The City Council of the City of Hastings, Minnesota met in
a regular meeting on Monday, August 19, 1985 at 7:30 p.m. in
the Council Chambers of the City Hall.
Members Present: Councilmember Berg, Werner, Bond, Trautmann,
Nesbitt, Plan, Mathiowetz and Mayor

The Mayor called for addition or corrections to the minutes
of the meeting of August 5, 1985 and hearing none declared the
minutes approved as presented.
Moved by Councilmember Werner, seconded by Council-
member Plan to adopt Resolution No. 71-85 Awarding the
Bid for the watermain at TH 55 and Pleasant to the new
water tower on 4th Street to the apparent low bidder,
S.J. Louis Construction Company in the amount of
$159,632.30. This award is contingent upon the City
obtaining the appropriate easements from the School
District or a permit from the Minnesota Department of
Transportation. 7 Ayes; Nayes, None. C:opy of Resolution

The Mayor declared the Public Hearing open at 7:32
p.m. to consider an ordinance amending Section 2.18 of
the city code-Historical Preservation Commission.
Everyone wishing to speak on the issue was given the
opportunity to do so. Mr. John Grossman, Main Street
Project Manager, explained the ordinance amendment and
Mr. Burt Goderstead urged Council support of ordinance
amendment. No one else wished to speak on the issue.
Mayor closed the Public Hearing at 7:35 p.m.

The Mayor declared the Public Hearing open at 7:38
p.m. to consider amending the city code affecting the
square footage and density requirements in the R3 and R4
Districts. Everyone wishing to speak on the issue was
given the opportunity to do so. Mr.Cory Gustafson stated
that he felt possibly the R4 District was too restrictive
and that surrounding communities should be contacted for
consistency. Mr. Mike Simacek of the Planning Commission
stated that the Planning Commission had reviewed the R3
& R4 Districts and they were suggesting a gradual change
with the potential of adding an R5 zoning district. Mr.
Jack Christenson stated that the Council may wish to consider
amending the R3 & R4 Districts at such time as the R5 District
is proposed. No one else wished to speak on the issue. The
Mayor closed the Public Hearing at 7:42 p.m.

Councilmember Trautmann to approve the preliminary
plat for Valley Manor Second Subdivision. 7 Ayes;

Moved by Councilmember Nesbitt, seconded by
councilmember Plan to approve the Special Use Permit
to construct a convenience store and automotive service
center at Hwy 55 and Spring, subject to the
condition that the applicant receive an Access
Permit from the Minnesota Department of Transportation
for ingress and egress to TH 55 and that a six foot
high screen fence be constructed along the South
side of the property. 7 Ayes; Nayes, None.
Moved by Councilmember Plan, seconded by
Councilmember Nesbitt to endorse an Access Permit
to provide for one 32 foot entrance to Hwy 55 and
continue to access after Hwy 55 is rebuilt as
scheduled in the year 1988. 7 Ayes; Nayes, None.

variance per the Planning commissions recommendation

yard setback variance at 2112 Westview Drive
per the Planning Commissions recommendation. 7 Ayes;

the City Council meeting on August 5th regarding
a side yard setback at 914 West 3rd Street. 6 Ayes;

Councilmember Plan to approve a zero lot line
side yard variance in order to accomodate
construction of a car port. This approval is subject
to nothing further than posts supporting the car

the September 3, 1985 regular City Council meeting
to consider the Old Latto Hospital 620 Ramsey Street

Councilmember Werner to adopt Resolution No. 72-85
determining to issue a General Obligation Electric
Revenue Bond of 1985 in an additional amount not to
exceed $6,500,000. The City Council is proceeding
with option (B) with option (A) as a fall back
position as discussed in a Special meeting of August

Commissioner Harris was present at the Council COMMISSIONER HARRI~
meeting to discuss concerns of the City Council
regarding Hastings. The Council cited their interest
in the Old Court House; they discussed the Jail House
being built near the Government Center; and they
also discussed the potential of bike path funds for
2nd Street.

Moved by Councilmember Werner, seconded by
Councilmember Bond to approve the Real Estate Abate-
ment for the property 19-32150-070-28 as submitted
by the County Assessor. 7 Ayes; Nayes, None.
Moved by Councilmember Werner, seconded by
Councilmember Berg to approve the Second Reading
of an ordinance amending Section 2.18 of the City
Code dealing with the Historical Preservation
Commission. 7 Ayes: Nayes, None.
Moved by Councilmember Berg, seconded by
Councilmember Plan to appoint Art Siebenaler to the
Cable Commission to fill the unexpired term of
Pastor Smith. 7 Ayes; Nayes, None.

The Mayor discussed potential uses for the
elevator property located at 201 Tyler Street. She
stated the viability of the property for uses other
than an elevator and the potential of the property
being returned to the City Tax Rolls.
Moved by Councilmember Trautmann, seconded by
Councilmember Bond to have two members of the City
Council and two members of the Planning Commission
meet with the School Board Representatives to discuss
the request by the School to rezone property they
currently own near Pleasant Drive and Hwy 55 and also
to discuss the easement for the water tower watermain.
This Committee is requested to meet and report back
to the City Council at the next regular meeting. The
Mayor appointed Councilmember Berg and Councilmember
Werner from the Council and Planning Commission members
Folch and Conzemius and Jane Voelker as alternate from
the Planning Commission. 7 Ayes; Nayes, None.

I Policy
It shall be City policy to install street
lights on the basis of need. The determination of
need shall be primarily factors related to traffic
safety and intersection visibility. It shall be
the City's policy to light public streets not
private property.

II Purpose
The purpose of this policy is to establish criteria
for ordering street light installations; to program City
financial responsibility; and to provide guidelines as to
the type of lights and as to the spacing of lights. It
is the intent to provide adequate and efficient street
lighting in the City of Hastings.
III Initiation
Subd. A - Petitions from residents
Property owners or residents may petition the City
Council for street lights. Petitions must be submitted
to the Engineering Department by February 1 for presentation
and consideration by the City Council at their first
regular meeting in March. The petitioner shall be responsible
for demonstrating need. No petitions will be considered
for lighting on private property.

Subd. B - City Staff recommendations
Each proposed budget shall contain provisions for an
estimated number of new lights. In March following
adoption of the budget, the Council will be provided with
a staff report proposing street light installations. This
report shall include petitioned lights as well as staff
recommended lights.
IV Locations
As a general rule only intersections and culdesacs
are to be lit. Exceptions may occur as a result of
street configuration, obstructions, or other features which
necessitate midblock lighting fo= vehicle safety or
pedestrian crossing safety. Blocks greater than 500 feet
in length shall have additional lights installed with
spacings of at least 200 feet.

Main thoroughfare lighting will be at a higher lighting
level with more lighting units. The City Council shall
approve plans for these installations.
Business District Lighting will be at a higher light
level with more lighting units some of which may be decorative.
The City Council shall approve plans for these installations.
V. Type of Lights
High pressure sodium vapor street lights shall be
installed in all City street light systems. The lighting
standard in residential areas may range from 100 watt
H.P.S. to 150 watt H.P.S.
The wattage and spacing in each commerical and
industrial area shall be reviewed by the City Council to
determine the intensity of wattage and spacing of the
street lights.

assessed and order preparation of proposed assessments for
the 1985 Street Utilities and adopting Resolution No. 75-85
setting a Public Hearing for the September 16, 1985 regular
City Council meeting on proposed assessments for the 1985
