City Council Memorandum To: Mayor Hicks & City Councilmembers From: John Hinzman, Community Development Director Date: August 6, 2018 Item: Site Plan #2018-36 – Parking Ramp – Former 1st National Bank (119 2nd St W) Council Action Requested: Adopt the attached resolution approving the Site Plan request of Confluence Development to construct a 123 stall parking ramp on the former 1st National Bank Site located at 119 2nd Street W. Approval requires a simple majority of Council. Background Information: Confluence Development purchased the 1st National Bank site in 2015 as part of the larger Great River Landing Development of the former Hudson Manufacturing Building located across the street at 200 West 2nd Street. The City Council and Hastings Economic Development and Redevelopment Authority (HEDRA) transferred title of the Hudson Building to Confluence earlier this year. The Hudson Building will be renovated to include a hotel, banquet facility, apartments, and residential units. The parking ramp is intended to supplement parking needs of Great River Landing as well as general parking needs within the downtown area. Advisory Commission Discussion: The Planning Commission voted 7-0 to recommend approval of the action at the July 30, 2018 meeting. Commissioners discussed lighting, private use of the first level, handicap parking, and appearance. Council Committee Discussion: N\A Attachments: • Resolution • Planning Commission Staff Report – July 30, 2018 VIII-B-4 HASTINGS CITY COUNCIL RESOLUTION NO._________ A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF HASTINGS GRANTING SITE PLAN APPROVAL FOR CONSTRUCTION OF A PARKING RAMP LOCATED AT 119 2ND STREET WEST Council member ___________________________ introduced the following Resolution and moved its adoption: WHEREAS, Stotko Speedling Construction has petitioned for Site Plan approval to construct a +/- 123 stall parking ramp on property owned by Confluence Development, LLC generally located at 119 2nd Street W, legally described as Lots 2 through 4, Block 12, TOWN OF HASTINGS, Dakota County, Minnesota; and WHEREAS, on July 30, 2018, review was conducted before the Planning Commission of the City of Hastings, as required by state law, city charter, and city ordinance; and WHEREAS, The Planning Commission recommended approval of the request subject to the conditions hereunder; and WHEREAS, The City Council has reviewed the request and recommendation of the Planning Commission. NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HASTINGS AS FOLLOWS: That the City Council hereby approves the Site Plan as presented subject to the following conditions: 1) Conformance with the plans submitted with the Planning Commission Staff Report dated August 6, 2018. 2) All disturbed areas on the property shall be stabilized with rooting vegetative cover to eliminate erosion control problems. 3) Approval of the Grading, Drainage, Erosion Control, and Utility Plans by the Public Works Director and payment of any required inspection escrows. 4) All lighting shall incorporate shields and cut-offs to direct light on the site. 5) Approval of the Site Plan by the Dakota County Highway Department. 6) Approval of the Site Plan by the Minnesota Department of Transportation. 7) Approval is subject to a one year Sunset Clause; if significant progress is not made towards construction of the proposal within one year of City Council approval, Site Plan approval is null and void. Hastings, MN 55033 VIII-B-4 To: Planning Commission From: John Hinzman, Community Development Director Date: July 30, 2018 Item: Confluence Development – Site Plan #2018-36 – Parking Ramp – 119 2nd Street W PLANNING COMMISSION ACTION REQUESTED: Review the request of Confluence Development for Site Plan approval to construct a 123 stall parking ramp to be located at the former 1st National Bank Site at 119 2nd Street W. BACKGROUND History Confluence Development purchased the 1st National Bank site in 2015 as part of the larger Great River Landing Development of the former Hudson Manufacturing Building located across the street at 200 West 2nd Street. The City Council and Hastings Economic Development and Redevelopment Authority (HEDRA) transferred title of the Hudson Building to Confluence earlier this year. The Hudson Building will be renovated to include a hotel, banquet facility, apartments, and residential units. The parking ramp is intended to supplement parking needs of Great River Landing as well as general parking needs within the downtown area. Existing Condition The 0.63 acre property contains a 12,248 s.f. building formerly occupied by 1st National Bank as well as surface parking. The property is fully developed with little green space. There is approximately 10 feet of elevation difference between the lower portion adjacent to 2nd Street and the rear of the property adjacent to the alley. Proposed Condition Demolition of the existing building and parking lot followed by construction of a two story parking ramp across most of the existing site. The north half of the site along 2nd street would contain 35 covered parking stalls at the 2nd Street grade. The 2nd floor of the parking ramp would contain 88 open parking stalls at the same grade as the alley along the south property line. Planning Commission Memorandum VIII-B-4 Comprehensive Plan Classification The site is designated as “Mixed Use in the 2030 Hastings Comprehensive Plan. Site development is consistent with the Plan. Zoning Classification The site is zoned C-3 – Community Regional Commerce. Automobile