HASTINGS HERITAGE PRESERVATION COMMISSION
Minutes of Meeting, April 18, 2006, 7:00p.m., City Hall
I. Quorum: Commissioners Behnke, Goderstad, Hellie, Hicks, Martin, St. James, Simacek,
Sovik Siemens, and Warg present. Staff: Grossman and Phillips. Chairperson Goderstad
called the meeting to order.
II. Minutes of March 21, 2006. St. James moved and Martin seconded approval ofthe
minutes; motion carried, 9-0.
III. Review of building permits or design proposals.
220 7th St. W. Amy Martin. New drip edge. Simacek moved and St. James seconded
approval; Martin declared a possible conflict and abstained; motion carried; 8-0-1 abstention.
Martin requested approval to replace a drip cap on the bay window that had been removed. It
will be used to protect the window from ice and water damage. Metal or other types of drip
edge are allowed but must be compatible with the historic appearance of the house.
IV. Business.
A. Nominations for annual preservation awards:

. 511 W. 4th St.
. 402 W 7th St.
. 121 E. 6th St.
. 119 E. 8th St.
The commissioners voted on a list of nominees for the annual preservation award. St.
James moved and Hicks seconded this list; motion carried; 9-0. Photos of houses that will be
considered for next years nominations for preservation awards will be saved.
B. Resolution 1-2006, adoption of design guidelines.
St. James moved and Martin seconded the resolution; motion carried; 9 - O.
V. Information and reports.
A. Designation of additional properties. Staff report.
PlanninglHPC Intern, Larry Phillips, is in the process of making a list of additional properties
houses that maybe up for designation. The list will be composed of 159 properties and a map
showing the location of these properties will be included.
B. Conservation district ordinance.
Copies and emails of Old Hastings Design Guidelines, an addition to the zoning code, will be
sent to members requesting a copy.
C. 474 Ashland Street. Jackie McNamara. Doors repair or replacement.
Mel Behnke reported that Mrs. McNamara's doors are weathered and in disrepair. She was
looking into replacing them with new similar looking doors. The cost would be high.
Behnke suggested that a contractor could fix up the old doors and weather strip them to
prevent air infiltration. The commission directed staffto notify Mrs. McNamara that they
recommended the old doors should be fixed up and to provide the names of some contractors
who could do this.
D. New Planning/HPC intern.
Larry Phillips, Planning/HPC intern was introduced to the council.
E. Concept plan for Levee Park.
The commissioners looked at plans and made recommendations on the lights and pavements
styles. There were 2 preferred types of lights and 2 preferred types of pavement styles. The
issue of illumination also came up. The commissioners want lights that will illuminate up
only small spots, not flood the entire park. Lights should also cascade down, not up. The
commission members also had questions on the effect of wind on the performance area and
on the width of the promenade; some felt the promenade would be too wide. A 15 foot
promenade was suggested; this will not take up as much green space or create as much
runoff.
F. Annual Preservation Conference, Red Wing, September 28 -29.
Katherine Sovik-Siemens, Bonnie St. James, and Mel Behnke expressed interest in attending
the conference.
G. Eminent domain: St. James moved and Hicks seconded direction to staffthat a letter be
sent to Senator Marko expressing the Commission's serious concern about the inclusion of
historic designation in the eminent domain legislation.
IV. Adjournment: St. James moved and Martin seconded adjournment; motion carried.

Resolution ~ - 2006
A Resolution Adopting Design Guidelines
WHEREAS MS 471.193 authorizes local governing bodies to establish a heritage
preservation commission to preserve and promote its historic resources, including the
enactment of rules governing construction, alteration, demolition and use; and
WHEREAS Sct. 2.18 of the Hastings City Code establishes the Heritage Preservation
Commission and its responsibilities, among them to protect Heritage Preservation Sites
by public review of all proposed alterations, relocations, demolitions or new construction;
and
WHEREAS Sct. 2.18, Subd. 6.E.2. provides that the Commission will be guided by the
Secretary of the Interior's Standards for Rehabilitation, as well as by the Guidelines
adopted by the Commission for the review of proposed changes within Heritage
Preservation Sites and Heritage Preservation Districts;
NOW THEREFORE BE IT RESOLVED: that the Design Guidelines for Historic
Districts, Heritage Preservation Sites, and Conservation Districts prepared by Landscape
Research and adopted by the Heritage Preservation Commission on September 17, 2002
are hereby adopted as the official guidelines for Commission review of proposed changes
within Heritage Preservation Sites and Heritage Preservation Districts as defined by the
Sct. 2.18, Subd. 2 and that Conservation Districts now fall under the Original Hastings
Design Standards, Section 10.13, Subd. 4 ofthe Hastings City Code.
ADOPTED by the Hastings Heritage Preservation Commission on this 18th day of April,
2006.
