HASTINGS HERITAGE PRESERVATION COMMISSION
Minutes of the Meeting of April 19, 2005
I. Quorum:
Simacek, Siemens, St. James, Martin, Goderstad, Boler and
Hellie present; Warg absent.
II. Minutes of March 15, 2005.
Goderstad moved and Siemens seconded
approval; motion carried.
III. New business.
Selection of Preservation Awards.
Following properties selected by vote: 801

16 Council Meeting.
IV. Review of building permits or design proposals
400 W. Second St
A. . (Vernacular, contributing, W. Second NR District).
The owners Dave and Terry Storholm proposed to remove the existing
asbestos siding and reside the building with Hardiplank material 4 ½ “
clapboards. See attached application and photographs. A committee
met with the Storholms at the property.
Goderstad moved and Simack seconded approval to reside with Hardiplank,
with following conditions, based on the findings that after removing the
asbestos shingles, new siding would be needed to present a unified
appearance because additions to house are unsided beneath the shingles,
and the infill patches above or below the smaller windows which replaced
the larger original windows are unsided beneath the shingles. Motion
carried, 6 – 1, Boler voting no. Conditions: 1) 4 ½ inch lap or reveal on
siding 2) 6 inch corner boards on all corners.
Martin moved, Hellie seconded the further condition to add header details to
three windows on the south and east sides and to the windows on the
ground floor bay window on west side, all similar to the existing second floor
windows; motion carried, 7-0.
Martin moved, St. James seconded the further condition to preserve the
existing trim on the second floor windows, the front door overhang, and the
front corner boards (if their condition permits); motion carried, 7-0.
B. 114 E. 6 Street.
th Reroofing approved by staff. Mr. Maier also plans to
paint this year.
C. 214 E 6 Street
th. Reroofing approved by staff. Mr. Wilson also plans to
paint this year.
D. 220 E 7 Street.

contributing)
(1) Repair of roof and replacement of adjacent clapboards approved by staff.
(2) Removal of brick-look rolled siding from entire house over a period of
time. The owner, Amy Martin, proposes to remove rolled siding to reveal
original wood siding, to repair and replace wood with matching wood
material as necessary, and to sand and paint. The work is recommended
by the Guidelines. The work does not require a building permit, but
does require Certificate of Approval, which should be specified as valid
for more than one year.
Goderstad moved and Siemens seconded approval to remove rolled siding
and paint original siding (approval for five years). Motion carried, 6-0,
Martin abstained.
V. Information & reports
A. Gardner House porch reconstruction and painting is under
consideration, depending on purchase and financing.
B. Planning Committee approved ordinance amendments with some minor
changes. Staff expects first reading at Council meeting of May 2.
Guidelines for Council review of hardship appeals also proposed.
C. Cecily Schrader has been hired for HPC/Planning intern position.
D. Council adopted the resolution supporting Historic Tax Credits. The bill
is still alive.
E. Annual mailings to owners and realtors has been delayed to allow
inclusion of a notice to the property owners that a public hearing on an
ordinance amendment will be scheduled.
F. There is a need to document the individual buildings in the East and
West Second Historic Districts. Perhaps this can be done by a SHPO
grant project next year.
