Roll Call Commissioners Present: Anderson, Greil, Hollenbeck, Michno, Stotko, Strauss, Twedt Commissioners Absent: None Staff Present: Associate Planner Kris Jenson 2. Approve August 27, 2001 Planning Commission Meeting Minutes The minutes were accepted as written by an unanimous vote. 3. Public Hearing - Special Use Permit - Augustana Semi-Independent Residential Care Facility 4. Site Plan Review - Augustana Semi-Independent Residential Care Facility 5. Preliminary/Final Plat - Augustana Care Addition Planner Jenson presented background on all three items relating to the Augustana Semi-Independent Care Facility and Plat. Chairman Strauss opened the public hearing at 7:25 pm. Hearing no comments from the public, the hearing was closed at 7:26 pm. Commissioner Anderson asked if the proposed parking lot lights would have cut-offs to prevent light from crossing over to the neighbors. Roger Johnson, engineer for Augustana Homes, stated that there would be no spillover across the property lines, and that the lights do include cut-off shields. Commissioner Stotko asked about the Staff recommendation regarding the removal of parking. Mr. Johnson stated that they do not have a problem with eliminating unneccesary parking, provided that delivery and moving trucks can still maneuver in the parking lot and make the radiuses. Craig Alshouse, representative of the Augustana Care Corporation, stated that they would be willing to remove some parking along the southeast side of the parking lot. However, due to an entrance for 2 residents along that side, they would like to keep some of the spaces for those residents and their visitors. Commissioner Greil inquired as to the reason that 17th Street wasn't being used as an access point. Mr. Alshouse stated that 17th Street is only a utility easement and not dedicated ROW. Commissioner Twedt stated that he would prefer to see the manholes located adjacent to the paved bike trails, rather than in them, as he feels this could be a safety hazard. Commissioner Anderson asked if the bike trails would be plowed during the winter. Planner Jenson stated that Augustana would be responsible for plowing the trails on their property, and that the City would be plowing the remainder of the trails, as they are located on City property. Mr. Johnson stated that they will be trying to keep within a 5% slope for paved surfaces for ease of use. Chairman Strauss clarified that the outlot does belong to the City. 3. Public Hearing - Special Use Permit - Augustana Semi-Independent Residential Care Facility Planning Commission Action: Commissioner Greil moved and Commissioner Michno seconded a motion to recommend to the City Council to approve the Augustana Special Use Permit subject to following: That the proposed structure and accessory items including, but not limited to, the parking lot and landscaping shall be completed pursuant to the approved site plan. Upon request for occupancy of the building, all uncompleted items contained within the site plan shall be addressed pursuant to city code escrow requirements. That a secondary emergency 10 ft access trail shall be constructed and connecting to the proposed bike trail between 15th St. and 19th St. The location of the trail shall be subject to the approval of the Fire Marshall and Public works director. That the developer modify the landscape plan to include the following elements subject to approval of the City Planner: 1. A 3 ft berm with planting should be installed behind the eastern parking lot to buffer headlights from the residential homes. 2. A 3 ft hedge should be installed along the northern parking lot to diffuse headlights. 3. The black hills spruce identified on the plan should be increased in size to a combination of 6 - 8 ft tall trees. An additional row of 6-8 ft tall coniferous trees should be planted along the eastern property line every 15 - 20 ft. That any parking spaces eliminated shall be replaced with a combination of trees and sod. Upon final vote taken, Ayes, 7, Nays, 0. Motion carried. 4. Site Plan Review - Augustana Semi-Independent Residential Care Facility Planning Commission Action: Commissioner Stotko moved and Commissioner Twedt seconded a motion to recommend to the City Council approval of the Augustana Semi Independent Residential Site Plan, subject to following: 3. 4. 5. 6. 7. That the proposed structure and accessory items including, but not limited to, the parking lot and landscaping shall be completed pursuant to the approved site plan. That site plan approval is contingent upon the developer platting the property and getting special use permit approval. That manholes should be placed adjacent to the emergency access trail for the main storm sewer line. That shared access and parking easements shall be prepared and recorded with the property for the two lots involved. That the developer shall install separate water meters and water lines installed for all irrigation systems. That the parking lot be modified according to the proposed parking layout prepared by staff. That the developer modify the landscape plan to include the following elements subject to approval of the City Planner: 1. That the masonry wainscoting at the bottom of the building should be constructed of brick rather than colored block. 4 That a secondary emergency 10 ft access trail shall be constructed and connecting to the proposed bike trail between 15th St. and 19th St. The location of the trail shall be subject to the approval of the Fire Marshall and Public works director. Upon vote taken, Ayes, 7, Nays, 0. Motion Carried. 5. Preliminary/Final Plat - Augustana Care Addition Commissioner Michno moved and Commissioner Anderson seconded a motion to recommend to the City Council approval of the Augustana Care Addition Preliminary/Final Plat, subject to the following conditions: That the final plat hard shells must be consistent with the approved final plat. That shared access and parking easements shall be prepared and recorded with the property for the two lots involved. That the Developer shall pay the required $310.00 per unit in interceptor sewer charges. The interceptor sewer charge for this project totals $24,800.00 for 80 units. The payment of the interceptor sewer fees shall be agreed to upon in the development agreement. That the Developer shall pay the required park dedication cash in lieu of land fee of $850.00 per unit or $68,000.00 for 80 units. This park dedication fee total will be offset by the cost of constructing the bike trails associated with this project. The total park dedication fee shall be agreed to upon in the development agreement. That the location and cost of the bike trails shall be agreed to upon in the development agreement. The bike trails shall be constructed to City standards, subject to the approval of the Public Works Director. The developer shall plant landscaping elements according to the approved landscaping plan. An escrow is required for any unplanted trees before occupancy is allowed. The Developer shall enter into a development agreement with the City of Hastings Documenting conditions of approval for the Augustana Care Addition Plat and Site Plan. The Development agreement shall be signed prior to the City releasing the final plat hard shells. Upon vote taken, Ayes, 7, Nays, 0. Motion Carried. 6. Final Plat - Bohlken's 6th Addition Planner Jenson provided background information on the project. Planning Commission Action: Commissioner Anderson moved and Commissioner Hollenbeck seconded a motion to recommend approval of the final plat to the City Council, subject to the following conditions: 2. 3. 4. The final plat hard shells must be consistent with the approved final plat. The developer shall pay $2,440.00 in interceptor sewer charges prior to the City signing any final plat. That the developer modify the Final Plat to reflect the required 7' sideyard setback in the R-2 District. The developer shall submit a tree plan showing street trees planted every 50', as well as planting one front yard tree per lot. These trees shall be at least two inches in diameter at the base and the species of the tree should be on the list of approved trees created by the City Forester. An escrow is required for any unplanted trees before occupancy of any units without trees is allowed. Upon vote taken, Ayes, 7, Nays, 0. Motion carried. 7.
