HASTINGS HERITAGE PRESERVATION COMMISSION
Minutes for the Meeting of December 19, 2006
Hastings City Hall, 7:00 p.m.
I. Quorum: Commissioners Goderstad, Behnke, Martin, Simacek and Hicks. Staff: Grossman.
Chairman Goderstad called the meeting to order.
II. Minutes of October 17, 2006. Martin moved and Simacek seconded approval, motion
carried.
ID. Review of building permits or design proposals
715 Vermillion Street. Anthony Price. Application for exterior sign approval.
Staff presented the application. Mr. Price was not present. Mr. Price has a business on
the first floor, but does not yet have City special use approval. Simacek moved and
Martin seconded denial of approval on the grounds that the proposed sign did not meet
guidelines and was incompatible with the historic character of the property and district,
specifically because it exceeded city size limits, it was backlit plastic with flashing lights,
it had moveable letters and was mounted on legs for temporary use. Motion carried, 5-0.
The date, construction and city approval of fence adjacent to the house was questioned.
IV. Business
Field Trip to Hastings, National Preservation Conference in 2007. Martin, Goderstad
and Hicks volunteered to assist if a field trip to Hastings is approved by the National
Trust.
Terms of Commissioners Goderstad, Simacek and Hicks. The commissioners
indicated they would like to be reappointed by council for another term.
CLG Grant project: Hicks moved and Martin seconded that staff request Council
approval to apply for a CLG grant for individual designation study and recommendations.
In 2006 the HPC reviewed all the properties surveyed in 1993 to determine which may
qualify for designation but have not been considered. These would be considered by a
consultant hired with the grant.
V. Information and Reports
1. Vermillion Street Wall restoration still moving forward.
2. A year's activities celebrating the City's 150th anniversary have been planned by the
committee.
3. The 110 E 4th Street rehabilitation is complete.
