HASTINGS HERITAGE PRESERVATION COMMISSION
Minutes of the Meeting of May 17, 2005
I. Quorum:
Boler, Siemens, Goderstad, Warg, Hellie and Martin present; St.
James, Simacek absent. Staff: Grossman, Schrader.
II. Minutes of April 19, 2005.
Motion by Goderstad, second by Boler to
approve with change to section IV to replace the word “header” with “head”;
motion carried.
III. Review of building permits or design proposals
A.213 2 St E.

The owner Dan Lynch proposed to replace the porch posts with
replicas of the originals, replace the concrete flooring on the porch,
construct a handicap access ramp, install new brick canopy supports,
perform minor repairs to the fascia and repaint the wood exterior.
Robert Roscoe from Design for Preservation provided an overview of
the proposed changes. Commission discussed possible paint colors
and suggested dark green in lieu of black. Roscoe stated he would
consider using the proposed color. Motion by Boler, second by Martin
to approve the plans as proposed; motion carried.
B. 1629 Vermillion
(LeDuc House, NR)
Commission reviewed the new sign proposed to be placed on the fence
along Vermillion.
Commission confirmed the size, colors and wood material used for
the sign. Commission suggested smaller font size for the web address
and larger font size for the date the building was constructed and the
date it was added to the National Register. Commission also
suggested eliminating or relocating the “operated by” and “owned by”
sections of the sign. Commission asked staff to speak with the site
manager to determine if the site manager would accept the proposed
changes or meet with the Commission to discuss the sign design in
more detail.
C. 216 6 St E.
th(Old Hastings District)
The owner Dawn Walker proposed to replace the porch floor and build
replacement steps.
Commission needed more information about the proposed changes
before making a decision. Motion by Hellie, second by Boler to form a
sub-committee to meet with the owner at the property; motion
carried. Hellie, Boler and Siemens volunteered to participate in the
sub-committee. Staff will schedule a meeting with the owner as soon

as possible. Commission also inquired whether the owners of 321 5
St E. obtained a permit to construct a new railing on the property.
D. 216 6 St. E.
th Roofing approved by staff.
E. 307 6 St. E.
th Roofing approved by staff.
IV. Information & reports
A. Presbyterian Church is repairing its leaky roof. Staff showed a sample of
brown shingles that the church has proposed as roofing material.
Commission asked to see samples of red and green shingles as well.
B. Commission welcomed Cecily Schrader, the HPC / Planning intern.
C. Motion by Boler, second by Warg to nominate the LeDuc House for a
Minnesota Preservation Award from the Preservation Alliance of MN;
motion carried.
D. Staff provided an update on the Historic Tax Credit bill. The bill is
currently in conference committee in the legislature.
V. Adjournment.
Motion by Goderstad, second by Hellie to adjourn; motion
carried.
