HomeMy WebLinkAbout12-02-85 1 I, 1 Hastings, Minnesota December 2, 1985 099 The City Council of the City of Hastings, Minnesota met in a regula:r meeting on Monday, December 2, 1985 at 7:30 p.m. in the Council Chambers of the City Hall. Members Present: Councilrnember Berg, Werner, Kulzer, Bond, TrautrPann, Nesbitt, Plan, Mathiowetz and Mayor Stoffel. Members Absent: None. The Mayor called for additions or corrections to the minutes of the meeting of November 18, 1985 it was noted that the motion by Councilrnember Bond, seconded by Counci1member Trautmann regarding Let There Be Hair - 717 Eddy Street should read; to have a Planning Commission study conditional use permits as a possible addition to the Planning Ordinances in Historic Districts; and to amend the motion setting the Administrative Conmittee meeting, noting that the meeting was set at 7: 30 p.m. With these corrections the minutes were approved as presented. Moved by Councilmember Trautmann, seconded by Councilmember Werner to approve a six car parking variance for a proposed office building to be located at 14th & Vermillion Street. This approval is based upon the Planning Commission's recommendation that because of the size of the lot and lack of space the applicants are able to demonstrate a hardship in this ma.tter. 8 Ayes; Nayes, None. PARKING VARIANCE- 14TH & VERMILLION STREEI' Moved by Councilmember Werner, seconded by Counci1member SITE PLAN APPROVAL Trautmann to approve the site and building plan and a 26 car parking AND PARKING variance for a 11,500 square foot office building at 999 Westview VARIANCE - 999 Drive. This approval is based upon the Planning Commission's WES'IVIEW DRIVE recommendation that the existing operation and lack of parking problems suggest that the request complies with the general intent of the ordinance. 7 Ayes; Nayes, Mathiowetz. Moved by Councilrnernber. TrautrParm, seconded by Counci1member Plan to approve the 3rd and Final Reading of an ordinance amending Section 3.40 Subdivision 1 and 3.20 Subdivision 3G of the City Code having to do with On Sale Wine license and application. 3 Ayes; Nayes, Mathiowetz, Berg, Kulzer, Bond and Nesbitt. This motion fails. Moved by Counci1member Trautmann, seconded by Counci1member Plan to authorize the advertisement for and approve the purchase of a new bus contingent upon 80% subsidy. 8 Ayes; Nayes, None. The City Administrator/Clerk, Gary E. Brown, suggested that the City Council establish a subcommittee along with several staff members to look at alternatives for compliance of the 1986 law which requires the City to meet the handicap accessibility require- ments. The Mayor suggested that the Administrative Corrmittee work with City Staff to look at alternatives. Moved by Counci1member Nesbitt, seconded by Councilrnember Berg to adopt Resolution No. 113-85 denying the application from the Miesville Lions Club for a Class A gambling license at McCabe's Pub, 8800 Bahls Drive. The Administrative Corrmittee will meet to develop criteria regarding the issuance of gambling licenses. 8 Ayes; Nayes, None. 3RD RFADING- ORDINANCE AMENDMENT LIQUOR CAPITAL EX;dUIPMENT- TRANSIT DEPARTMENT CCM1ITI'EE- ALTERNATIVES FOR CITY HALL RESOLUTION NO. 113-85 GAMBLING LICENSE DENIAL-MIESVILLE LIONS CLUB Moved by Councilrnember Nesbitt, seconded by Councilrnember 1986 NON-UNION Plan to adjust the following.non-union:ful1-time positions effective COST OF LIVING January 1, 1986 by a 3.5% cost of living increase. 8 Ayes; Nayes, INCREASE None. Donald Latch (Fire Chief) James Kleinschmidt (Engineer) Hffi December 2, 1985 LAND PURCHASE- INDUSTRIAL PARK RESOLUTION NO. 114-85 FINAL PAYMENT-KELLER CONSTRUCTION RAMSEY & TYLER iSTREET - 3RD TO 14TH STREET DRAINAGE PROBLEM - 15TH & HILLSIDE Moved by Councilrnember Trautmann, seconded by Councilmember Werner to authorize the City Staff to contact our Legislators to investigate the possibility of additional special legislation that would require the State to sell approxima.tely 74.3 acres of State owned land at the market value of its current use which is highest and best use because of unique circumstances of the location of the property to the City's Industrial Park. 8 Ayes; Nayes, None. Moved by Counci1rnernber Berg, seconded by Counci1member Nesbitt to adopt Resolution No. 114-85 authorizing final payment to Keller Construction Company in the amount of $9,777.69. 8 Ayes; Nayes, None. Moved by Councilrnember Kulzer, seconded by Counci1member Werner to set a Public Hearing for the January 6, 1986 regular City Council meeting to consider Ramsey & Tyler Street having two way traffic between 3rd and 4th Street instead of existing one way traffic. 8 Ayes; Nayes, None. Moved by Councilrnember Trautmann, seconded by Councilmember Nesbitt to refer to staff the drainage problem at 15th & Hillside, Mr. Paul Swanstrom, and to report on it at the next regular City Council meeting. 8 Ayes; Nayes, None. PLANNING COMMISSION Moved by Councilrnember Bond to have the City ordinance amended MEMBERS having' the City Council interview and appoint Planning Corrunission Members. This motion died for lack of a second.
