The City Council of the City of Hastings, Minnesota met in
a regular meeting on Monday, July 15, 1985 at 7:30 p.m. in the Council
Chambers of the City Hall.
Members Present: Councilmen Berg, Werner, Kulzer, Bond,
Trautmann, Nesbitt, Plan, Mathiowetz, and
Mayor Stoffel.

None.
The Mayor called for additions or corrections to the minutes
of the meeting of July 1, 1985 and hearing none declared the minutes
approved as presented.
Moved by Councilman Nesbitt, seconded by Councilman
Werner to approve the following home occupation permits for
July, 1985 through July, 1986 and to direct staff to inform
Joleen Ellis that her home occupation is in violatioll of the
ordinance. Ayes 8; Nayes, None.

Kulzer to approve the final plat for the First National Bank -
North Frontage Road. The Council requested that a separate
agreement be drafted to allow no access to the lot between TH-55
and North Frontage Road from Pleasant Drive. Ayes, 8; Nayes,

Moved by Councilman Kulzer, seconded by Councilman Plan
to deny the request for a subdivision at 603 West 3rd Street per
the Planning Commission's recommendation.
Moved by Councilman Werner, seconded by Councilman Bond
to table the matter of the minor subdivision at 603 West 3rd Street
until the property can be surveyed. Ayes, 8; Nayes, None.
Moved by Councilman Berg, seconded by Councilman Plan
to release the stop work order for the construction of a chain-link
fence on the Kennedy School ground property. This is subject to the
school district's legal counsel contacting the home owners to issue
a quit claim deed so that the property line can be officially and
legally established and that the properties to the west of the
fence line would be deeded to the property owners and become
officially part of their private property and that the property
east of the fence line be deeded to the school district. Ayes, 8;
Nayes, None.

Kulzer to ratify the action of the State Legislature as proposed for
the Hydro-Electric Project. Ayes, 8; Nayes, None.
Moved by Councilman Kulzer, seconded by Councilman Werner
to adopt Resolution No. 59-85 changing the $3,000,000 bond sale
for the Hydro-Electric generating facility to the August 5, 1985
regular City Council meeting. Ayes, 8; Nayes, None. Copies
of resolution on file.
Moved by Councilman Trautmann, seconded by Councilman
Berg to approve a beer permit for the Buccaneer senior mens team
at the Veterans Park for August 3 and 4. Ayes, 8; Nayes, None.
Moved by Councilman Werner, seconded by Councilman Plan
to adopt Resolution No. 60-85 supporting Mr. Ed Kranz's appointment
to the Regional Transit Board for District H. Ayes, 8; Nayes,
None. Copy of resolution on file.

Moved by Councilman Trautmann, seconded by C~uncilman Werner
to approve payment of. 50% of the bond counsel fees and expenses in
connection with the proposed MEEDA:Hastings Hydr() Electr:j.c Project if
project does not proce~d; total.fees.ar~p.<?t.:t~. exceed $35,000 for the
firm of Lindqu$cst&Vennum. Ayes, 8; Nayes, None.
Moved by Councilman Kulzer, seconded by Councilman Berg
to approve a agreement between the Department of Natural Resources
and the City of Hastings for installation of concrete planks at
the boat access at Lake Rebecca Park and natural area. Ayes,
8; Nayes, None. Copy of agreementon file in the office of the
City Administrator/Clerk.
Moved by Councilman Trautmann, seconded by Councilman
Kulzer to authorize the Mayor and City Administrator/Clerk to
execute an agreement with the Minnesota Housing and Finance Agency
to make available $2,000,000 in bonds for the purpose of loaning
money to first time home buyers. This is subject to the City
Attorney reviewing the agreements prior to execution. Ayes, 8;
Nayes, None.
Moved by Councilman Werner, seconded by Councilman Plan
to have the City of Hastings subordinate its mortgage from another o.
bank, for the property on the east side of Hastings. This .
subordination would be to no more than $50,000. The arrearages
are to be paid off during the remaining years of the mortgage. This
is all subject to the Dakota County Housing and Redevelopment
Authority having an appraisa} done on the property and the
appraisal must meet or exceed the amount of indebtness. Ayes, 8; Nayes,
None.
Moved by Councilman Werner, seconded by Councilman Nesbitt
to approve the plans and specifications and authorize advertisement
for bids for the proposed water main from Pleasant Avenue and
TH-55 to the new water tower on West 4th Street. Bids will be
reviewed and considered for award on the August 19, 1985 regular
City Council meeting. Ayes, 8; Nayes, None. Copy of resolution
on file.

Moved by Councilman Trautmann, seconded by Councilman Berg
to replace seven (7) incandescent lights existing near the downtown
area on 3rd and 4th Streets with seven (7) 100W sodium vapor lights.

Moved by Councilman Werner, seconded by Councilman Nesbitt
to have the City staff draft a policy on general street lighting
procedures for the City of Hastings and submit it to the Council
for review and consideration. Ayes, 8; Nayes, None.
Moved by Councilman Kulzer, seconded by Councilman
Trautmann to adopt Resolution No. 62-85 urging a cooperative effort
between the City of Hastings and the County of Dakota maintaining the
historical significance of the Old Courthouse and Jail on Block 20,
City of Hastings. Ayes, 8; Nayes, None. Copy of resolution on
file.
Moved by Councilman Trautmann, seconded by Councilman
Nesbitt to:
1. Pay all bills as audited.
2. Sidewalk reimbursement - Mike Schmitt-
$380.00
3. Sidewalk reimbursement - St. Johns Church -
$1,694.50.
