonds
as General Obl!gation for the financing of the Hydro-
Electric Power Plant at Lock-And-Dam No.2. Ayes 7;
Nayes, Bond.
Moved by Councilman Werner, seconded by Council-
man Nesbitt to authorize the hi~tlU 'CarolLath~mas-J:he
Administrative Secretary effective March 6, 1985 and
Jane Toenjes as the General Secretary effective March 11,
1985. These employee's will each be started at a salary
which is 5% less than the starting salary in the
step program and would move into the starting salary
of the step program upon the successful completion of
the six month probation period. Ayes 8; Nayes, none.
Moved by Councilman Plan, seconded by Council-
man Werner to set a public hearing for the March 18,
1985 regular City Council Meeting for the 1985 State
Aid Construction Downtown Development. Ayes 8; Nayes,
none.
Moved by Councilman Werner, seconded by Council-
man Kulzer to have the city staff contact both the
property owner and the county to determine if there is ~y
cost to be incurred for the 20 ft. easements to be obtained
from T.H. 55 to 4th Street in order to loop the existing
water main to the proposed water tower. Staff is directed
to obtain this information and bring it back to the
City Council. Ayes 8; Nayes, none.
Staff was directed to contact Mr. Robert
Swanson of the Mn/Dot Railroad AdministJtation Department
and request that he be in attendance ata City Council
Meeting regarding the Railroad Cross-Arms Signal at
East 2nd Street.
Councilman Plan reported on the Safety
Committee meeting held in conjuction with the Rural
Fire in which they discussed the ALS versus BLS ambulance
service. She stated that the matter had been turned over
to the City Administrator Gary Brown, Fire Chief Don Latch,
and Dr. Larry Erickson for further review.
