HomeMy WebLinkAboutRecap - CCPC Agenda 20200130 MEETING SUMMARY Planning Committee of the City Council January 30, 2020 – 6:00pm Hastings City Hall Community Room Planning Committee Members Present: Chair Vaughan, Balsanek, and Leifeld Staff Present : Community Development Director Hinzman Others Present: Rob Barse, Mint Development Senior Housing - Schmitt Property - County Road 47 1. . Discuss a potential 120 unit senior housing proposal. The building would be four stories tall with the first floor being parking. Buiding would include a continuum of care from independent to memory care units. A day care center would also likely be part of the building. The 11.3 acre property is located on the north side of County Road 47 at the intersection of Riverwood Drive and owned by Patrick Schmitt. Development of the property would necessitate a Comprehensive Plan Amendment to High Density Residential and Rezoning to R-4. Committee Members discussed the following:  100 year flood plain and future use and development.  Access to the site and traffic on County Road 47; could a roundabout be considered at the location.  Dakota County Highway’s response to access.  Mixture of apartments and uses.  Fit within the neighborhood  Utility capacity  Future affect to infrastructure. Action: General support by the Committee of proposed use, density of 120 units, and pursuit of zoning and land use changes.
