PLANNING COMMISSION
May 12, 2003
Regular Meeting
7:00 pm
Chairman Anderson called the meeting to order at 7:04 pm.
1. Roll Call
Commissioners Present: Alongi (7:40), Anderson, Greil, Hollenbeck, Truax, and Twedt
Commissioners Absent: None
Staff Present: Planning Director John Hinzman, HRA Director John Grossman
2. Approve April 14, 2003 Planning Commission Minutes
Motion by Commissioner Truax, Second by Greil to approve the Minutes of the April
14, 2003 Planning Commission as presented by staff. Motion passed unanimously.
3. City of Hastings - City Code Amendment #2003-22 - Chapters 10.23 & 10.24 -
Industrial Park Zoning Uses
Director Hinzman provided background information on this item.
Chairman Anderson opened the public hearing at 7:07 pm.
No one came forward to speak; the public hearing was closed at 7:07 pm.
Commissioner Greil asked if the changes were meant to address existing problems in the
park.
Director Hinzman stated the intent is to better clarify preferred uses in the park.
Planning Commission Action:
Commissioner Truax moved and Commissioner Hollenbeck seconded a motion to
recommend approval of the Industrial Park Zoning Changes as presented by staff.
Upon vote taken: Ayes: 5, Nays: 0. Motion passed.
4. Discuss Downtown Master Plan Zoning Changes.
Director Hinzman provided background and a summary of the zoning changes outlined in
the recently adopted Downtown Master Plan. He stated that a public hearing would be held
in the future to hear public comment, and to formally make a recommendation of changes to
the City Council.
Commissioners made the following comments:
· DC District
Make provisions in the parking lot language to allow driveways east\west streets if it
is their only option.
· RMU District
- How would the Sherman proposal for live work townhomes on the south side of 4th
Street fit into this district?
- 25 percent limit on commercial activities may be too restrictive - perhaps 50 percent
would work better.
(Commissioner Alongi arrived)
· NC District
Add sidewalks to items to be promoted in the district.
How will sidewall height of garages be dealt with?
· OSR District
How does this district differ from the NC District?
· VSO
District
Is it necessary to have a cap on the amount of square feet for a commercial activity
in a residential building?
Emphasize more choices in uses.
Questioned creating separate sign code regulations for the district - Existing sign
code is restrictive enough, and this adds confusion.
Commissioners also discussed the public notice process. Director Hinzman stated the
public hearing would be advertised in the paper. Commissioners asked if anything further
could be done to notify residents of the changes. Director Hinzman stated he would send
out notification to all residents within the plan area.
5. Other Business
Director Hinzman provided an update of City Council actions and upcoming planning items.
He also noted that Planning Commissioner Jessica Michno has submitted a letter of
resignation from the Commission, and the City is seeking applicants to fulfill the remainder
of her term. Chairman Anderson noted he will not be present at the next meeting.
