COUNCIL ITEMS TO BE CONSIDERED VI. CONSENT AGENDA The items on the Consent Agenda are items of routine nature or no perceived controversy to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember or citizen so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. 1. Pay Bills as Audited 2. Resolution – Approve One-Day Gambling Permit for Regina Auxiliary on October 28, 2018 3. Resolution – Approve Massage License for Barbara Payne of Power Within Chiropractic Clinic 4. Resolution – Approve Renewal Pawn Broker License for Old Mill Pawn Shop 5. Designate Always Lucy Strong as a Special Event on August 4, 2018 6. Resolution – Approve Temporary One-Day Liquor and One-Day Gambling Permit for Hastings Fire Department Relief Association’s 78th Annual Booya on September 8, 2018 7. Authorize Signature: Joint Powers Agreement – Dakota County East Transit Study 8. Approve Entry into Joint Powers Agreement with Dakota County – Dynamic Speed Sign on County Road 42 Near W 1st Street 9. Accepts Bids and Award Contract – Vermillion River Sediment Removal Project 10. Approve Change Order #2 – Riverfront Renaissance Phase 3.1 11. Approval Community Education Joint Powers Agreement 12. First Reading and Order Public Hearing for Changes to the Utility Fees 13. Resolution – Accept Donation of $1,200 from Angela DeFrance for a Memorial Bench 14. Resolution – Accept $1,600 Donation from Richard Gabbert for a Memorial Bench VII. AWARDING OF CONTRACTS AND PUBLIC HEARING These are formal proceedings that give the public the opportunity to express their concern, ask questions, provide additional information, or support on a particular matter. Once the public hearing is closed, no further testimony is typically allowed and the Council will deliberate amongst itself and with staff and/or applicant on potential action by the Council.
