Utilities Committee Meeting Recap
May 20, 2019

City Hall Volunteer Room
Present: Interim City Administrator Julie Flaten, Councilmembers Joe Balsanek, Trevor Lund, Tina Folch,
Pete Lindstrom and Lissa Pawlisch from Clean Energy Resource Teams (CERTS), Public Works Director
Nick Egger, and citizen Deb Saunders.
Chair Balsanek called the meeting to order and gave an overview of his desire for a long range plan for
renewable energy.
Pete Lindsrom went over the mission and partners of CERTS. He also talked about the programs offered
through CERTS. He also commended the City for keeping up the B3 Benchmarking data which is
valuable when looking at renewable energy options. Pete discussed the energy efficiency initiatives
available, solar options, models, availability, risks, rate types, and historical trends. He also discussed
wind and the Renewable Energy Credits (REC) and the lack of availability at this time.
Lissa explained in more detail the Applicable Retail Rate (ARR) and Value of Solar (VOS) rate options
along with the current availability of each.
Committee members discussed the need to establish goals for renewable energy, talking to our peer
communities about their experiences, and defining any associated costs.
The Committee unanimously supported recommending to the full Council that staff prepare a Request
for Proposals for solar subscriptions.