parking lots are a permitted use within the C-3 District. Adjacent Zoning and Land Use The following land uses abut the site Existing Use Zoning Comprehensive Plan North 2nd Street Former Hudson Bldg. DC – Downtown Core Mixed Use East Vermillion Street Bridge Fireside Social House C-3 – Community Regional Commerce Mixed Use South Alley Comfort by Design C-3 – Community Regional Commerce Mixed Use West Eddy Street Single Family Residential R-2 – Medium Density Residence Low Density Res. Metropolitan Council LCDA Grant The City obtained a 1,485,000 grant from the Metropolitan Council Livable Communities Demonstration Account (LCDA) for construction of the ramp. Confluence will be responsible for construction and ownership of the ramp, with the City serving as grant manager for reimbursement of expenses. The arrangement is similar to LCDA funding provided for the recent Hastings Artspace Project. Parking Use and Maintenance Agreement The City, HEDRA, and Confluence entered into a Parking Use and Maintenance Agreement in conjunction with the transfer of the main Hudson Building. The Agreement establishes use and obligations including: • Granting of an easement to allow for public parking within the entire private structure. • Developer will undertake maintenance of the structure. VIII-B-4 • City will participate in funding routine maintenance costs for the upper level stalls. • City will maintain general liability insurance for the structure. • Developer may close parking during specified times on the lower level of the structure for not more than 30 days per year and 5 days per month. The upper level of the structure will not subject to closure restrictions. The number of parking stalls within the ramp have increased from 119 to 123 since execution of the Parking Use Agreement. SITE PLAN REVIEW Vehicular Access and Circulation Access to the 35 covered spaces adjacent to 2nd Street would be provided from both Eddy Street and the Vermillion Street Bridge ramp road. Access to the upper 88 parking spaces would be from the southern adjacent alley. There would be no internal connection between the lower and upper floors within the parking ramp. The existing parking lot entrance along 2nd Street would be closed. Additional 2nd Street angle parking would be extended east towards the bridge. Pedestrian Access Sidewalks presently exist along 2nd Street on the north side of the site, and the Vermillion Street Ramp to the east. A stairwell connecting the upper and lower portions of the ramp is proposed near the northwest corner of the ramp. Confluence proposes to create a 2nd Street pedestrian crossing between the parking ramp and the former Hudson Building near Eddy Street. Approval of the crossing is subject to approval by Dakota County. Required Parking A portion of the parking needs for the Hudson\Great River Landing site were designated for the proposed parking ramp during the 2015 Site Plan approval and subsequent extensions. The 2015 Site Plan required construction of a total of 226 parking stalls between the Hudson and 1st National Bank properties. The combined parking total has now increased to 237 stalls. Architectural Appearance The exterior of the parking ramp would consist of precast architectural concrete to resemble the Highway 61 bridge. Molds would be used to provide an ashlar stone appearance. Lighter colored bands would offset the darker stone pattern. The color would not be surface painted but integrally mixed into the concrete for a more durable finish. Along 2nd Street the ramp would have an open appearance to the covered parking area and the height of the structure would be similar to that of the existing bank building. The choice of color and material patterns are designed to match existing structures and to blend into the background, as opposed to making an architectural statement. The large openings VIII-B-4 along 2nd Street and the limited depth of the parking areas are designed to provide maximum light and visibility to the parking area. Landscape and Streetscaping Street trees would be planted along Eddy Street on the western side of the ramp. A corner bumpout would be constrcted at the southeast corner of 2nd & Eddy Street to provide a shorter pedestrian crossing to the Hudson Building. The bumpout would resemble others similarly constructed downtown. Lighting Plan The upper deck of the ramp would incorporate pole lighting. A photometric lighting plan has been submitted. The proposed foot-candle illumination is below the 0.5 maximum at the edge of the property. Lighting is acceptable under the following condition: 1) All lighting shall incorporate shields and cut-offs to direct light on the site. Grading, Drainage, Erosion Control and Utility Plan Review The Public Works Department is reviewing the Grading, Drainage, Erosion Control, and Utility Plans. Significant changes to the Site Plan are not expected in order to meet Public Works reqirements. Site Plan approval shall be conditioned upon final approval of the Grading, Drainage, Erosion Control and Utility Plan by the Public Works Director. Dakota County Highway Review The site is adjacent to CSAH 42 (2nd Street). Plans have been submitted to the Dakota County Highway Department for review and comment. Site Plan approval shall be conditioned on final approval by the Dakota County Highway Department. MN DOT Review The site is adjacent to TH 61 (Vermillion Street). Plans have been submitted to MN DOT for review and comment. Site Plan approval shall be conditioned on final approval by the MN DOT.
