Work Session
Tuesday, August 21, 2018 – 7:00 PM
City Hall – Council Chambers Room
I. Call to Order 7:00 p.m.
Present Commissioners: Dave Pemble, Chelsea Piskor, and Joe Quinn. Parks and Recreation Director,
Chris Jenkins and Recreation Programming Specialist, Paige Marschall Bigler
Absent Commissioners: Nicole DePalma, Bruce Karnick, Ben Spader and Tim Stanley
II. Determination of Quorum
Quorum Present: 3:6
III. Approval of Minutes
a. Approve minutes of the Parks and Recreation Commission work session on
June 12, 2018

IV. Hastings Raiders Youth Lacrosse Presentation – Katy Rowan 7:05 p.m.
Parks and Recreation Director Jenkins welcomed Hastings Raiders Youth Lacrosse Club as a continuation
of presentations from athletic associations. Katy Rowan provided an overview of the Hastings Raiders
Youth Lacrosse including; participation, statistics, scheduling, history, funding and field usage. Commis-
sioners were provided the opportunity to ask the Lacrosse Club questions. Director Jenkins recommended
the Lacrosse club connect with the City of Hastings Sports Coordinator, Phil Vargas and attend the annual
field users meeting.
V. New Business 7:30 p.m.
a. Park Dedication – Wallin 18th Addition
Director Jenkins proposed the method as cash in lieu of land, due to the addition of lots in the current
division. If Commission recommends cash in lieu of land, the cash would be put into the Parks Dedica-
tion Fund, within Ward 4. Commissioner Pemble motioned cash in lieu of land. Commissioner Quinn
seconded the motion. Motion approved 3 ayes; 0 nays.
b. September PRC meeting
The Commission agreed on moving the Parks and Recreation Commission meeting from September
11th to Tuesday, September 18th 2018.
VI. Department Updates 7:45 p.m.
Director Jenkins gave a brief department update. Recreation Programming Specialist, Bigler encouraged
the Commission and public to attend an event in September for the last month of programming at Levee
Park.
a. Lions Park Ribbon Cutting & National Night Out
Commission Pemble recommended the Parks and Recreation Commission invite MNDot to attend an upcoming
meeting to share intended layout for Highway 316. Director Jenkins will reach out to MNDot to invite to an
upcoming meeting.
Commissioner Pemble motioned to adjourn meeting. Commissioner Quinn seconded the motion to adjourn. Mo-
tion approved 3 ayes; 0 nays.
