HomeMy WebLinkAbout20180205- CC Minutes Hastings, Minnesota City Council Minutes February 5, 2018 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday February 5, 2018 at 7:00 p.m. in the Council Chambers at the Hastings City Hall, 101 East 4 th Street, Hastings, Minnesota. Members Present: Mayor Hicks, Councilmembers Folch, Braucks, Leifeld, Lund, Vaughan, Balsanek Staff Present: City Administrator Melanie Mesko Lee Administrative Services Director Julie Flaten City Attorney Dan Fluegel Police Chief Bryan Schafer Deputy Chief David Wilske Police Commander Bryan Schowalter Fire & EMS Director Mike Schutt Proclamation Black History Month Council read the proclamation and Rich Manke, Lakeside Cemetery Administrator addressed the council. Swearing In Officer Patrick Diedrich Chief Schafer introduced Officer Diedrich and Flaten administered the Oath of Office. Citizen Awards Officer Awards Life Saving Addie Buck Citizen Life Saving Award Craig Nowlan[[1684,1806,1734,1858][11][B,I,][Times New Roman]] Sydney Radke Citizen Life Saving Award Dan Tollefson Conrad Fuchs Victim of Heart Attack Jesse Clark Citizen Award of Commendation Thomas Groh Citizen Award of Commendation Jesse Russel Citizen Award of Commendation Levi Chapman Citizen Award of Commendation Joseph Merten Citizen Award of Commendation Deputy Chief Wilske presented awards listed above and council thanked the citizens. Approval of Minutes Mayor Hicks asked if there were any additions or corrections to the minutes of the Regular City Council Meeting on January 16, 2018. Minutes were approved as presented. Consent Agenda Councilmember Braucks moved, seconded by Councilmember Leifeld to approve as amended. Ayes, 7; Nays, none [[746,2819,796,2857][8][,I,][Times New Roman]] 1. Pay Bills as Audited 2. Approve 1-Day Gambling Permit for SEAS on April 27, 2018 Resolution02-02-18 4. Approve Exclusive Tobacco License for Westview Tobacco, 1355 So. Frontage Road, Suite 420, Hastings 5. Approve 2018 Massage Therapist License for Michael John Cline 6. Appoint Broadband Board Designees 7. Declare Excess Equipment in IT Department. 8. Accept Smead Manufacturing Sponsorship Check for Performances in the Park 9. Doffing Estate Funds Request 10. Order Public Hearing: Vacation of Easement North Frontage Road McShane Development 2018 Tennis Sanitation Residential Rates Mesko Lee introduced the item requesting Council to consider an increase in the 2018 residential solid waste contract rates. The Utilities Committee of the Council has reviewed approves the change to rates for the remainder of 2018. The solid waste disposal site that Tennis Sanitation utilizes, Resource Recovery Technologies (RRT) in Newport was sold in 2016 and their tipping fees increased from $70 to $94 per ton. Council discussion if previous agreements were honored with sale, other facilities available in Dakota County, miscellaneous fees, an appreciation for the service Tennis Sanitation offers, looking to the future and discussions with Dakota County on processing facility needs. Willie Tennis provided responses to Council. Councilmember Folch recused herself citing a potential conflict of interest as she is an employee of the City of Red Wing working with contract management. Councilmember Braucks moved, seconded by Councilmember Balsanek to approve as presented. Ayes, 6; Nays, none Green Acres Deferred Assessment Agreement Mesko Lee introduced the item requesting council to approve an agreement lowering the interest rate for special assessments from the Green Acres Program for parcel #19-02900-17-020. The Finance Committee of the council met with the property owners in 2017 and again on January 17, 2018 to discuss and recommendations the $73,281.02 paid on 12-29-17 by Mr. Conzemius be accepted as payment in full for one parcel. Council discussion on how rate deduction was calculated, future development of property, setting precedent, value City receives for providing a discount, and desire to obtain funds. Councilmember Vaughan moved, seconded by Councilmember Braucks to approve as presented. Ayes, 6; Nays, 1 (Balsanek voting nay) Comments from the Audience Bruce and Libba Fauver of 3297 Olson Drive addressed council to thank them, City Planner Justin Fortney, and City Attorney Dan Fluegel, for assisting in bringing resolution to the [[525,2656,575,2704][10][,I,][Times New Roman]] Councilmember Balsanek and City Administrator Mesko Lee will attend the Dakota Communications Center Board meeting on Thursday, February 15 th. Public Safety Advisory Commission will meet on Thursday, February 8 th at 6:30 p.m. at City Hall. th HEDRA meeting scheduled for Thursday, February 8 has been cancelled. Note new polling place of Crossroads Church for those residents who voted previously at the KC Hall. MN DOT will host an open house on Highway 316 Improvements on Tuesday, February 13 th at Crossroads Church, 225 33 rd Street West, Hastings from 5:00 7:00 p.m. th Planning Commission Meeting Tuesday, February 13 at 7:00 p.m. at City Hall. th Parks & Recreation Commission meeting for Tuesday, February 13 has been cancelled. City Council and City Management Team will attend training sessions on Thursday, February 15 and Friday, February 16 from 6:00 9:00 p.m. each day. City Offices will be closed on Monday, February 19 th Day. th At 6:00 p.m. on Tuesday February 20 the City Council will hold a workshop on Sustainability. Councilmember Leifeld was wished a Happy Birthday for Sunday, February 18 th. Motion to adjourn the meeting was made by Councilmember Leifeld, seconded by Councilmember Braucks.
