DETERMINATION OF QUORUM V. APPROVAL OF MINUTES Approve Minutes of the Regular City Council meeting and workshop on June 3, 2019. Minutes were approved as presented. VI. COMMENTS FROM THE AUDIENCE Comments from the audience may include remarks about items listed on the Consent Agenda. Patrick Kelly, 321 West 11 Street, shared concerns about chlorination of drinking th water and suggests replacement of infrastructure. VII. COUNCIL ITEMS TO BE CONSIDERED VIII. CONSENT AGENDA The items on the Consent Agenda are items of routine nature or no perceived controversy to be acted upon by the City Council in a single motion. There will be no discussion on these items unless a Councilmember so requests, in which event the items will be removed from the Consent Agenda to the appropriate Department for discussion. AWARDING OF CONTRACTS AND PUBLIC HEARING These are formal proceedings that give the public the opportunity to express their concern, ask questions, provide additional information, or support on a particular matter. Once the public hearing is closed, no further testimony is typically allowed and the Council will deliberate amongst itself and with staff and/or applicant on potential action by the Council. X. REPORTS FROM CITY STAFF These items are intended primarily for Council discussion and action. It is up to the discretion of the Mayor as to what, if any, public comment will be heard on these agenda items. A. Public Works B. Community Development C. Administration 1. Providing for the Competitive Negotiated Sale of $3,935,000 of General Obligation Resolution No. 06-16-19 Improvement Bonds, Series 2019A, Lammers introduced Jessica Green, Northland Securities, who discussed the proposed sale date, process and issuance of general obligation bonds for financing of various street improvement projects. Braucks, Vaughan to approve as presented. 7-0 2. Energy Action Plan Update White provided a history of the initiative and introduced Marissa Bayer from the Center for Energy and Environment who explained the Energy Action Plan. Council discussion on support for the plan, City leadership role, incentives for utilization of program, data tracking, membership of team, and appreciation for everyone involved. 3. Solar Subscription Flaten summarized previous Council discussions of solar subscriptions. The Utilities Committee of the Council unanimously recommended that the Council direct staff to prepare a Request for Proposals for solar subscriptions. The Utilities Committee will review the proposals. Council discussion on what’s changed since 2017, length of contract and associated risks, City’s long-term sustainability goals, correlation with Energy Action Plan, and potential obstacles to approval. Update on City Administrator Hiring Process Jim Miller, The Mercer Group, updated the Council on the hiring process to date and the recommended semi-finalists for the upcoming Ad Hoc Committee interviews.
