TlY2 City Cou ncil of the City of Hastings, Minnesota met in a
regular meeting on funday, September 16,1985 at 7:30 p.m. in the Council
Chambers of the City Hall.
Members Present: Councilrnernber Berg, Werner, Kulzer, Bond,
Trautmann, Plan, Mathiowetz and Mayor Stoffel.
Members Absent: Councilrnernber Nesbitt.

The Mayor called for additions or corrections to the minutes of the
meeting of the September 3, 1985 and hearing none declared the minutes
approved as presented.
The Mayor declared the Public Hearing open at 7: 31 p.m to hear PUBLIC HFARING-
and pass on all objections, written or oral, if any, to the proposed 1985 STREEr &
assessments for the improvements for the 1985 Street and Utility UTILITY ASSESS-
construction. Jim Kleinschmidt, the City Engineer, explained the MENT
assessments as to areas benefitted, total cost, City costs,
benefitted assessments, and individual projects. The Mayor asked
if anyone wished to speak on the issue, no one wished to speak
on the matter. The Mayor declared the public hearing closed at
7:45 p.m.
The Mayor declared the Public Hearing open at 7:45 p.m. to
consider amending Section 10.01 Subdivision 1 of the City Code
rezoning Valley Manor and Valley Manor Second Addition fram R2 &R3
to R4. The Mayor asked if anyone wished to speak on the issue,
no one wished to do so. The Mayor declared the public hearing
closed at 7:46 p.m.

to pass the 3rd and final reading of Ordinance No. 186, amending
Section 1 0 . 01 , Subdivision 1 of the City Code rezoning Block 1, Lot
9 of Olson's Addition from R2 to Agricultural. 7 Ayes; Nayes, None.

Trautmann to pass the 3rd and final reading of Ordinance No. 187
amending Section 10.01, Subdivision 1 of the City Code rezoning
Valley Manor and Valley Manor 2nd Addition from R2 and R3 to R4.

fuved by Councilmember Plan, seconded by Councilrnernber Kulzer
to approve the Horne Occupation Permit at 1800 Brittany Road for
Jerry McGuffee to allow sign painting to be conducted in his
basement. This approval is subject to the conditions as stated
by the Planning Corrmission. 7 Ayes; Nayes, None.
Moved by Councilrnember Bond, seconded by Councilrnernber Werner
to adopt Resolution No. 87-85 requesting funding up to a maximum of
$4,579.00 from Dakota County for the City's 1985 Compost Program.

Werner to approve the following improvements at the quoted costs
for the Parks Garage at 11th and Pine. The money for these
improvements would be taken from the sale of excess land to the
School District and the rent of the building to Regan.

of the City Code dealing with garbage haulers license and setting

Plan to set a Public Hearing for the October 7, 1985 regular
City Council meeting to consider assessing unpaid City

Bond to accept the report provided by McGladrey Hendrickson for
a Computer System for the City. 7 Ayes; Nayes, None.

Plan to have the Administrator, Administrative Assistant and the
Planning consultant review the applications received for the
Planner position, screen the applications to four or five if
possible and set up interviews with members of the City Council,

Berg to set a Public Hearing for Federal Revenue Sharing for
a Special meeting on September 23, 1985 at 6:00 p.m. at the
American Legion Club meeting room. Also to set budget meetings
for September 18, 23, and 30th if necessary at 6:00 p.m. at
City Hall. 7 Ayes; Nayes, None.
Moved by Councilrnember Berg, seconded by Councilrnember
Werner to authorize the Mayor and the City Administrator/Clerk
to enter into an agreement with the law firm of Lindquist and
Vennum to serve as Bond Counsel for the $9.5 million Industrial
Revenue Bond Sale. 6 Ayes; Nayes, Bond.
Moved by Councilrnember Trautmann, seconded by Councilrnember
Werner to authorize the Mayor and the City Administrator/Clerk
to enter into an agreement with the First National Bank of
Minneapolis to provide a letter of credit for the sale of 9.5
million dollar Industrial Revenue Bond. 6 Ayes; Nayes, Bond.
