September 10, 2018
The City Council of the City of Hastings, Minnesota met in a Council Workshop on Monday
September 10, 2018 at 6:00 p.m. in the Volunteer Rom at the Hastings City Hall, 101 East 4th
Street, Hastings, Minnesota.
Members Present: Acting Mayor Vaughan, Councilmembers Balsanek, Braucks, Folch, Leifeld,
and Lund.
Members Absent: Mayor Hicks
Staff Present: City Administrator Melanie Mesko Lee
Community Development Director John Hinzman
Public Works Director Nick Egger
Transit and transportation have been broadly identified goals for the City Council for
many years. This workshop was requested so the Council could talk about this topic at
more length.
Transit Taxing District—this has been discussed, although has never progressed due to
lack of commitment by Met Council on when service would begin after joining the
district. Discussion of costs to join, whether the City would want a referendum process.
The Council also discussed whether a pilot program would be an option. There was
discussion on the data used to make transit decisions.
The Council also discussed the future of transit and transportation, including the
advancement of self-driving vehicles and more people potentially working from home.
What infrastructure (high speed internet, etc.) should be in place to support that. There
was discussion about whether lack of transportation has a negative impact on Hastings,
the generationally different perspectives of car ownership and demographic shifts. Met
Council currently has a funding deficit but the region is expected to grow significantly—
should we do a study to discuss what problems we are trying to fix. Discussion about
potential partnerships with Met Council, MVTA, other providers, and how other
communities have been successful in doing that. What are the state and Dakota County
goals and how can we work together?
Goals:
1. Consider an intracity approach first
2. Take care of our residents’ needs
3. Take a long term view
4. Develop partnerships to meet transit and transportation goals

Work with Met Council on more information on the Transit Taxing District
concept, as well as the opportunity to provide a pilot program and the associated
costs.
Report back on the Dakota County Sheriff’s pilot program for providing
transportation to released inmates
Report back on the Eastern Dakota County Study; staff will be scheduling a
Council workshop on that topic in October
Consideration on a future partnership with SRF, who is doing the Eastern Dakota
County Study, on possible expansion of their findings into Hastings.
Review the 2040 Comp plan and the transportation chapter
Motion by Lund, seconded by Braucks to adjourn at 7:43 p.m. Approved 6-0.
