Approve Minutes of the Regular City Council meeting and workshop on August 19, 2019
and Special Council meeting on August 28, 2019.
Minutes were approved as presented.

VIII. CONSENT AGENDA
The items on the Consent Agenda are items of routine nature or no perceived controversy to be
acted upon by the City Council in a single motion. There will be no discussion on these items
unless a Councilmember so requests, in which event the items will be removed from the Consent
Agenda to the appropriate Department for discussion.

7. Approve Change Order #11 for City Hall Masonry Restoration
IX. AWARDING OF CONTRACTS AND PUBLIC HEARING
These are formal proceedings that give the public the opportunity to express their concern, ask
questions, provide additional information, or support on a particular matter. Once the public
hearing is closed, no further testimony is typically allowed and the Council will deliberate
amongst itself and with staff and/or applicant on potential action by the Council.
1. Public Hearing: Amend City Code Chapter 155 – Climate Controlled Storage in C-4
Zoning District
Hinzman introduced the item and requested Council to hold a public hearing
and complete a second reading of the proposed ordinance amendment to allow
climate-controlled storage facilities within the C-4 Zoning District; City Code
Sections 155.02 and 155.32. He detailed the Planning Commission’s discussion
relating to the proposed ordinance amendment and that the Planning
Commission unanimously voted to approve the amendment.

Council discussion on clarification of square foot limits of stand alone building
and multi-tenant building use, other places climate-controlled storage may be
permitted in City with this change.
2. Public Hearing: Geek Grind Sidewalk Café License Application
Flaten discussed Geek Grind’s proposed sidewalk café and requested Council to
hold a public hearing regarding this item.

Schafer discussed the history of the Hastings Police Department Body
Camera program, the purpose for the audit report and the audit report
findings.
Council discussion commending Police Chief and all Police Department staff
on implementation or program, volume of data generated, officer experience
with cameras, and common storage solution with other Dakota County
agencies.
Folch, Vaughan to approve as presented.

3. Mobile Command Vehicle
Schafer detailed the need for a mobile command vehicle, the purchase of a
used one from the City of Minneapolis, and detailed costs for maintenance
and to mark the new vehicle.
Council discussion on specialty training needed to drive or operate, where
vehicle will be stored, how staffed when deployed, planning for replacement
in future, collecting data on usage, and technology needs.

4. Resolution : Vermillion River Regional Greenway
Jenkins introduced John Mertens, Senior Planner for Dakota County who
described Dakota County’s Master Trail Plan, the Vermillion River
Regional Greenway corridor project and the City’s participation in the
Master Trail Plan.
Council discussion on when maintenance/ownership transfers to Dakota
County for sections of trail, costs after Joint Powers Agreement established,
clarification on what is being asked of council, update on Hastings to Red
Wing trail, and Vermillion River trail segments.

Utilities Committee of the City Council will meet on Wednesday, September

at 5:30 p.m. at City Hall to discuss the 2020 budget.

Planning Commission will meet on Monday, September 9 at 7:00 p.m.
