Pay all bills as audited. XIV ADJOURNMENT Hastings , Minnesota November 17, 1927 City Council of the City of Hastings , Minnesota met in a special closed door meeting on Tuesday, November 17 , 1987 at 7 :00 P.M. in the City Engineer' s conference room at City Hall , 100 Sibley Street, Hastings, Minnesota. Members Present: Councilman {ulzer, Ross, Riveness, Bond, Trautmann, Werner and Mayor Stoffel . j Members Absent : None. The Mayor called the meeting to order at 7 :00 p.m, and announced that the purpose of the meeting was to discuss union negotiations for 1983 and possibly years after. Gary Brown, City Administrator gave an overview of the current demands as well as a report from a meeting that he and Lori Webster attended regarding the overview of all negotiations of the metropolitan areas . City Administrator then reviewed with City Council his recommendations for a strategy on developing union contracts with the three following unions; International Brotherhood of Teamsters Local 320 ; Fire and Police, and the International Union of Operating Engineers Local 49, Public Works . A motion was made by Councilmember Werner seconded by Councilmember Bond to authorize the City Administrator to offer the Police Union a three year package: first year 2%, second year 2% , and third - - ear 2% -with a-maximum-figure-f-or -two y g years--not to exceed 4 1/2-10- and a maximum figure for three years not to exceed 7 1/2% . In addition the proposal should not exceed a $5 one time adjustment to the Longevity pay in the three year period for each step, and a 5% annual adjustment to clothing allowance. 7 Ayes , 0 Nayes . Motion was made by Councilman Werner seconded by Councilmember Moss to offer the Fire Department a similar package to the Police with an original offer of 6% for three years, a maximum offer of 4 1/2% over a two year period and a maximum 7 1/20- offer /20offer over three years . No longevity would be allowed due to the incentive of Tire Relief Association. Physicals would only be paid for by the city if required by State or Federal Statutes and the city would adopt the NFPA 1.500 when required to by State and Federal regulations. 6 Ayes, 0 Nayes (the Mayor had left the room just prior to the vote) . Discussion then focused on the Public Works Union and a motion was made by Councilmember Trautmann, seconded by Councilmember Riveness to offer a similar offer of 2, 2 and 2 with a maximum of 4 1/2o in two years and 7 1/2% in three years allowing for two positions to be upgraded in the Parks Department as Light Equipment Operator along with a proposal to upgrade the 14astewater Operator Class SC to include a provision of adding $10 .00 when in addition to a Waterworks Operators License per month. The Hydro Electric Operation would be looked into as an November 17, 1987 adjustment to those water operators currently working at the Hydra Electric Plant with a reimbursement of time when spent at the Plaut included. 6 Ayes, 0 Nayes (Council-member Werner had to leave due to a prior at Intek) .
