IV. DETERMINATION OF QUORUM
Presentation – ‘Familiar Faces’ and Coordinated Response to Mental Health
Schafer introduced Emily Schug, Dakota County Social Services Deputy Director,
and Angela Lockhart, Integrated Service Delivery Coordinator, who presented
information regarding mental health awareness and coordination with the Hastings
Police Department.
V. APPROVAL OF MINUTES
Approve Minutes of the Regular City Council meeting on June 17, 2019.
Minutes were approved as presented.

Comments from the audience may include remarks about items listed on the Consent Agenda.

VIII. CONSENT AGENDA
The items on the Consent Agenda are items of routine nature or no perceived controversy to be
acted upon by the City Council in a single motion. There will be no discussion on these items
unless a Councilmember so requests, in which event the items will be removed from the Consent
Agenda to the appropriate Department for discussion.

IX. AWARDING OF CONTRACTS AND PUBLIC HEARING
These are formal proceedings that give the public the opportunity to express their concern, ask
questions, provide additional information, or support on a particular matter. Once the public
hearing is closed, no further testimony is typically allowed and the Council will deliberate
amongst itself and with staff and/or applicant on potential action by the Council.

These items are intended primarily for Council discussion and action. It is up to the discretion of
the Mayor as to what, if any, public comment will be heard on these agenda items.

1. Resolution : Site Plan #2019-16 – Storage Building – Schlomka –
710 Commerce Drive
Hinzman discussed Site Plan #2019-16 and the applicants desire to build an
industrial garage on their storage lot. This item was unanimously approved at
the June 24 Planning Commission meeting.
Council discussion on landscaping, clarification on adding additional shrubs,
pavement of area, and proposed covenants.
Don Schlomka responded to council questions.
Vaughan, Braucks to approve as presented.

2. Adopt Economic Development Strategic Plan
Fifield described the Economic Development Strategic Plan. This plan was
approved by HEDRA and is an informational item for the Council.
Council discussion on implementation of plan and updates to be provided to the
City Council.
C. Administration
1. Approve Finalists in City Administrator Hiring Process
Jim Miller, The Mercer Group, recapped the City Administrator hiring process
to date and recommended four candidates be named as finalists following
thth
interviews held by the Ad Hoc Committee on June 19 and 24.
Council discussion on candidates by the Ad Hoc Committee and the process.
Braucks, Leifeld to approve as presented.

2. Presentation and Approval of the 2018 Comprehensive Financial Report
Lammers introduced Nancy Schulzetenberg, Bergan KDV. Schulzetenberg
presented information on the 2018 Comprehensive Financial Report and audit
process.
Council discussion on Finance Committee meeting held before Council meeting,
recognition of staff efforts, attention needed of Fire & Ambulance and Hydro
funds.

3. Public Safety Advisor Commission 2018 Annual Report
Public Safety Advisor Commission Dolores Pemble recapped the work of the
Commission during 2018.
4. Tobacco 21
Schafer reviewed the history of Tobacco 21, noted the approach of other Cities
within Dakota County and recommendations from the Public Safety Advisory
Commission including that the Public Safety Committee of the Council review
this item.
Council discussion on resources available, most vaping issues occur at High
School, labor needed for enforcement, cross-city enforcement concerns,
appreciation of PSAC review, role of State Legislature, and purchase age vs. use
age.
Folch, Balsanek to approve to send to Public Safety Committee of Council for
further review.

XIII. REPORTS FROM CITY COMMITTEES, OFFICERS, COUNCILMEMBERS
All City offices will be closed Thursday, July 4 in observation of Independence
Day.

Planning Commission meeting on Monday, July 8 at 7:00 p.m. at City Hall.

Planning Committee of the City Council meeting on Tuesday, July 9 at 6:00
p.m. at City Hall.
Parks & Recreation Commission meeting on Tuesday, July 9 at 7:00 p.m. at
City Hall.

HEDRA will meet on Thursday, July 11 at 6:00 p.m. at City Hall.

On Monday, July 15 the City Council will hold a workshop regarding the
Dakota County Eastern Transit study.
Councilmember Lund reached out to Senator Bigham and Representative
Jurgens for possible assistance with damage caused by flooding at Lake Rebecca
and requested staff follow up.
Mayor Fasbender shared a letter received from a young citizen regarding plastic
bags and pollution.
