HASTINGS HERITAGE PRESERVATION COMMISSION
Minutes of the Meeting of March 15, 2005
I. Quorum:
Commissioners Boler, Sovik-Siemens, Hellie, Goderstad, St.
James, Martin and Simacek. Staff: Grossman.
II. Minutes of February 15, 2005
. Goderstad moved and Simacek seconded
approval of minutes; motion carried.
III. New business.
Historic Rehab Tax Credit.
Bills have been introduced and support is sought
for a state version of the federal Historic Tax Credit. Goderstad moved and
Martin seconded a recommendation to Council to adopt a resolution of support
and communicate with the legislature; motion carried.
IV. Review of building permits or design proposals
A. 400 W. Second St
. (Vernacular, contributing, W. Second NR District). The
owners Dave and Terry Storholm propose to remove the existing asbestos
siding and reside the building with Hardiplank material 4 ½ “ clapboards.
Commission needed information on the material under the existing siding
before making a decision. A committee of Hellie, Goderstad, Boler and Simacek
agreed to meet with the owner at the property on March 19. The application
will be considered for action at the April meeting.
B. Downtown Redevelopment.
The architect provided the following response
to questions on drawings for Sherman condominium building on Block 1
reviewed at the February meeting. A façade drawing with notes was provided.
Brick lintels will be the same color as the face brick, dark red. Brick on the
back (south) side will be brown. The block retaining wall will be textured and
limestone color. The balcony railings will be ¾” square iron. The material
beneath the large bay windows is hardiplank painted beige. The visible roofing
will be green standing seam metal. They can add divisions in the large
windows to break up the size of the glass pane. The commission had no
further questions.
V. Information & reports
A. Ms. St. James appointed to HPC by Council.
B. Planning Commission and Council also asked staff to reconsider the design
of lights on LeDuc parking lot. Public Works Department will do so.
C. Applicants for HPC/Planning intern position will be interviewed around April
1 with intent to hire by mid April when construction picks up.
D. Nominations for preservation awards were collected. Additional
nominations may be phoned to Cindy Smith at the Pioneer Room. She will
photograph the properties for consideration at the April meeting.
Commissioners requested that newspaper to be asked to publish photos and
that City put them on web site after selection.
E. The Council preservation committee is reviewing ordinance changes for
consideration in April.
F. Edina realty would like a update on designated properties. Staff will
arrange.
G. Mailing to owners to use a letter similar to the 2003 letter and refer to the
website.
