1. Climate Controlled Storage County Crossroads
Staff provided a summary of a proposed request to accommodate climate controlled storage at County
Crossroads including conversion of the former Sears lease space and construction of a new facility. The
property is Zoned C-4 Regional Shopping Center. The existing zoning district does not allow storage as
the primary use of the property. Skip Melin of Cushman Wakefield was present on behalf of the property
owner Ed Rymer. Committee members discussed the following:
Could City\\HEDRA owned land within the Industrial Park be swapped to accommodate the use.
Other locations that the proposed use could occur.
What would be the larger effects of a change to allow storage at County Crossroads.
Concern on having larger exclusively warehouse\\storage areas within commercial districts.
How does this fit within the Vermillion Street Corridor Plan.
Action: Schedule additional discussion at an upcoming Planning Committee Meeting. Committee
uncertain to accommodate a change to allow for the use.
2. Keeping of Chickens in Residential Zoning Districts
Action on the latest version of an ordinance amendment to allow chickens in residential areas was denied
th
on a 3-3 vote at the May 20 City Council Meeting. Upon conclusion of the item, the Council voted to
direct the Planning Committee to review the ordinance. Staff presented a revised draft ordinance
amendment eliminating review by the Planning Commission and City Council; licenses would be directly
issued by City Staff. Committee members discussed the following:
Potential for disease with keeping of chickens in residential areas.
Effect of the ordinance on home owners associations; some home owners associations may prohibit
keeping chickens.
Notification of neighboring property owners. Staff suggested removing notification of a license
application in lieu of no public hearings or City Council review. Language would be changed to
encourage license applicants to notify their neighbors.
Removing the one year provisional status of the license; licenses would be issued for a five year
period.
No additional setback for chickens beyond that of existing accessory structure standards.
Action: Schedule a future Planning Committee Meeting to examine the changes discussed.
