HomeMy WebLinkAbout05/29/01Hastings Planning Commission May 29th, 2001 Regular Meeting 7:00 p.m. Chairman Strauss called the meeting to order at 7:02 p.m. 1. Roll Call Commissioners Present: Hollenbeck, Michno, Strauss, Twedt. Commissioners Absent: Anderson, Greil, Stotko Staff Present: City Planner Matthew Weiland, Associate Planner Kris Jenson 2. Approve May 14th' 2001 Planning Commission Meeting Minutes. Commissioner Michno moved and Commissioner Hollenbeck seconded a motion to accept the minutes as written. The vote was unanimous. 3. Public Hearing - City of Hastings Right of Way Map No. 3 Planner Weiland presented background on the item. Chairman Strauss opened the public hearing at 7:04 pm. Hearing no comments from the public, the public hearing was closed at 7:05 pm. Planning Commission Action: Commissioner Michno moved and Commissioner Twedt seconded a motion to recommend to the City Council approval of the City of Hastings Right of Way Map No. 3. Upon vote taken, Ayes, 4, Nays, 0. Motion carried. 4. Site Plan review - Siebens Crest Estates Planner Jenson presented background information. Commissioner Twedt asked for clarification on the location of the Summit Point ponding basin. Chairman Strauss added that she likes the idea of adding the hedge to minimize headlights shining on neighboring homes. She also asked why the high school plat hadn=t been recorded. Planner Weiland stated that the School District is aware that they are on a timetable and must record the plat. Chairperson Strauss stated that this seems to be a good addition to the area. Planning Commission Action: Commissioner Hollenbeck moved and Commissioner Michno seconded a motion to recommend to the City Council the approval of the site plan for Siebens Crest Estates, with the following conditions: The proposed structure and accessory items including, but not limited to streets, utilities and landscaping shall be completed pursuant to the approved site plan. Upon request for occupancy of the building, all uncompleted items contained within the site plan shall be addressed pursuant to city code escrow requirements. A hedge at least 30" in height should be added to the ends of the private drives, to block headlights from shining into the neighboring townhomes, and on to the adjacent streets. This hedge should be opaque (solid) year round. The street width for the main north/south private drive should be increased to 28 ft. from face of curb to face of curb. The General Sieben Dr. access should also be increased to a 28 ft. width. The main north/south private drive should be named to provide better addressing of the units. Parking should be prohibited on the proposed narrow streets. Additional guest parking should be provided at the east and west ends of the 24 ft. wide shared drives. The turning radius at the southwest corner of the General Sieben Dr. access and main north/south road intersection should be increase to provide emergency vehicle access to the units south of the General Sieben Dr. access. All streets and utilities within the development should be constructed to City standards and inspected by the City. Plan and profile construction plans for the street and utility improvements should be prepared and submitted to the City for approval. With the increased street width for the main north/south road, the southeast corner of lot 16 will likely have to be revised. 10. It appears that about 75% of the development will drain to the north Summit Point ponding basin. The developer should submit calculations showing that this ponding basin is designed to handle this additional flow. 11. For pipe maintenance purposes, the minimum storm sewer main size should be 15 inches in diameter. 12. HDPE storm sewer will not be permitted in rock excavated areas without a substantial bedding zone. 13. With shall bedrock elevations, the developer may wish to evaluate locating sewer and water mains and services in the same trench. 14. A hydrant should be installed at the Featherstone Road entrance to the development. 15. The grading and erosion control plan should show silt fence locations, and rock check dams instead of bale checks should be used. Erosion Control Note #4 talks about a rock construction entrance and closing the other entrance during construction, but the construction entrance is not identified. 16. This approval is subject to preliminary plat approval. Upon vote taken, Ayes, 4, Nays, 0. Motion carried. 5. Variance request - 1017 West 2nd Street Planner Weiland notified the Commission that this item had been pulled from the agenda. 6. Updates and Other Business Chairman Strauss noted that a meeting she attended on the May 24th regarding Greenways was a full house, and encouraged other Planning Commission members to attend. 7. Adjournment There being no further business the meeting was adjourned at 7:26 pm.
