HASTINGS HERITAGE PRESERVATION COMMISSION
Minutes ofthe Meeting of October 17, 2006
Hastings City Hall, 7:00 p.m.
I. Quorum: Commissioners Goderstad, Martin, Sovik.-Siemens, Simacek and Warg present;
staff; Grossman. Chairman Goderstad called the meeting to order.
II. Minutes of August 15 and September 18, 2006. Martin moved and Warg seconded
approval of August 15 as written; motion carried. Martin moved and Sovik.-Siemens seconded
approval of September 18 as written; motion carried.
ID. Review of building permits or design proposals
A. 209 W. 7tb Street. Andy McCoy. The owner, presented application and materials.
Martin moved and Warg seconded approval for following items; motion carried, 5-0: paint
house; replace asphalt shingles with like material; install rubber roof on porch; install painted
gutters and round downspouts requiring the removal of fascia on west eave.
Warg moved and Simacek seconded approval of an iron gate on the porch; motion carried, 4-1.
Martin moved and Sovik.-Siemens second approval ofthe iron fence and optional arbor in east
side yard; motion carried, 5-0.
Warg moved and Simacek seconded denial of approval for the decorative shingles and louver
replacing clapboard siding on the front gable on the grounds that there is no evidence of that
treatment on this house and that shingles and louvers were not typical of the Italianate style of
the original house; motion carried, 5-0.
During a discussion of possible future additions to the house for a new bedroom and garage, and
of a turret above the front porch, the commissions discouraged the turret idea and had a few
comments on the additions.
B. 612 Vermillion. Finley- Tronnier. Staff provided report on application..
Proposal to stabilize a sagging porch on carriage house. Martin moved and Simacek seconded
approval to remove the brick walls of a porch (later addition) on the carriage house and support
the porch roof with metal posts until a reconstruction plan is proposed in the spring. Motion
carried, 5-0.
Proposal to install new double hung prefinished metal combination storm windows and paint
existing metal storm windows to math the new. Sovik.-Siemens moved and Warg seconded
approval to replace storms all 1911 or later windows with rectangular dimensions; motion
carried 5-0. This approval deliberately excludes storms on all 1868 windows with round tops
and recommends the owner fmd double hung storms with round tops. The existing storms on
1868 windows do not have to be removed.
C. 1629 Vermillion. LeDuc Estate (City). Staff reported.
After discussion with SHPO and the LeDuc Historic Architect, City Staff proposed to install a
sodium yard light on a 6" pole near the ice house for safety purposes and to remove the existing
brown yard light behind the kitchen. The pole and fixture are to be painted black. Warg moved
and Simacek seconded approval as proposed; motion carried, 5-0.
IV. Business
Regular HPC meeting on November 20th is cancelled.
V. Information and Reports
A. Congratulations to Larry Phillips. He has accepted ajob with Taylor's Falls.
B. Martin, Sovik.-Siemens and Goderstad attended the annual Preservation Conference.
C. Members asked staff to report on City enforcement processes for violations of ordinances, and
if possible ask the City Attorney to attend a meeting.
VI. Adjourn. Sovik.-Siemens moved and Simacek seconded adjournment; motion carried.
