HomeMy WebLinkAbout6-20-06 HPC minutes HASTINGS HERITAGE PRESERVATION COMMISSION Minutes of Meeting, June 20, 2006, 7:00p.m., City Hall I. Quorum: Commissioners St. James, Hellie, Behnke, Martin, Hicks, Siemens and Goderstad were present. Staff: Grossman and Phillips. Chairperson Goderstad called the meeting to order. II. Minutes of May 16, 2006. Martin moved and St. James seconded approval of the minutes; motion carried, 7-0. III. Review of building permits or design proposals. A. 1629 Vermillion Street, the LeDuc Mansion. City of Hastings. Grossman presented information regarding the proposal for added sidewalk lighting for the south east part of the building. The proposals were not for final decision, but rather to start the process of selection. Grossman presented seven options for lighting: 1. Two or three post lights along the sidewalk - the same design as those along the sidewalk to the parking lot. They are mounted on cut down telephone poles. 2. Three to five yard fixtures, 6 to 8 feet high, along the sidewalk. 3. Two lights mounted under the soffit of the house and/or kitchen to shine down on the sidewalk. 4. Two or three pedestal (bollard) lights along the sidewalk. 5. A spotlight mounted on the barn to shine across the yard at the sidewalk. 6. A series of low landscape lights along the sidewalk. 7. A second modern light along the sidewalk that would illuminate the sidewalk. The commissioners ag-reed that the lights would be needed for safety. Concerns that came up were: cutting into original material or attaching lights onto buildings, cluttering the grounds with too many lights, lights that people misinterpret as historic, people tripping on or running into lights, too much illumination, the look of the current lights and the possibility of lost opportunity to use lighting as an aesthetically pleasing part of the LeDuc experience. After discussion on the concerns of lighting the commission came up with three options, ranked from 1-3, to recommend for further review. These options are as follows: 1. A floodlight placed back far enough to illuminate the whole sidewalk. This floodlight would be placed on the grour;Jd, not on a building. 2. Take out the existing "telephone pole" lights and the other large modern light and replace them with yard lights from the parking area up to the back door that have more or an aesthetic appeal. 3. Two lights mounted under the soffit of the house and/or kitchen to shine down on the sidewalk. Commissioner Hellie motion to pass the three options to the next committee, noting that the commission is not in favor of cutting into existing material such as soffit. Commissioner St. James seconded. B. 1629 Vermillion Street, the LeDuc Mansion. City of Hastings. Chad Roberts of Dakota County Historical Society passed out pictures for ideas for new signage at the LeDuc Mansion. The two sign types that were discussed were a 7 foot horizontal sign and a short vertical sign. The purpose of the sign would be to show where parking is and to show if the LeDuc Mansion is open. Different options to place the sign include placement along the fence on 1 yth Street gate, across Vermillion Street, and historic government signs north and south along Vermillion Street. A weather proof dispensing box that could dispense pamphlets was another option. The design they propose will be submitted for HPC approval. IV. Business. A. Commissioners presented their assigned part of the list of houses that may be possible candidates for designation. Phillips will take all of the houses that maybe candidates for designation and make a new list with just the possible candidates. This list will be reviewed further to narrow down the candidates. Photographs will be added. v. Information and Reports A. Annual Preservation Conference, Red Wing, September 28 -29. Grossman reminded the Commission of the event and some of the commissioners expressed interest in attending the conference. B. Commissioner Siemens inquired about a property at 539 3rd Street West. There had been a tree cut down and Commissioner Siemens wanted to know if it was in the City Right Of Way. Grossman and Phillips will look into the matter. IV.
