HomeMy WebLinkAbout04-16-01 Hastings, Minnesota April 16, 2001 The City Council of the City of Hastings, Minnesota met in a regular meeting on Monday, April 16, 2001 at 7:00 p.m. in the City Hall Council Chambers, 101 4th Street East, Hastings, Minnesota Members Present: Council members, Schultz, Hazlet, Hicks, Riveness, Yandrasits & Moratzka Mayor Werner Members Absent: None Staff Members Present: Dave Osberg, City Administrator~ Shawn Moynihan, City Attomey~ Matt Weiland, City Planner Marty McNamara, Parks & Recreation Director Tom Montgomery, Public Works Director and Melanie Mesko, Administrative Assistant/City Clerk Approval of Minutes Mayor Werner asked if there were any corrections or additions to the minutes of the regular meeting of April 2, 2001. Councilmember Yandrasits noted an incorrect meeting time. The minutes were approved as amended. Approve Lock and Dam Access Road Maintenance Agreement with Corps of Engineers and Authorize Signing of Agreement Moved by Council member Moratzka, seconded by Councilmember Hazlet to approve the agreement as presented. 7 Ayes~ Nays, None. Approve Special Warranty Deed for Koch Tank Farm Property and Authorize Signing of Document Moved by Councilmember Riveness, seconded by Councilmember Moratzka to approve the Koch warranty deed and the lot split as requested. 7 Ayes~ Nays, None. Award Contract-Lock and Dam Access Road and Riverfront Trail Improvements Moved by Councilmember Riveness, seconded by Councilmember Hazlet to award the bid to Holst Excavating in the amount of $890,071.00. 7 Ayes; Nays, None. Resolution-Century South EA W - EIS Determination Moved by Councilmember Yandrasits, seconded by Councilmember Riveness to approve the determination that an EIS is not needed for this project. 7 Ayes; Nays, None. Resolution-Riverdale Access Agreement Moved by Councilmember Yandrasits, seconded by Moratzka to direct staff to work with Dakota County to prepare a draft maintenance agreement only for this road. 7 Ayes~ Nays, None. Resolution-Establish Street Sweeping Fees and Reinspection Fees Moved by Council member Moratzka, seconded by Councilmember Yandrasits to establish the following fees: $85.00/hour with a minimum of one hour for street sweeping and $47.00/hour for reinspection fees for erosion control, final as-built, trash and debris, and top of block surveys. 7 Ayes; Nays, None. Resolution-Authorizing the Sale of Bonds to Construct a Parks Maintenance Garage Moved by Councilmember Schultz, seconded by Councilmember Hicks to approve the sale of bonds as presented. 7 Ayes; Nays, None. Reports from City Committees, Officers, Council members Councilmember Yandrasits noted that the Minnesota Historical Society is looking to transfer ownership of the LeDuc Mansion to different ownership. This issue was sent to the Natural Resources and Recreation Committee for further discussion.
