Mayor Hicks welcomed Chuck Spavin from Hastings Sings. He introduced Sydney Cater and
Maria Ramos who recently completed in Minnesota Sings. The guests were recognized for their
accomplishments.

Approve Minutes of the Regular City Council Meeting on September 17, 2018 and City Council
Workshops on September 10, 2018 and September 12, 2018.

VI. CONSENT AGENDA
The items on the Consent Agenda are items of routine nature or no perceived controversy to be acted upon
by the City Council in a single motion. There will be no discussion on these items unless a Councilmember
or citizen so requests, in which event the items will be removed from the Consent Agenda to the appropriate
Department for discussion.

VII. AWARDING OF CONTRACTS AND PUBLIC HEARING
These are formal proceedings that give the public the opportunity to express their concern, ask questions,
provide additional information, or support on a particular matter. Once the public hearing is closed, no
further testimony is typically allowed and the Council will deliberate amongst itself and with staff and/or
applicant on potential action by the Council.
1. Public Hearing: Ordinance Amendment – Temporary Keeping of Goats for Control
of Invasive Species and Weed Control
Public Hearing Opened at 7:35;
Fortney introduced the item asking Council to adopt an Ordinance amendment to
Hastings City Code Chapter 91 – Animals, adopting an Ordinance for the
Temporary Keeping of Goats for Control of Invasive Species and Weed Control.
The Ordinance amendment would allow for the issuance of an administrative
permit to have goats for up to 30 days no more than twice a year.

2. Public Hearing: Ordinance Amendment – Electronic Graphic Display Signs
Public Hearing Opened at 7:42
Fortney introduced the item asking Council to adopt an Ordinance
amendment to Hastings City Code Chapter 155.08 – Sign Code pertaining to
Electronic Graphic Display Signs as follows: Eliminate the 25 percent
maximum sign face limit on the use of the electronic graphic display signed.
The change would allow the entire sign face of a sign to be utilized for an
electronic graphic display sign. Enact a 25 percent maximum on the use of
electronic graphic display signs in interior windows.

VIII. REPORTS FROM CITY STAFF
These items are intended primarily for Council discussion and action. It is up to the discretion of the Mayor
as to what, if any, public comment will be heard on these agenda items.
A. Public Works
1. Water System Update
Nick Egger and Lee Stoffel provided an overview of the operational and
communications timeline. Karla Peterson from MN Department of Health was also
present to discuss the process. She noted that the Level 2 assessment did not
determine a specific cause, but did identify a number of possible options. MDH
recommends consideration of permanent chlorination. She commented on how
responsive the City was to the issue and was able to get it resolved in a very short
timeline.
The Council thanked the MDH and staff for their update and their work on the
issue. The City has conducted an event debrief and will be working on a number of
identified areas to strengthen the process.

B. Community Development
1. 2nd Reading/Adoption: Ordinance Amendment – Temporary Keeping of Goats
for Control of Invasive Species and Weed Control
There was discussion of possible other application of this concept on City property.

2. 2nd Reading/Adoption: Electronic Graphic Display Signs
There was discussion of how to address malfunctioning signs. Staff will follow up on
the concern presented.

C. Administration
1. Tourism Bureau Budget & Presentation
Kristy Barse, Chamber President from Hastings Area Chamber of Commerce &
Tourism Bureau, gave 2017-18 Visit Hastings MN Highlights. Also presented
Tourism Bureau Budget Overview for FY 2018 -2019.
The Council thanked the Tourism Bureau for their efforts.
No action needed.
2. Special Event Request – Candy Crawl
Mesko Lee introduced the item asking Council to grant Special Event Request –
Downtown Hastings Creepy Candy Crawl. Applicant Nathan Kranz with Midwest
Realty and a number of businesses in the downtown area are requesting closure of
three blocks on 2nd street, from Vermillion St. to Tyler St. from 3:00 p.m. – 9:00
p.m. on Wednesday, October 31st, 2018.

XII. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS
Planning Commission Meeting on Monday, October 8 at 7:00 p.m. at City Hall
Parks and Recreation Commission Meeting Workshop on Tuesday, October 9 at 7:00
p.m. at Joint Maintenance Facility
HEDRA Meeting on Thursday, October 11 at 6:30 p.m. at City Hall
Diversity, Equity, and Inclusion Community Group will meet on Thursday, October 11
at 6:00 p.m. – location is at City Hall
Monday, October 15 Next City Council Meeting
We are also kicking off Equity Innovation Labs—a series of community
engagement sessions with hands-on learning and reflecting exercises to develop a
common understanding of identified challenges. There will be five sessions, held at
the Dakota Pines Banquet Facility (2015 Westview Drive) from 6-9 p.m. Free
childcare through the YMCA KidStuff Program will be available. Food will also be
available for purchase. The first one will be Tuesday, October 23.
