Regular Meeting
7:00 pm
Chairman Anderson called the meeting to order at 7:01 pm.
1. Roll Call
Commissioners Present: Anderson, Greil, Stotko, Twedt,
Commissioners Absent: Hollenbeck, Michno
Staff Present: Planning Director John Hinzman, Associate
Administrative Assistant Samantha Schmidtke
Planner Kris Jenson, Planning
Chairman Anderson introduced John Hinzman, the new Planning Director for the City, and
welcomed him on behalf of the Commission.
2. Approve January 28, 2002 Planning Commission Minutes
With no changes, the minutes were accepted by a unanimous vote.

Public Hearing - Wallin Property Preliminary Plat
Public Hearing - Wallin Property Rezoning - A Agriculture to R-l, Low Density
Residence and R-3 Medium High Density Residence.
Planner Jenson stated that due to a request from the developer, the Wallin Preliminary Plat and
the Rezoning were tabled until March 25th. At that time, the public hearing will be held for these
items. Staff informed the Commission that an official vote was necessary to formally table the
items.
Planning Commission Action:
Commissioner Twedt moved and Commissioner Greil seconded the motion to table the
Wallin Property Preliminary Plat until the March 25th, 2002 Planning Commission meeting.
Upon vote taken: Ayes: 4, Nays: 0.
Planning Commission Action:
Commissioner Stotko moved and Commissioner Twedt seconded a motion to table the Wallin
Property Rezoning until the March 25th, 2002 Planning Commission meeting.
Upon vote taken: Ayes: 4, Nays: 0.
5. Public Hearing - Minor Subdivision - Freitag Property
Planner Jenson presented background information on the item.
Chairman Anderson opened the public hearing at 7:07 pm.
Howard Biskupski, 1390 Roosevelt Road, asked why his mother, who lives adjacent to the
property proposed for the minor subdivision, did not receive a notification in the mail.
Planner Jenson responded that the mailing information is taken from the most recent Dakota
County parcel information, which in this case was current as of the end of 2001. Chairman
Anderson apologized to Mr. Biskupski that his mother did not receive a notice.
Robert Beissel, 522 2nd Street West, asked what exactly was happening with this proposal, and
asked about the vacating of alleys in the area.
Planner Jenson stated that the minor subdivision procedure was simply drawing a line on a map to
divide a parcel of land. This proposal is simply to divide the property, and there are no building
permits which have been applied for on this property. As to alleys, no requests have been
submitted to vacate any alleys or roadways in this area.
Chairman Anderson closed the public hearing at 7:17 pm.
Planning Commission Action:
Commissioner Stotko moved and Commissioner Twedt seconded the motion to recommend
approval of the Freitag Minor Subdivision to the City Council, subject to the following
conditions:
Approval of a resolution waving platting requirements.
The resolution waving platting requirements and a certificate of survey shall be recorded
with the County. A copy of the certificate of survey shall also be filed with the City.
Park dedication fees are deferred until such a time that either parcel is platted. Park
dedication fees will then be required to be paid and at the rate schedule in effect at the
time of platting.
Sewer interceptor fees are deferred until such a time that either parcel is platted. Sewer
interceptor fees will then be required to be paid at the rate schedule in effect at the time of
platting.
Upon vote taken: Ayes: 4, Nays: 0.
6. Final Plat - Siebens Crest Estates
Acting Planning Director Jenson presented background information.
Planning Commission Action:
Commissioner Greil moved and Commissioner Stotko seconded a motion to recommend
approval of the Siebens Crest Estates Final Plat to the City Council, subject to the following
conditions:
That the applicant shall pay a $310/lot Interceptor Sewer Fee, which would total
$8,680.00 for 28 units, prior to the City=s release of the final plat hardshells.
That the applicant shall pay $850/lot in park dedication fees, for a total of $23,800, prior
to the City's release of the final plat hardshells.
That the Developer submit a street name for the private drive to the Public Works
Director and Fire Marshal for their approval.
That the developer shall provide evidence that all private drives and utilities will be
maintained by a homeowner=s association not by the City.
The proposed structure and accessory items including, but not limited to, the landscaping
shall be completed pursuant to the approved site plan. Upon request for occupancy of the
building, all uncompleted items contained within the site plan shall be addressed pursuant
to city code escrow requirements.
Upon vote taken: Ayes: 4, Nays: 0.
7. Updates and Other Business
Commissioner Anderson introduced and welcomed John Hinzman as the new Planning Director
to the City of Hastings.
Questions were asked regarding the neighborhood meeting with the Wallin representatives.
Planner Jenson responded that 3 residents attended the neighborhood meeting.
Commissioner Stotko asked about the proposed Bailly's Landing proposal and if anything new
had come of it. Planner Jenson responded that John Grossman, HRA Director, would be meeting
with the City staff later on in the coming week.
Commissioner Greil raised questions about the old Middle School block and if any plans had
been made for it yet or if any parties had stepped forward expressing an interest in the land.
Planner Jenson responded that there were no specified plans for the property as of yet. The City
would like to see a mixed use plan of commercial and medium density housing implemented into
the property.
