Chair Johnson called the meeting to order at 7:00 p.m.
1. Call Meeting to Order
Planning Commissioners Present: Johnson, Martin, Best, Messina, Romens, Halberg
Planning Commissioners Absent: Siebenaler.
Staff Present: Community Development Director John Hinzman
City Planner Justin Fortney
2. Oath of Office
Hinzman administer the Oath of Office to Commissioners Best, Halberg, Johnson, Romens
and Messina.
3. Approval of Minutes
Commissioner Martin moved to approve the minutes as amended, seconded by
Commissioner Best. Ayes 6; Nays 0. Motion approved.
PUBLIC HEARINGS
4. Shepherd of the Valley Church - Comprehensive Plan Amendment\Rezoning #20-02 -
1450 West 4th Street.
Fortney explained the amendment to the Comprehensive Plan and rezoning of 1450 West 4th
Street. He noted that the application was amended to include only the eastern half of the
subject property.
Commissioner Johnson opened the public hearing at 7:08pm.
Robert Wellemeyer, 365 Summit Point Ct, expressed concerns about the rezoning of the
property. Fortney addressed his concerns.
Hinzman clarified the two proposed actions before the Commissioners; the Comprehensive
Plan amendment proposed action and the rezoning proposed action.
Hinzman verified with the applicant that the application was amended for only the eastern
half of the subject property. The applicant replied yes.
Troy Lund, trustee for Shepherd of the Valley Church, discussed the amendment to the
rezoning request for only the eastern half of the property. He also discussed the reason for the
requests.
Lenard Graham, 353 Summit Point Ct, indicated he was concerned that a developer may
purchase the property and build a tall building.
Jenni Thomas, 330 Summit Point Ct, asked about the loss of parking in the Church’s parking
lot and the possible future density of the subject property.
Commissioner Johnson and Fortney discussed the zoning around the subject property.
Cathy Isles, resident on Summit Point Ct, and Hinzman discussed the zoning districts around
the subject property. Isles, Fortney and Hinzman talked about the possible future building
and density scenarios.
Hinzman reiterated what the Planning Commission was voting on and that the submitted
plans were concept plans.
Arlene Wellemeyer, 365 Summit Point Ct, indicated that she was worried that a multi-unit
apartment building may be built.
Ann Voelker, 244 Summit Point Dr, questioned whether there would be adequate parking if
the eastern portion of the property was sold. Lund addressed her parking concerns.
Lund described the mission outreach of the Shepherd of the Valley Church and the current
condition of the parking lot.
Cheryl Crosby, 235 Summit Point Dr, and Fortney discussed if future development would
affect the stormwater basin.
Mike Bulk, 325 Whispering Lane, inquired how many single-family homes could the subject
property have with the current zoning. Fortney answered seven or eight homes. Bulk
indicated that he was concerned about traffic if multi-unit housing was built due to the
zoning change to R-3.
Isles and Hinzman discussed street parking in the neighborhood.
Commissioner Johnson commented about increasing the parking if necessary.
Wellemeyer asked about the economic feasibility due to stormwater mitigation. Lund
responded to his question.
Patricia Schultz, 400 Crestview Dr, and Lund discussed the densities between R-1 and R-3
zoning districts.
Hearing no further comments, Commissioner Johnson closed the public hearing at 7:52pm.
Commissioner Johnson asked for clarification of the various residential zoning densities.
Fortney detailed the densities for the residential zoning districts.
Commissioner Martin expressed his opinion about changing the zoning of the subject
property.
Commissioners Messina and Johnson explained why they supported the rezoning of the
subject property.
Commissioner Johnson and Lund discussed the border of the proposed rezoning area.
Commissioner Johnson moved to approve the Comprehensive Plan Amendment and
Rezoning as amended for the eastern portion of the subject property, seconded by
Commissioner Best. Ayes 5; Nays 1, Martin. Motion approved.
Hinzman indicated that the City Council will conduct the first reading of the amendment and
rezoning at the January 21, 2020 meeting. He also stated that the public hearing for this item
would be done at the February 3, 2020 City Council meeting.

Hinzman discussed the upcoming Planning Commission meeting schedule.
6. Adjourn
Commissioner Martin motioned to adjourn at 8:15 p.m., seconded by Commissioner
Romens. Ayes 6; Nays 0. Motion approved.
