HomeMy WebLinkAbout03/26/01Hastings Planning Commission March 26th, 2001 Regular Meeting 7:00 p.m. Chairman Strauss called the meeting to order at 7:00 p.m. 1. Roll Call Commissioners Present: Anderson, Greil, Hollenbeck, Michno, Stotko, Strauss, Twedt. Commissioners Absent: None Staff Present: City Planner Matthew Weiland, Associate Planner Kris Jenson 2. Approve January 22nd 2001 Planning Commission Meeting Minutes. 3. Public Hearing - Chapter 4 Construction Regulations (Sec 4.15 Accessory Structures) Planner Weiland presented background information on the ordinance. Chairperson Strauss opened the public hearing at 7:09 pm. As there were no comments from the audience, the public hearing was closed at 7:10 pm. Commissioner Greil asked for a clarification as to where multi-family fit into the table, and Planner Weiland agreed, adding it with the Commercial/Office Districts portion of the table on page 2. Chairman Strauss pointed out the need to add the phrase ~right-of-way@ at the end of a footnote for the table on page 2. Planning Commission Action: Commissioner Stotko moved and Commissioner Anderson seconded a motion to recommend to the City Council the approval of an ordinance amending Chapter 4 Construction Regulations - SEC. 4.15 ACCESSORY STRUCTURES Upon vote taken, Ayes, 7, Nays, 0. Motion carried. 4. Public Hearing - Chapter 4 Construction Regulations (Amending SEC 4.03 CERTIFICATE OF SURVEY, Amending SEC 4.04 CERTIFICATE OF OCCUPANCY Adding SEC. 4.16 Erosion Controls, Adding SEC. 4.17 Survey inspections, Adding SEC. 4.1 $ Street Sweeping, Adding SEC. 4.19 Trash and Debris) 5. Public Hearing Chapter 11 Subdivision Ordinance ( Repealing and Replacing Section 11.01 - 11.06) Planner Weiland presented background information on aspects from Chapters Four and 11. He also reminded the Commission that the public hearings and votes should be done separately for each chapter. Chairperson Strauss opened the public hearing for item #4 at 7:31 pm, and hearing no comments from the audience, closed the public hearing at 7:32 pm. Commissioner Stotko commented that the proposed regulations are well within what he sees as requirements for construction in other communities in the Metro area. Commissioner Anderson concurred, adding that the proposed regulations are even more lenient than he has seen in other Metro area communities. Chairperson Strauss commended the City Staff on the meetings and workshops that were held with the builders and developers, as well as other City Staff. She felt that many good comments were received from the meeting and workshops. Planning Commission Action: Commissioner Anderson moved and Commissioner Michno seconded a motion to recommend to the City Council the approval of an ordinance amending Chapter 4 Construction Regulations. Upon vote taken, Ayes, 7, Nays, 0. Motion carried. Chairperson Strauss opened the public hearing for item #5 at 7:35 pm, and hearing no comments from the audience, closed the public hearing at 7:36 pm. Planning Commission Action: Commissioner Michno moved and Commissioner Anderson seconded a motion to recommend to the City Council the approval of an ordinance amending Chapter 11 Subdivision Regulations. Upon vote taken, Ayes, 7, Nays, 0. Motion carried. 6. Updates and Other Business Planner Weiland thanked the Planning Commission for their work on behalf of the Comprehensive Plan, as it was finally approved by the Metropolitan Council. Chairperson Strauss added that the Vermillion Watershed Meeting will be held on March 28th in Farmington for those interested. Commissioner Anderson stated his support of State Building Code Chapter 1306. 7. Adjournment There being no further business the meeting was adjourned at 7:40 pm.
