To: Mayor Hicks & City Council Members
From: Nick Egger – Public Works Director
Date: July 2, 2018
Item: Approve Change Order #2 for Riverfront Renaissance Phase 3.1 Improvements
COUNCIL ACTION REQUESTED
Council is requested to approve the attached change order to the contract for Phase 3.1 of the Riverfront
Renaissance program.
BACKGROUND INFORMATION
The Change Order sets a unit price on an item that was previously included as a small part of a lump sum
expense within the contract. The item, an additional controller “brick”, is necessary to add to the lighting control
system to produce capability for operating the aesthetic lighting on the Bridge. It was determined after
additional field investigation work that two of these bricks would be necessary rather than the one included in
the original contract as part of a larger lump-sum item.
Sam Kessel of Bolton & Menk has provided elaboration on the various adjustments and added work items in the
attached memo to help explain the background.
FINANCIAL IMPACT
The value of the items contemplated by Change Order #2 is a $575.94 increase to the total contract value, about a
0.11% increase. Overall, change orders to date represent an increase to the original contract value of 1.63%

Riverfront Renaissance Improvements – Phase 3.1
City of Hastings, MN
City Project Number: 2018-2
The following is a summary of Change Order #2 request and explanation of cause.
Bolton & Menk has been coordinating with Barr Engineering and Global Specialty Contractors for the
installation of the electrical control system that will tie into and control the existing lighting system under
the bridge. Upon further investigation of the existing system it has been determined that on additional
Echelon controller is needed to establish a proper connection. With this additional controller, the lights
under the bridge will be able to be brought online with the Echelon system that runs all of the downtown
and park lights.
The following bid item is requested to be added to the construction contract due to items that were not
foreseen at the time of bid.
