DETERMINATION OF QUORUM IV. APPROVAL OF MINUTES Approve Minutes of the Regular City Council Meeting on June 4 and City Council Workshop on June 11, 2018. Minutes were approved as presented. Introduction of New Staff and Volunteers: Ashley Parker, Senior Accountant Chris Onken, Public Works Operator Renier Steenkamp and Adam Harklerode, Firefighter/Paramedic Kenneth Froelich, Police Fleet Support Volunteer Sam Beuch, Police Officer All staff were introduced and Flaten administered the Oath to Officer Beuch. Proclamation – Make Music Day Kelly Casey accepted the proclamation and spoke about the 2nd annual Make Music Day event. V. COUNCIL ITEMS TO BE CONSIDERED VI. CONSENT AGENDA The items on the Consent Agenda are items of routine nature or no perceived controversy to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember or citizen so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. Resolution No. 06-08-18 – Designate Special Event for Hastings Area Rotary Concert and Approve One-Day Gambling Permit on September 7, 2018 6. Resolution No. 06-09-18 – Approve Fireworks License for Coborn’s, 225 W. 33rd Street, Hastings 7. Resolution No. 06-10-18 – Approve DuGarel’s RTD Outdoor Music-Tent Application and Liquor License Amendment for July 20th and 21st 8. Schedule Special City Council Meetings to Canvass Primary and General Election Results 9. Resolution No. 06-11-18 – Accept Donation of Promotional Banners to Parks Department for Make Music Day 10. Resolution No. 06-12-18 – Accept Donation from Janssen Family for Memorial Bench 11. Resolution No. 06-13-18 – Accept the donation of two planters from the Hastings STAARS Program for the fire department. 12. Order Public Hearing: Vacation of ROW – Adams Street South of 3rd Street - Helget 13. 1st Reading\Order Public Hearing: Amend City Code Chapter 155 – Fence Height 14. 1st Reading\Order Public Hearing: Amend City Code Chapters 30 and 155 – Special Use Permits 15. Accept Resignation: Heritage Preservation Commissioner Ian Martin 16. Appoint Planning Commissioners: Ian Martin and Emily Best 17. Resolution No. 06-14-18 – Final Contractor Payment for Well No. 7 Rehabilitation Project (Traut Companies) - $2,029.25 18. Approve Pay Estimate No. 1 – 2018 Neighborhood Infrastructure Improvements (BCM Construction) – $115,388.25 19. Approve Pay Estimate No. 2 – Riverfront Renaissance Phase 3.1 (Global Specialty Contractors) – amount forthcoming VII. AWARDING OF CONTRACTS AND PUBLIC HEARING These are formal proceedings that give the public the opportunity to express their concern, ask questions, provide additional information, or support on a particular matter. Once the public hearing is closed, no further testimony is typically allowed and the Council will deliberate amongst itself and with staff and/or applicant on potential action by the Council. 1. Public Hearing – Ordinance Amendments to Chapter 34: Fees and Chapter 91: Animals Fluegel introduced the item requesting Council conduct a public hearing for an increase in the fee for dog pick up and reduce the time required before an unclaimed animal can be offered for adoption. Public hearing opened at 7:19 pm. Hearing no comments Public hearing closed at 7:20 pm. VIII. REPORTS FROM CITY STAFF These items are intended primarily for Council discussion and action. It is up to the discretion of the Mayor as to what, if any, public comment will be heard on these agenda items. A. Community Development 1. Resolution No. 06-15-18 - Site Plan – Resurrection United Methodist Church (615 West 15th Street) Hinzman introduced the item to asking council to approve the site plan request for Resurrection United Methodist Parking Lot Expansion. Council discussion on benefits of increased parking at site, light spill effect on neighboring properties, and stormwater ponding requirements. Vaughan, Leifeld to approve as presented. 7-0 C. Administration 1. Resolution No. 06-16-18 – Approve Issuance and Sale of $4,040,000 General Obligation Improvement Bonds, Series 2018A Mayor Hicks introduced Paul Steinmann from Springsted Inc. who provided results from the bond sale held earlier in the day. Council was requested to accept the winning bid from Northland Securities Inc.with a true interest rate of 2.67%. Steinmann also confirmed the City’s AA bond rating. Braucks, Folch to approve as presented. 7-0 2. 2nd Reading/Ordinance Amendment - Ordinance Amendments to Chapter 34: Fees and Chapter 91: Animals Braucks, Vaughan to approve as presented. 7-0 IX. COMMENTS FROM AUDIENCE During this period of time, citizens may speak informally to the Council on subjects not on the agenda Russell Moseman, 121 Tyler Street, is a resident of the Artspace Building. He thanked City Council for their support for the building and at the grand opening event. X. UNFINISHED BUSINESS XI. NEW BUSINESS XII. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS  Heritage Preservation Commission will meet on Tuesday, June 19th at 6:00 p.m. at City Hall.  Several City Council members at staff will attend the League of Minnesota Cities conference June 20th through June 22nd.  Thursday, June 21st the Public Safety Advisory Commission will meet at 6:30 p.m. at City Hall.  Monday, June 25th the Finance Committee will meet at 6:00 p.m. at City Hall.  The Planning Commission will meet on Monday, June 25th at 7:00 p.m. at City Hall.  The Planning Committee of the Council will meet on Tuesday, June 26th at 6:00 p.m. at City Hall.  City Offices will be closed on Wednesday, July 4th in observance of the 4th of July holiday.
