Parks & Recreation Commission Agenda
Tuesday, February 12, 2019 – 7:00 PM

I. Call to Order 7:00 p.m.
Present: Acting Chair, Nicole DePalma, Commissioner Dave Pemble, Ben Spader and Tim Stanley. Parks
and Recreation Director, Chris Jenkins and Recreation Programmer, Paige Marschall Bigler
Absent: Commissioner Joe Quinn, Bruce Karnick, and Chelsea Piskor
II. Determination of Quorum
Quorum Present: 4:7
III. Approval of Minutes
a. Approve minutes of the Parks and Recreation Commission work session on
January 8, 2019
Commissioner Pemble motioned to approve minutes, Commissioner Stanley seconded the motion.

IV. Indoor Park Discussion 7:05 p.m.
Acting Chair DePalma opened the Commission discussion on an indoor park facility.
Commissioner Stanley provided an overview on the benefits to an indoor park facility in Hastings. Stanley
provided examples of privately owned and municipally owned facilities. Commission discussed the vari-
ous models and options. Commissioner Stanley mentioned Councilmember Lund’s research and interest.
Director Jenkins identified possible responsibilities for the Parks and Recreation Commission. Commis-
sion is interested in holding a workshop session to discuss the idea further and next steps to continue the
conversation. Councilmember Lund introduced himself to the Commission and expressed interest in the
conversation moving forward. Staff will reach out to Commission to schedule a workshop session.
V. Department Updates 7:45 p.m.
Director Jenkins gave an update on parks and trails maintenance, including plowing and outdoor rinks.
Director Jenkins is currently gathering data and historical information to prepare for 2020 budget plans
and the Capital Improvement Projects (CIP). The Department is advertising for seasonal hiring including
Park Maintenance Staff, Aquatic Center Staff and a Parks and Recreation Intern. Interested individuals

Commissioner Pemble motioned to adjourn, Commissioner Spader seconded the motion.
