Call Meeting to Order Planning Commissioners Present: Johnson, Siebenaler, Messina, Romens, and Halberg Planning Commissioners Absent: Martin and Best. Staff Present: Community Development Director John Hinzman 2. Approval of Minutes Commissioner Romens moved to approve the minutes as amended, seconded by Commissioner Messina. Ayes 4; Nays 0; Siebenaler abstained. Motion approved. PUBLIC HEARINGS 3. City of Hastings - Ordinance Amendment - C-2 Zoning Uses Hinzman provided a summary of the proposed ordinance amendment to the C-2 Zoning district uses. Commissioner Johnson opened the public hearing at 7:07 pm. Mark Lambert, representative of Summit Management, LLC and Hastings Commons, LLC, asked how the proposed camping definition would affect the manufactured home and RV community at 2505 Vermillion Street. Hinzman did not think it would. about the proposed camping area. Lambert noted that Summit Management and Hastings Commons owns two parcels which would be affected by the ordinance amendments. He also stated why he opposed the proposed ordinance amendment and commented on the timing of the amendment. Hearing no further comments, Commissioner Johnson closed the public hearing at 7:12 pm. Commissioner Johnson and Hinzman discussed the current allowed uses and the proposed amendments to the C-2 zoning district. Commissioner Siebenaler remarked on the timing of the proposal and asked what prompted the proposed changes. Hinzman discussed the timing and reasons for the proposed changes. Commissioner Messina praised the Vermillion Street Corridor study. He also indicated that the Commission should be focusing on the vision of the Vermillion Street Corridor rather than focusing on specific properties; that the lawsuit and proposed ordinance amendment are two separate items. Commissioners Romens and Halberg and Hinzman discussed various definitions in the proposed ordinance amendment. Commissioner Messina and Hinzman talked about motor coach lot rentals. Lambert commented about the Vermillion Street Corridor study and stated his opinion for the reason of the proposed ordinance amendment. Commissioner Siebenaler remarked about the timing of the proposed ordinance amendment and other recent ordinance amendments, the value of the amendments and questioned why ordinances were amended rather than issuing special use permits or variances. She remarked that this proposed ordinance amendment should be tabled until the conclusion of the lawsuit. Hinzman addressed Commissioner Siebenaler’s comments regarding the proposed changes in the ordinance. Commissioner Romens commented about the timing on the proposed ordinance amendment. He indicated that regardless of the pending lawsuit, the proposed ordinance amendment does follow the Vermillion Corridor Plan. Commissioner Siebenaler and Hinzman discussed how the information of the public hearing was disseminated. Commissioner Johnson explained why he agreed with his fellow Commissioners. The Commissioner, Hinzman and Lambert discussed the mobile home park, manufactured home sales, RV rentals and sales and lumber yards in the C-2 zoning district. Hinzman stated his rationale for various definitions in the proposed ordinance amendment. Commissioner Johnson recommended to table the discussion for staff to address changes suggest by the Commissioners, seconded by Commissioner Siebenaler. Ayes 5; Nays 0. This item will be brought back to the Planning Commission on February 10, 2020. Other Actions 4. Other Business Hinzman discussed the upcoming Planning Commission meeting schedule. 5. Adjourn Commissioner Siebenaler motioned to adjourn at 8:15 p.m., seconded by Commissioner Messina. Ayes 5; Nays 0. Motion approved. Next Meeting – February 10, 2020.
